Does the US president have the power to sack a Federal Reserve governor?

President Donald Trump has demanded the removal of one of the governors of the US central bank, a move that escalates his long-running feud with the institution.

Late on Monday, he posted on his Truth Social account a letter addressed to Lisa Cook, saying she was being removed from the Federal Reserve Board of Governors due to mortgage fraud allegations.

The move has caused an outcry from Democrats who say it amounts to unprecedented political interference.

Who is Lisa Cook and what does she do?

Ms Cook was appointed as governor of the Federal Reserve in 2022 by Democratic President Joe Biden, becoming the first African American to serve in the role. Her term was due to end in 2038.

She previously served on Barack Obama's Council of Economic Advisers and worked at the US Treasury.

There are seven governors on the board of the Fed and they play a key role in setting the monetary policy of the US.

They make up the majority of the committee that decides the level of US interest rates and aims to keep prices stable and unemployment as low as possible.

Ms Cook has voted in recent months to keep interest rates on hold this year.

What has Trump accused Lisa Cook of?

In his Truth Social post, the president cited allegations that Ms Cook may have falsified records to obtain a mortgage.

He said she signed two documents, two weeks apart, attesting that two homes in different states were both her primary residence.

"It is inconceivable that you were not aware of your first commitment when making the second. It is impossible that you intended to honor both," he wrote.

CNN has obtained and reviewed the mortgage documents in question and found she did claim two primary residences but it is unclear whether she informed either lender of the fact.

Ms Cook has not been charged with any wrongdoing and in statement she said she would fight her dismissal because Trump did not have just cause to fire her.

What does the Fed do?

As the central bank of the US, the Federal Reserve is responsible for running the nation's monetary policy, promoting stability in the financial system, regulating institutions and other tasks.

One of the most visible activities it undertakes is to set interest rates. This has a big impact on the nation's financial conditions by influencing how much money people can borrow.

The Fed functions as a federal agency and is considered to be independent within government - its decisions do not require the president's approval, though it is accountable to Congress.

Can Trump actually fire her?

This question could become the subject of an intense legal battle.

The Federal Reserve Act does not give the president license to remove a Fed official at will but, as Trump noted in his letter to Ms Cook, it does allow him to do so "for cause".

Trump cited a "criminal referral" against Cook - after his ally, the housing finance regulator, recently called for Ms Cook to be investigated for mortgage fraud. But it is not clear whether an investigation has been opened, and Ms Cook has not been charged with any crime.

As well as Ms Cook's denial that there is any cause to sack her, legal experts have shown scepticism.

Shan Wu, a former federal prosecutor, told CNN: "As of right now, I think it's kind of questionable for cause, but obviously that's what [Trump] is relying on, and I would expect her to challenge it."

Market reaction to Trump's move has been relatively tame so far - as investors, too, appear to be sceptical and are waiting to see if the sacking actually comes to pass.

Why does Trump want lower interest rates?

Trump has spent much of his second presidency putting pressure on the Fed, demanding that Powell cut interest rates to lower the cost of borrowing for American businesses and consumers. The target range is currently 4.25 to 4.5%.

Central banks typically cut rates in an effort to boost growth. But there is a balancing act, because higher interest rates help to keep inflation in check. Tackling inflation is another Trump priority.

Lower rates can also help US exporters and easing trade deficits is a central plank of Trump's economic policy.

Powell has so far steadfastly refused to reduce rates since Trump took office, but has hinted at a cut in September.

莫迪访日访华前 印外交秘书:望在美日印澳机制下加强关键矿产等领域合作

印度总理莫迪访问日本前夕,新德里方面周二表示,印日两国领导人希望在美日印澳四方安全对话(Quad)机制下就关键矿产等问题进一步加强合作。

印度外交秘书唐勇胜(Vikram Misri)在莫迪将于8月29日至30日访日之前的新闻发布会上表示,尽管印度与四方安全对话机制的另一个成员国——美国关系紧张,但印方仍然高度重视该机制。

此前,美国总统特朗普决定对印度输美商品加征高达50%的关税,主要是为了回应印方购买俄罗斯石油及抵制其开放农业部门,此举严重损害了美印之间近十年来的外交突破和信任。

这反过来又引发了人们对印度计划在今年晚些时候主办四方安全对话峰会是否将如期举行的质疑。上一次四方安全对话峰会于2024年9月在美国举行。

唐勇胜指出,印方仍在与美国就关税问题进行谈判,并渴望继续扩大与四方安全对话国家的合作。他表示:“四方安全对话确实是致力于促进印太地区和平、稳定、繁荣与发展的重要平台”。唐勇胜还提出,四方安全对话的目标之一是在关键矿产领域开展合作,并称这是印日两国共同的优先事项。

唐勇胜介绍称:“最近,各方就关键矿产的倡议进行了总体讨论,旨在增强供应链韧性,并促进基础设施建设”,但未透露具体细节。路透社6月报导称,印方已要求一家国有矿业公司暂停一项已有13年历史的向日本出口稀土的协议,并保障国内稀土供应,以减少对中国的依赖。

印度稀土出口量不高,分析人士表示,印方缺乏大规模开采或加工稀土的技术和基础设施。稀土元素由17种元素组成,广泛应用于从激光器、军事装备到电动汽车、风力涡轮机和消费电子产品中的磁铁等各种产品。

唐勇胜指出,自2014年莫迪出任印度总理以来,这将是他第八次访问日本,届时莫迪和日本首相石破茂可能会推出多项新举措,以应对“新出现的机遇和挑战”。但唐勇胜没有透露具体细节。

莫迪周二在印度西部的古吉拉特邦出席了日本车企铃木的电动汽车投产仪式。铃木公司还宣布将在印度投资约80亿美元。在结束了对日本的访问后,莫迪将飞往天津,参加上合组织峰会,这也将是他七年多来首次访华。

(德国之声中文网)中国外交部部长助理刘彬在上周五(8月22日)举行的中外媒体吹风会上表示,此次天津峰会是中国第五次主办上合组织峰会,也将是上合组织2001年成立以来规模最大的一次峰会。届时,习近平主席将同20多位外国领导人和10位国际组织负责人聚首海河之滨,“推动组织朝着构建更加紧密命运共同体的目标阔步迈进”。他还表示,习近平主席将同其他成员国领导人共同签署并发表《天津宣言》,批准《上合组织未来10年发展战略》,发表世界反法西斯战争胜利和联合国成立80周年的声明,通过关于加强安全、经济、人文合作的一系列成果文件。

近年来,上合组织已由最初的六个欧亚国家扩展至10个成员国,并发展了16个对话和观察员国。这10个成员国分别为中国、俄罗斯、哈萨克斯坦、吉尔吉斯斯坦、塔吉克斯坦、乌兹别克斯坦、印度、巴基斯坦、伊朗和白俄罗斯10个成员国。

“习近平希望利用此次峰会展示后美国主导时代的国际秩序雏形,并表明白宫自今年1月以来为对抗中国、伊朗、俄罗斯以及现在对抗印度所做的所有努力都没有达到预期效果,”研究机构“中国-全球南方项目”主编埃里克·奥兰德(Eric Olander)表示。他说,“看看金砖国家让特朗普感到多么不安!而这正是这些组织成立的目的。”

中、印、俄相互靠拢

除俄罗斯总统普京外,中亚、中东、南亚和东南亚国家的领导人也受邀参加此次上合组织峰会。而前来出席峰会的印度总理莫迪将是七年多来首次访问中国。中印两国正致力于进一步缓解2020年发生致命边境冲突以来的紧张局势。分析人士预计,印度和中国将宣布进一步的缓和措施,例如撤军、放宽贸易和签证限制、在气候等新领域开展合作,推动更广泛的政府和民间交流。而随着特朗普以印度购买俄罗斯石油为由宣布对其征收惩罚性关税,美印“战略伙伴关系”出现裂痕,让莫斯科从中看到了机会。俄罗斯驻新德里大使馆官员上周表示,莫斯科希望尽快与中国和印度举行三边会谈。莫迪上一次与习近平和普京同台亮相是在去年俄罗斯喀山举行的金砖国家峰会上。

团结全球南方

分析人士认为,上合组织的扩张是许多与会国家的首要议题。尽管多年来,上合组织并未取得实质性的合作成果,但中国极为重视打造全球南方国家团结起来对抗美国的叙事。

印度班加罗尔智库塔克沙希拉研究所(Takshashila Institution)印度-太平洋研究项目主任马诺伊·凯瓦尔拉马尼(Manoj Kewalramani)表示,“上合组织所代表的确切愿景及其实际执行情况尚不明确。但它是一个号召力日益增强的平台,这有助于其叙事的传播。”

专家警告称,尽管预计此次峰会不会发布实质性的政策声明,但绝不应低估上合组织对全球南方国家的吸引力。“中国-全球南方项目”主编埃里克·奥兰德补充道,“这次峰会关乎影响力,非常强大的影响力。”

不过,上合组织成员国内部也有各种摩擦,在解决重大安全问题上的能力也仍然有限。核心成员国印度和巴基斯坦之间依旧矛盾重重。6月份,上合组织国防部长会议未能通过联合声明,原因是印度提出异议,称其忽略了4月22日印度教游客在印控克什米尔地区遭到的致命袭击,该事件引发了印度和巴基斯坦几十年来最严重的战斗。印度也拒绝加入上合组织对以色列袭击伊朗(上合组织成员国之一)的谴责。

预计莫迪将在上合组织峰会结束后便离开中国,但普京将在峰会后留下来参加北京举行的抗日战争胜利80周年纪念活动及“9·3阅兵式”。普京如此长时间离开俄罗斯尚属罕见。

德国总理梅尔茨:我的决定没有错

(德国之声中文网)德国总理梅尔茨(Friedrich Merz,又译默茨)严厉批评了以色列对加沙地带一家医院的袭击。他在柏林与比利时首相德韦弗(Bart De Wever)举行的联合新闻发布会上表示,以色列军队的行为“令人无法接受”。“昨天发生的事件给原本完全合理的针对哈马斯的行动蒙上了一层阴影。”

以色列本周一(8月25日)袭击了位于加沙南部汗尤尼斯(Khan Younis)的的纳赛尔医院,造成至少19人丧生,其中有5人是记者,包括为美联社、路透社、半岛电视台等国际媒体工作的记者和摄影师。

战争爆发以来,该医院已多次成为以色列的袭击目标。以色列军方在一份声明中表示已下令对此事展开调查。

根据保护记者委员会的信息,周一袭击事件的受害者使自加沙战争爆发以来遇难记者总数达到近200人,其中大多数是巴勒斯坦人。

梅尔茨表示,他目前并不认为这是一起针对记者的有针对性的袭击。他希望等待事件全面调查结果出来后再做出最终判断。

梅尔茨还表示,他认为德国政府做出禁止部分武器出口以色列的决定是正确的。他强调,这是以色列政府决定占领加沙城并将居民转移至加沙地带南部所造成的后果。

他担心未来几天和几周内还会发生更多此类袭击。“因此,我确信我的评估是正确的,我的决定也是正确的,即以色列不该在目前情况下从德国获得可用于加沙地带的武器。”

据官媒新华社报导称,经习近平主席批准,全军纪念中国人民抗日战争暨世界反法西斯战争胜利80周年学术研讨会周二在北京举行。中共中央政治局委员、中央军委副主席张又侠出席会议并讲话,强调要深入学习贯彻习主席重要指示,弘扬伟大抗战精神,以史鉴今凝聚向强开新的意志力量,奋力实现建军一百年奋斗目标。

报导称,张又侠指出,“要深刻认识中国共产党的中流砥柱作用,强固党指挥枪这一根本优势,真学真懂真信真用习近平新时代中国特色社会主义思想,推动政治建军走深走实,确保人民军队永远听党话跟党走。要发展人民战争战略战术,全面加强练兵备战,推进战法训法体系创新,巩固提高一体化国家战略体系和能力,坚决捍卫国家主权、安全、发展利益”。

报导指,张又侠强调,“要始终铭记军强才能国安,加快推进国防和军队现代化,向深化改革要强大动能,向科技自强要硬核实力,向军事治理要转型跨越,推动实现高质量发展。要续写英雄人民军队的浴血荣光,强化牺牲奉献精神,发扬奋斗实干作风,永葆革命军人气节风骨,让我党我军优良传统在新时代发扬光大。要捍卫和平正义胜利成果,坚持正确二战史观,维护战后国际秩序,积极推动构建人类命运共同体,始终做维护世界和平的坚定力量”。

客座评论:为什么说习近平的反腐是一种政治清洗

(德国之声中文网)最近《纽约时报》发表了一篇关于习近平为何发起“大清洗”的报道,引述了海外中国异见学者吴国光的看法,说习像斯大林和毛泽东那样,因治理失败,所以要不断在党内进行政治清洗。针对这个观点,在一档播客节目中,几个讲者并不认同,认为习只是在经济上反腐,不像斯、毛是出于政治原因搞大清洗。他们也不赞同习的反腐是一种政治清洗的说法。我虽然也不完全认同吴的观点,但认为可以把习的反腐看作一种政治清洗。

要理解习的反腐是否一种政治清洗,首先需对“政治清洗”加以界定。一般而言,政治清洗是指执政者或权力核心集团,借助国家机器或党内工具,把现实或潜在的政治对手从权力体系中排除乃至摧毁的过程。它往往具有几个特征:目的在于排除异己、重塑权力格局;手段多样,既可能是直接的暴力镇压,甚至是肉体消灭,也可能是制度化、合法化的程序;对象则通常是被视为威胁统治的群体或个人。

在习的时代,一切皆政治

从历史比较看,政治清洗大致可以分为两类:一类是因直接的政治原因而展开的清洗,即面对明确的政敌或挑战者而进行的“生死斗争式”整肃;另一类是为实现某种更长期的政治目的而展开的清洗,即没有明显的当下政敌,却通过类似清洗手段来重构权力秩序、延长统治。斯大林的大肃反、毛泽东的文革属于前者;习近平的反腐,则更接近后者。

之所以说习的反腐属于第二类政治清洗,原因首先在于,在习时代,“一切皆政治”。在他的治理逻辑中,经济发展、社会治理、政府行政,乃至反腐败,都是政治问题,必须从政治的角度来考量和处理。反腐也不仅仅是清理贪腐行为的纪律行动,而是服务于整个统治秩序再造的政治工程。

在前述节目的讨论中,有讲者认为,习是个理想主义者,容不得党内有杂质,要党内官员纯洁化。假如这个观察是正确的,那么他强调党内纯洁,目的并非出于道德洁癖,而是为了让党对中国的统治更稳固和长久,而这个目的又是建立在另一个假定上的,即中共是一个无私和先进的政党,其党员没有私心和自我利益,党的使命是全心全意为人民服务,让人民过上幸福富裕生活。只有这样,才能实现党在中国的长期统治。而官员腐败则会败坏党的形象,和人民对党的信任,进而冲击党的统治,因为腐败说明官员有私心和自我利益,不能做到全心全意为人民服务,也就意味着党不再纯洁,不是先进政党,党就没有资格在中国实行统治,更不用说长期统治。从这个角度讲,反腐是习重建党的纯洁性与执政正当性的关键手段。

送礼、吃请、裙带人事都成了红线

习为此设计了一整套严苛的反腐制度,把以往在中国熟人社会里被视为“人情往来”的许多行为纳入违纪范围。送礼、吃请、裙带人事等都成了“红线”,导致反腐不能停止,官员落马现象持续发生。习借助反腐的这种常态化、持续化,不断淘汰不合格分子,维持党在他定义下的纯洁。

另外,在这套反腐机制中,习也将他的个人权力和地位同党的纯洁化和稳固统治直接挂钩,密切绑定。因为他认为,只有在他的领导下,通过持续不断的反腐才能实现党的纯洁,让党统治稳固和长久。这就暗含着一个逻辑结论,即要纯洁化党的统治,就必须由他来领导全党。换言之,只有习的地位稳固,在位的时间长,党对中国的统治才稳固,时间长。

对谁“不忠诚、不老实”?

在许多落马官员的通报中,人们看到了其中的逻辑关系。官方对被查处官员的通报,往往有“政治不忠诚、对党不老实”的指控。这个指控落实到现实层面,就是指的对习“不忠诚、不老实”。当然,这并不是说这些官员敢去挑战习近平,而是他们在落实习的“纯洁化”要求时阳奉阴违、执行不力,是在这方面不老实、不忠诚。而只要官员放弃了纯洁化的制度要求,腐败也就侵入他们的思想,其后果,是大面积腐败的不断涌现,从而会动摇习的权威和统治根基,故要实现党的长久统治,前提是确保习的统治稳固和长久。

可见,作为一项工程的习的反腐,无论从动机和实际效果看,都不是“纯粹的反腐”,而带有政治清洗的特质,但确实不能把它等同斯大林和毛泽东式的政治清洗,它不存在明确的对手或敌人,不是那种“你死我活”的政治斗争;相反,通过制度化、常态化的反腐手段,逐渐形成一种“清洗效果”。这种效果体现为“广覆盖、强约束、重忠诚”,即反腐涉及几乎所有层级的官员,清洗对象不是单一派系,凡是对“纯洁化”执行不力的官员,包括其亲信,都在清洗之列;清洗也不是在政治上要批倒批臭,而是借助纪律条文、巡视制度等反腐机制,把日常官场生态纳入全面管控之中,对所有官员进行一种强约束。这导致反腐的最终指向,并非是某位官员真的存在腐败行为(当然有是一定要查办的),而在于是否真心拥护习的领导,是否严格遵守习所推行的纯洁化党员的制度。

换言之,纯洁化、忠诚化、统治稳固化,是习持续不断地推进反腐的宏观政治目标。它的驱动力并非来源于现实政治中有人直接反对其政策路线或领导地位,而是为确保党的统治更加稳固更加长久,并将这种情况直接与他个人的领导及权力捆绑在一起。中共官方文件在谈及反腐的意义和目的时,从未掩饰这一点。

总之,习的反腐在实际效果上,已经演化为一种政治清洗:清除的不只是腐败行为,更是那些在纯洁化标准下“不忠诚、不老实”的群体;塑造的不只是纪律约束,更是一种“人人自危、惟有忠诚方能免祸”的政治氛围。这便是问题的答案:反腐败它在逻辑和效果上,早已超越了反腐败本身,成为一种在“纯洁化”目标下,以忠诚和服从为核心标准的权力整肃。

俄高教部部长:逾5.6万名中国学生在俄学习,中国家庭用人民币投票表达信任

俄罗斯科学和高等教育部部长法利科夫周二向塔斯社表示,到2030年,在两国大学学习的俄罗斯和中国学生人数将达到10万人。法尔科夫于8月21日至26日在华进行工作访问。

法利科夫在采访中说:“根据2024-2025学年的数据,超过5.6万名中国学生在俄罗斯学习,超过2.1万名俄罗斯公民在中国学习。我们正与中国合作伙伴携手,不断朝着《俄中人文合作拓展路线图》中设定的双边留学生‘流动’水平迈进”。

法利科夫补充道,“到2030年,我们将使这一数字达到10万人。成功完成这一任务对于维持两国现有的相互理解水平,维护我们在政治、经济、社会和其他许多领域的密切联系至关重要”。法利科夫指出,过去两年,中国公民向俄罗斯驻华领事馆申请赴俄留学的数量翻了一番。

法利科夫说道,“我们感到自豪的是,成千上万的中国家庭‘用人民币投票’,表达了对我国高等教育体系的信任。反过来,俄罗斯申请人也对在中国接受高等教育表现出浓厚的兴趣。我们的公民每年从中国政府获得500至1000份助学金和奖学金”。

法利科夫介绍称,目前俄中合作教育项目已超过200个,其中包括115个本科和硕士学位项目,以及89个三年制专科课程。

法利科夫还谈到,“我还要补充一点,今天,两项非常重要的政府间协议草案正处于最后协调阶段——关于教育领域合作以及关于教育、资格和学位相互承认的协议草案。它们的签署将有力地推动俄中科技教育合作的发展”。

此前,泽连斯基周日在X平台上分享了习近平致他和乌克兰人民的贺信。信中写道:“值此乌克兰独立日之际,我谨向您和友好的乌克兰人民致以诚挚的祝贺和良好的祝愿。中乌两国有着传统友谊。建交33年来,中乌关系稳步发展,各领域合作成果显著”。

习近平在信中表示:“我愿同您一道努力,推动两国关系行稳致远,更好造福两国人民”。泽连斯基对此回应称,“我感谢习近平主席在乌克兰独立日之际发来的祝贺,并强调我们有兴趣在相互尊重的基础上,为和平、稳定和繁荣发展长期双边对话”。

保时捷官宣:放弃自主研发电动车电池

Trump orders removal of Federal Reserve governor

US President Donald Trump said on Monday he would immediately remove Federal Reserve governor Lisa Cook from her position on the central bank's board of directors.

In an announcement made on his social media platform Truth Social, Trump posted a letter addressed to Cook in which he informed her of his decision and accused her of making "deceitful and potentially criminal" mortgage agreements.

Neither Cook or the Fed has commented on the sacking.

Trump has put increasing pressure on the Fed - especially its chair Jerome Powell - in recent weeks over what he sees as the US central bank's unwillingness to lower interest rates. He has repeatedly floated the possibility of firing Powell.

According to Trump's letter, Cook signed one document attesting that a property in Michigan would be her primary residence for the next year.

"Two weeks later, you signed another document for a property in Georgia stating that it would be your primary residence for the next year," he said.

"It is inconceivable that you were not aware of your first commitment when making the second," Trump said.

In a statement last week, after she was accused of mortgage fraud by the head of the Housing Finance Agency, Cook said she had "no intention of being bullied to step down from my position because of some questions raised in a tweet".

She said she was "gathering the accurate information to answer any legitimate questions and provide the facts".

Cook is the first African American woman to sit on the board, a position she has held since 2022.

France returns slain king's skull to Madagascar

The head of a Malagasy king killed by French troops during a colonial-era war has been formally returned to Madagascar.

The handover of King Toera's skull - and those of two other members of his court - took place at a ceremony at the culture ministry in Paris.

The skulls had been brought to France at the end of the 19th Century and stored at the Museum of Natural History in the French capital.

It is the first use of a new law meant to expedite the return of human remains from collections in France.

"These skulls entered the national collections in circumstances that clearly violated human dignity and in a context of colonial violence," French Culture Minister Rachida Dati is quoted by the AFP agency as saying at the ceremony.

In August 1897, a French force sent to assert colonial control over the Menabé kingdom of the Sakalava people in western Madagascar massacred a local army.

King Toera was killed and decapitated: his head sent to Paris where it was placed in the archives of the Museum of Natural History.

Nearly 130 years later pressure from the king's descendants as well as the government of the Indian Ocean nation has opened the way for the skull's return.

Madagascar's Culture Minister Volamiranty Donna Mara, who also gave a speech at the handover, said their return was a "significant gesture", AFP reports.

"Their absence has been, for more than a century... an open wound in the heart of our island," she said.

It is not the first time human remains from the colonial era have been given back by France.

Most famous was the South African woman cruelly nicknamed the "Hottentot Venus" who had once been put on display in Europe and whose body was taken home in 2012.

But this is the first return under a recent law which makes the process much easier.

It is estimated that at the Museum of Natural History alone there are more than 20,000 human remains brought to France from around the world for supposedly scientific reasons.

Family 'heartbroken' over fatal helicopter crash

The family of a couple killed in a helicopter crash on the Isle of Wight have said they are "heartbroken and struggling to cope with the loss".

Justyna Czoska and Wojtek Kowalkowski, from Oxfordshire, were among four people on board the aircraft that came down near Shanklin on Monday morning.

In a post on Facebook, Ms Czoska's daughter said: "I have no words, the world took my mum too soon".

One other person died and another is in a serious condition in hospital.

A fundraiser for the family has been set up by Jacob Butler, who said his partner, Julia Buzar, lost her "beloved mum and her partner" in the tragedy.

In a post written in English and Polish, he said: "This sudden and devastating event has left all us heartbroken and struggling to cope with the loss.

"We are now trying to bring them both back to Poland so they can be laid to rest with their families, in the place they called home.

"The cost of repatriation, funeral arrangements, and travel is more than we can manage alone, and we are asking for support during this incredibly difficult time."

Posting on Facebook, Ms Buzar said: "I have no words, the world took my mum too soon, she was the best mum you could ask for, loved by everyone.

"I never thought I'd be writing something like this.

"Please if anyone could help bring them back to Poland so they can be with there [sic] families it would mean the world to me.. Rest in peace mum and Wojtek."

Ms Czoska had worked at Turpins Lodge Riding School in Hook Norton, Oxfordshire, since March 2024.

In a statement, the riding school said: "We are extremely sad to let everyone know that tragically Justyna our instructor was killed in a helicopter crash on the Isle of Wight yesterday.

"Justyna was very well liked at Turpins Lodge by staff and by customers.

"Justyna was cheerful, reliable and conscientious. She will leave a huge hole to fill.

"Our thoughts go out to Justyna's daughters, family and friends.

"We will endeavour to carry on as normally as possible but there may have to be some changes to lessons while we adapt to this very sad situation."

Witnesses reported the aircraft spiralling before crashing in a field alongside the A3020 at 09:20 BST.

One person was airlifted to the major trauma centre at University Hospital Southampton, Hampshire and Isle of Wight Constabulary said.

A spokesman for operator Northumbria Helicopters said G-OCLV - a Robinson R44 II - had "departed from Sandown Airport at approximately 09:00, was carrying four passengers on board including the pilot, and was undertaking a flying lesson".

The identity of the third victim has not yet been confirmed.

Man told girls in Epping he wanted to 'have a baby', court hears

A man told two 14-year-old girls eating pizza in a town centre that he "wanted to have a baby with them", a court heard.

Hadush Kebatu, from Ethiopia, is accused of making "inappropriate comments" after the children thought he looked hungry and offered him food in Epping, Essex, on 7 July.

He then returned the following day and asked one of the girls to kiss her friend, Chelmsford Magistrates' Court was told.

Mr Kebatu, an asylum seeker who was living at The Bell Hotel in High Road, Epping, is on trial having denied two sexual offences.

He has also denied charges of inciting a girl to engage in sexual activity, attempted sexual assault and harassment without violence.

Mr Kebatu gave his date of birth as in December 1986, making him 38, but court records have suggested he is 41.

Opening the trial, prosecutor Stuart Cowen said the defendant approached the girls, who were sitting on a bench eating pizza, and made "inappropriate comments".

"It is the Crown's case he said he wanted to have a baby with each of them and attempted to kiss them," Mr Cowen said.

"He invited them back to The Bell Hotel where he was a resident, having recently arrived in the UK."

Having been rejected and told the girls were 14, Mr Kebatu responded "age did not matter", Mr Cowen alleged.

He said the girls left the area but were approached by the asylum seeker the following day.

On this occasion, it was alleged one of the teenagers was wearing her school uniform.

Mr Cowen said she became uncomfortable and when a male friend intervened, Mr Kebatu asked them to kiss before later placing his hand on her thigh.

"She will tell the court that while the defendant was behaving in this way, he appeared to have an erection," the prosecutor added.

'Shocked'

In an interview with police, played to the court, one of the girls said Mr Kebatu "kept leaning in, pouting his lips" at her, adding "he was really eager for a kiss".

"[He said] if I come back to the hotel with him we can make babies," she alleged.

Asked how it made her feel, the girl told an officer: "I couldn't really move, it just shocked me. I didn't know what to do. My mind went blank."

Judge Christopher Williams was told a woman asked if Mr Kebatu needed help, but, shortly afterwards, he "sexually assaulted her by putting his hand on her leg" and trying to kiss her.

Police officers were called and arrested Mr Kebatu nearby, the court was told.

Allegations of the incident led to a wave of anti-immigration protests and counter-demonstrations outside The Bell Hotel.

On 19 August, Epping Forest District Council secured a High Court victory temporarily blocking the venue from housing asylum seekers.

The trial, expected to conclude on Wednesday, continues.

Sixteen-year-old Rio Ngumoha became the fourth youngest scorer in Premier League history when he swept home Liverpool's winning goal in their 3-2 victory at Newcastle on Monday night.

Reds boss Arne Slot turned to the teenager in the sixth minute of stoppage time, throwing on a player who will turn 17 on Friday in a last roll of the dice.

The 10 men of Newcastle had been 2-0 down but were roared back to level terms by their passionate supporters and even seemed to have the momentum.

With the game up for grabs, Mohamed Salah slid a low ball across the box in the final stages that Dominik Szoboszlai stepped over and left for Ngumoha to expertly finish on his Premier League debut.

The magical moment came in the 100th minute and made Ngumoha the youngest goalscorer in Liverpool's history, and only the second 16-year-old to hit a winner in a Premier League game.

The first? Wayne Rooney, with his wondergoal for Everton against Arsenal in 2002.

The England Under-17 forward was mobbed by team-mates after scoring the decisive goal and was shoved in front of the travelling support on Tyneside to soak up the adoration.

For Liverpool fans, it may not come as a surprise to see Ngumoha shining on the biggest stage, considering his impressive performances during pre-season - when he netted two goals and assisted two more.

Former Arsenal forward and Premier League great Thierry Henry told Sky Sports that Ngumoha had experienced an important career moment.

"He announced himself," Henry said. "He looked like a player that had been playing for a very long time with the way he finished."

Ngumoha is not actually a Liverpool academy product, having only moved to Merseyside from Chelsea's youth set-up last summer with no club confirming the fee or whether it went to tribunal.

At the time Blues legend John Terry wrote: "This boy is and will be a top player."

He's not looking wrong.

'It's a dream debut for him'

Liverpool captain Virgil van Dijk has told his teenage team-mate not to take moments in the spotlight "for granted".

"It's a dream debut for him," Van Dijk told Sky Sports. "I'm very pleased for Rio.

"I've said it to him already, it all starts now. He has to keep working hard and stay humble but definitely have to enjoy this because these nights, you can't take them for granted if you're in his position.

"I'm sure with the players we have he will be back in training and having a hard session tomorrow again."

Liverpool boss Slot praised the finishing abilities of Ngumoha, saying: "It was a great goal for a 16-year-old.

"Rio can finish so well for his age. I did hear someone say afterwards in the dressing room he would have taken a first touch, but he is so confident. For his age, he is a really good finisher."

Ngumoha had Liverpool fans wondering in pre-season if he could be part of the first team this year.

He started a pre-season friendly against Athletic Bilbao on the left wing - and against that calibre of opposition he caught the eye, as he has done all summer.

The teenager scored in just the second minute, running on to a loose ball in his own half before racing forward and curling a fine effort in from 20 yards.

He caused the La Liga side all kinds of problems with his dribbling and trickery.

The 16-year-old left to a standing ovation midway through the second half.

Ngumoha's performance that day came on the back of an assist against AC Milan and goal against Yokohama F. Marinos in Asian friendlies.

In January, Ngumoha became the youngest player to start a match for Liverpool - aged 16 years and 135 days old - in the 4-0 win over Accrington in the FA Cup.

But that was his only first-team appearance of the campaign and he did not make the bench for a Premier League game until the opening game of this season against Bournemouth.

After the tragic death of Diogo Jota and the sales of Darwin Nunez and Luis Diaz, Slot has a senior forward line of Salah, Hugo Ekitike and Cody Gakpo.

Now Ngumoha has made his breakthrough and Liverpool will hope his thrilling intervention at Newcastle is the start of something big.

Therefore, there was great anger when he departed for Liverpool despite multiple contract offers from the west Londoners.

Such was the anger that Chelsea were believed to have banned Liverpool's youth scouts attending academy matches.

Insiders at Chelsea now acknowledge that Liverpool and Manchester United have caught up with their own academy and that of Manchester City, which had been the most well-funded and dominant forces in youth football for the past decade or so.

'When do we stop being immigrants?': Northern Ireland families ask after riots

"When do I stop being an immigrant?"

There may be no more important question for people who come to Northern Ireland to build a new life – particularly for those who arrived years and even decades ago.

It's a question that was asked of Northern Ireland politicians in the wake of rioting that took hold in towns across Northern Ireland in the summer of 2024, by Muhammad Atif, a business owner and trustee of the Belfast Multi-Cultural Association.

He told BBC News NI "things haven't moved an inch" for ethnic minorities in the past year, even after scenes of disorder in June, which police described as "racist thuggery".

"Things have not changed and people are not feeling safe. Anybody I'm talking to, anybody contacting me, they are not feeling safe," he told BBC News NI.

"Being called an immigrant over and over and over when your second generation is born in Northern Ireland – I personally feel it's racist.

"What do I have to do? This is my question. I can't really answer it, to be honest.

"When do I stop being an immigrant?"

In total, 3.4% of Northern Ireland's population - 65,600 people - are from a minority ethnic group. That compares to 18.3% in England and Wales and 12.9% in Scotland.

The most recent figures show race hate crimes in Northern Ireland are on the rise.

There were 1,188 between April 2024 and March 2025 - a rise of 349 on the last financial year and the highest since the records began in 2004.

'Incendiary flyers'

Among the thousands of people who have made Northern Ireland their home who watched violent scenes unfold twice in the last year was Sree Kadalayil, who said it was "unnerving".

"There were times when I thought 'this is going to kick off' and I wasn't very comfortable being in big public spaces," he said.

"There was an underlying feeling of, like – is this safe? Am I safe? Is my child safe?"

Sree moved to the UK more than 20 years ago to study before moving to Northern Ireland for his career in 2006.

Now, he is raising a little boy with his wife Jude Pollock – but even after all these years the couple have experienced racism and hate crime.

"Even when we go to the voting booth, Sree has faced racism going to vote, as if he shouldn't be voting," Jude said.

She said the family had received political flyers through the door that talked about immigration in an "incendiary" way.

"I went to political offices and I handed flyers back. I said: 'Don't put that through my door," she said.

"You don't know the door you're putting it through. We're a mixed-ethnicity family."

She said the narrative around immigration "serves the agenda to be pointing at others instead of actually fixing the problems that are broken for all the public services".

"People assume I'm not my son's mother because we look different," she said.

"But I hope that he learns how to handle it. I hope I can teach him how to handle it well."

Domingas Gusmao is also raising a family in Northern Ireland – she moved here from East Timor 14 years ago.

She was worried the trouble could spread to Dungannon, County Tyrone, where she lives with her husband and three children, who were born here.

"I'm hoping that this will never happen again and I can only hope people can be kind to each other, and being kind – it costs nothing," she said.

"But look, you cannot control everybody but you can control how you react to it."

When Domingas first came to Northern Ireland, it was hard adjusting to a new language and culture.

"I tried to talk to everybody," she said.

"Strangers, the taxi driver, colleagues from work, everywhere.

"That's how I learned English – and watching movies, of course."

Almost 15 years later, she still sometimes feels like an immigrant – but not all the time.

"I also feel like I'm part of the community, because the community here, always wants us to be a part of the events," she said.

"They welcome us. Many of our children were born here, so then you get to feel like it's not just a place, but it's a home.

"And we feel like we belong here."

Difficult conversations

Muhammad Atif agreed that the majority in Northern Ireland "welcome you with open hand and open hearts".

But that did not make the situation this summer any easier.

"I was taking my children away for a few days after the Ballymena riots and my eight-year-old daughter asked me: 'Daddy, are we leaving because things are not good here?'" he said.

"I had to tell her, no, I booked these flights in advance.

"That's a difficult conversation to have with an eight-year-old. And this conversation is normal in immigrant households."

Sree said it was an important, ongoing conversation he had with his son.

"He's aware of his skin colour and how it's different from others, but doesn't make him any lesser or better," he said.

"I don't want his worldview to be tainted by a victim complex, for him to think it's a big scary world.

"I don't want him to believe every aggression or every reaction of some person towards him is discrimination."

But does Sree still feel like an immigrant? It's complicated.

He used to refer to India as home – but that changed.

"I remember one time landing back into Dublin Airport from India and it was really chilly, and I said to myself: 'I'm home,'" he said.

"This place has offered me a life, it's welcomed me, the people have welcomed me.

"It's given me safety, opportunities. It's given me good vibrations."

中国民航飞机在俄乌战争爆发后仍允许飞经俄罗斯领空

(德国之声中文网)据俄罗斯塔斯社报道,故障出现后,这架中国国际航空公司运营的波音777客机,在第二个发动机的驱动下安全降落在下瓦尔托夫斯克(Nischnewartowsk)机场。机上载有250名乘客和15名机组人员。

据俄罗斯电报频道Baza报道,之所以选择下瓦尔托夫斯克,是因为那里跑道较长且天气状况良好。这座重要的石油工业城市位于莫斯科以东约2300公里处,距离北京仍有3500公里。俄罗斯航空管理局(Rosaviatsia)称,中国国际航空公司将派出一架替代飞机。

经由俄罗斯的航线是欧洲与东亚之间最短的航线。然而,由于乌克兰战争相关的相互制裁,西方航空公司无法使用这条航线。它们大多飞往俄罗斯南部,这增加了飞行时间和燃油消耗。而中国及其他与莫斯科关系友好的国家仍在使用俄罗斯领空。

不用中国货了!德国本土厂商接盘北海风电场

明阳智能生产的一款风力发电机

( 德国之声中文网)计划在北海修建大型风力发电场的德国投资公司Luxcara在8月25日表示,可能取消由中国企业明阳智能供应风力发电机的协议。Luxcara强调,这一举动是出于“运营原因”,但同时也强调“安全性提升是一个积极副作用”。

根据去年宣布的供货协议,计划中的北海Waterkant风电场拟由明阳智能生产风力发电机,总装机容量为30万千瓦,相当于40万户家庭的用电需求。但现在,总部位于汉堡的Luxcara公司表示,风电场为西门子旗下的歌美飒公司(Gamesa)预留了19台风机的容量;由于Luxcara在附近的Waterekke风电场也使用歌美飒生产的风机,因此这一供货商变更有助于提升运营效率。Waterekke是德国目前在北海最大规模的风电场项目,总装机容量高达150万千瓦。

在回复路透社的邮件中,Luxcara表示,在此次供应商变更中,围绕中资企业明阳智能的政治争论并未发挥决定性作用,但是“我们的做法也符合政治目标,并解决了与供应链、技术依赖、安全方面相关的问题,这是一个积极的副作用。”

西门子旗下的歌美飒公司近年来深陷财务困境,部分原因是其陆上风力发电机的品质问题导致项目延期和巨额维修费用。

中国设备引发安全焦虑

去年Luxcara与明阳的供应协议披露后,引发了欧洲风机厂商的抨击,后者认为这涉及不公平竞争,还会让中国企业获取对欧洲关键基础设施的控制权,威胁欧洲的能源安全。时任德国经济部长哈贝克(Robert Habeck)也宣布对该协议进行审查。

德国国防部今年早些时候也发布一份研究报告,警告中国可能利用Waterkant风电场的关键部件进行间谍活动,甚至发动经济战。报告指出,迄今为止,欧洲只有意大利塔兰托的一个风电场使用来自中国企业的风机。

近年来,中国新能源发电设备厂商不断巩固在全球市场的垄断地位,持续引发欧洲各国的安全担忧。就在今年春天,一批中国产太阳能发电板的逆变器模块中被发现暗藏有无线通讯装置;当时正值西班牙大停电事故后不久,许多欧洲人因此担心,随着中国产太阳能、风电设备在欧洲电网中占比越来越高,电网安全稳定运行将受到挑战。

现在,随着Luxcara主动更换供应商,梅尔茨总理领衔的新一届德国政府就不必再面对上届政府遗留下来的难题。荣鼎集团的中国问题专家巴尔金(Noah Barkin)就在社媒发帖指出,梅尔茨总理要是在首次访华前几个月出手喊停供应协议,势必会冒激怒北京的风险。梅尔茨计划今年年底率领一个包含众多企业高管的代表团出访中国

新供应商正陷于财务泥潭

目前,Luxcara已经将供应商变更事宜告知德国联邦经济部等相关方面,但是与西门子歌美飒尚未最终签署正式协议。

歌美飒方面则对外确认了供应商变更一事,但拒绝透露更多细节。该公司近年来深陷财务困境,部分原因是其陆上风力发电机的品质问题导致项目延期和巨额维修费用。

德国联邦经济部表示,通常不对私营企业的决策置评,并透露将由联邦海事和水文局审批风力发电机部署规划。

明阳智能则发布声明表示已经不再参与北海的Waterkant风电场项目,但仍在德国探索机会,“将继续投资于技术创新,加强本地合作,并探索建立本地生产基地的机会”。

自春秋以来,崂山寄托着古人“神仙之宅,灵异之府”的想象,相传秦始皇曾登崂山以望蓬莱仙山。顾炎武为《崂山志》作序时,认为其“高大深阻,磅礴二三百里”,又地处陆海边界,人迹罕至,故而有了这些传说。海陆之交的气候也为崂山沿岸增添了神秘的面纱。春夏之交,暖湿的气流从海面流向沿岸的冷水区,形成大范围的平流雾,陆地和山体像是漂浮在云雾之上。
