Resident doctors in England vote for fresh strike action over pay

Resident doctors in England have once again voted in favour of strike action, in the latest chapter in a long-running pay dispute.

The doctors, previously known as junior doctors, were awarded a 5.4% pay rise for this financial year, following a 22% increase over the previous two years.

But the British Medical Association says wages are still around 20% lower in real terms than in 2008 and are demanding "pay restoration".

Nearly 48,000 staff could now take part in new walkouts, although the union said it would seek fresh talks with the government before announcing strike days.

Norman Tebbit, key Thatcher ally, dies aged 94

Norman Tebbit, who served as a cabinet minister in Margaret Thatcher's government, has died aged 94.

Throughout the 1980s he worked as the chairman of the Conservative Party and led departments including trade and industry and employment.

A loyal ally of Thatcher, Lord Tebbit backed her agenda, bringing in laws designed to curb union power - including making them liable for damages if they did illegal acts.

In 1984, he and his wife were injured in the IRA bombing of the Grand Hotel in Brighton during the Tory Party's annual conference.

He suffered a broken shoulder blade, fractured vertebrae and a cracked collarbone, while his wife, Margaret, was left permanently disabled by the bomb.

In a statement released on Tuesday, Lord Tebbit's son William said: "At 11.15pm on 7 July 2025 Lord Tebbit died peacefully at home aged 94.

"His family ask that their privacy is respected at this time and a further statement regarding funeral arrangements will be made in due course."

Lord Tebbit served as an MP from 1970 until 1992, representing Epping for the first four years and Chingford from 1974 to 1992.

In 1981, he made a famous speech to the Conservative Party conference in which he criticised riots over unemployment, telling the audience that in the 1930s his father had not rioted but had "got on his bike and looked for work, and he kept looking till he found it".

In 1990, he provoked anger when he posed a 'cricket test' to help determine whether a person was truly British.

"A large proportion of Britain's Asian population fail to pass the cricket test," he said.

"Which side do they cheer for? It's an interesting test. Are you still harking back to where you came from or where you are?"

Another heatwave is on the way for the UK and it could be the longest yet

The UK's third heatwave of the summer is forecast to arrive later this week and it could be the most widespread and sustained one yet.

High pressure is set to build allowing for plenty of sunshine, with a feed of south or south-easterly winds bringing hot air from continental Europe.

Temperatures are expected to peak at 33C (91F) in England over the weekend but very warm or hot weather is also likely to affect Wales, Northern Ireland and Scotland.

It is possible that some places could have seven days of temperatures that exceed their heatwave criteria. High or very high UV and pollen levels are also predicted.

Warmer from midweek

An area of high pressure is going to build from the middle of the week, cutting off the relatively cool north-westerly flow that has brought lower temperatures - and some much-needed rain - over the last few days.

Parts of eastern England had more rain in 24 hours on Sunday than during the whole summer so far

Most of England and Wales will be sunny on Wednesday with temperatures reaching 25-28C (77-82F) in the Midlands and south-east England.

The warm sunshine will become more widespread on Thursday and Friday, extending into Northern Ireland and Scotland as high pressure shifts further north and east.

This will allow temperatures to climb with parts of northern Scotland expected to reach 29C (84F) by Saturday, and 26C (79F) likely in Northern Ireland.

Some places are likely to reach heatwave criteria by the weekend

By then many parts of England and Wales will exceed 30C (86F), with temperatures likely to peak at 33C (91F) in the hottest spots over the weekend.

It will also start to feel quite humid with some very warm and muggy nights - which could make it uncomfortable for sleeping.

When will the heatwave end?

This will be the UK's third heatwave of the summer so far and it could be much more extensive.

The first lifted temperatures at Charlwood, Surrey, to 33.2C (91.8F) on 21 June.

Just over a week later another brought a high of 35.8C (96.4F) at Faversham, Kent, on 1 July - the highest temperature of the year so far.

While those heatwaves were focused on England, especially in the south and east, this time the heat is going to be more widespread - extending into Northern Ireland and the Scottish Highlands.

For some, this heatwave may also be particularly long-lasting.

High temperatures will persist throughout the weekend and into the start of next week.

Beyond that, cooler conditions are likely to develop in the north-west of the UK but there is a lot of uncertainty about how quickly temperatures will drop in the south and east.

Will the rest of the summer be hot?

So far our summer has brought a repeating pattern of warm weather and heatwaves interspersed by brief interludes of cooler - and more unsettled - conditions.

There are some signs from computer weather models that further warm or hot spells are likely during the rest of July, although long-range forecasting is always prone to uncertainty.

Met Office projections at the start of the season suggested an increased chance of a hot summer and heatwaves, something that we know is being made more likely by climate change.

Hamas used sexual violence as part of 'genocidal strategy', Israeli experts say

Hamas used sexual violence as "part of a deliberate genocidal strategy" during the 7 October 2023 attack on Israel, an all-women group of Israeli legal and gender experts allege in a new report calling for justice.

The Dinah Project says the report is based on a review of evidence including first-hand testimony from a survivor of an attempted rape and 15 former hostages held in Gaza, as well as accounts from witnesses to sexual assaults.

It lays out what the group describes as "a legal blueprint for prosecuting these crimes, even when direct attribution to individual perpetrators is impossible".

Hamas has denied its forces committed sexual violence against women or mistreated female hostages.

However, a UN mission concluded in March 2024 that there were "reasonable grounds" to believe that conflict-related sexual violence occurred during the 7 October attack in multiple locations, including rape and gang rape, and that there was "convincing information" that hostages had been subjected to sexual violence, including rape and sexualised torture.

And before they were assassinated by Israel, three top Hamas leaders were also accused by the International Criminal Court's prosecutor of the crimes against humanity of rape and other forms of sexual violence, in addition to murder, extermination and torture.

On 7 October, hundreds of members of Hamas and allied Palestinian armed groups attacked southern Israel, where they killed about 1,200 people and took 251 others hostage.

Israel responded by launching a military campaign in Gaza, during which more than 57,500 people have been killed, according to the territory's Hamas-run health ministry.

Warning: Contains graphic descriptions of rape and sexual violence

The Dinah Project was launched after 7 October to pursue justice for victims of sexual violence. It was founded by legal scholar Ruth Halperin-Kaddar, lawyer and former chief military prosecutor Sharon Zagagi-Pinhas, and former judge and deputy attorney general Nava Ben-Or.

It says that the report, which was published on Tuesday, "establishes that Hamas used sexual violence as a tactical weapon, as part of a genocidal scheme and with the goal of terrorizing and dehumanizing Israeli society".

It also "creates a pathway to justice for victims of the 7 October attack and potentially for victims in other conflict zones", according to the group.

The authors say they reviewed a large volume of sources, ranging from social media posts to recorded testimony, as well as forensic evidence and visual and audio evidence.

The report - which does not identify the victims but cites reports that do name some of them - says a female survivor of the attack on the Nova music festival on 7 October told members of the Dinah Project that she was subjected to an attempted rape and sexual assault.

According to the report, one of the 15 former hostages said she was forced to perform a sexual act, which was preceded by sexual abuse and verbal and physical sexual harassment. She also said she endured forced nudity - an experience which was reported by six other hostages as well.

Almost all of the hostages reported verbal and some physical harassment, including "unwanted physical contact in private parts", the report says, while six said they also faced threats of forced marriage.

Two men among the hostages said they were subjected to forced nudity and physical abuse when naked, with one also recounting the shaving of all his body hair, according to the report.

The Dinah Project says the accounts from people who saw or heard incidents of sexual violence showed that such crimes were "widespread and systematic" on 7 October.

According to the report, five witnesses reported at least four separate cases of gang rape; seven reported at least eight other separate cases of rape or severe sexual assaults, some of them in captivity; five reported at least three separate cases of sexual assaults, some in captivity; and three reported three separate cases of mutilation.

Nine of those cases related to the Nova music festival, two to the Nahal Oz military base, one to the Route 232 road, and four to incidents occurring in captivity in Gaza, the report says.

Twenty-seven first responders meanwhile described dozens of cases which showed "clear signs of sexual violence across six locations", the report says - the Nova festival, Route 232, and the kibbutzim of Be'eri, Alumim, Nahal Oz and Re'im.

The report also says that "most victims were permanently silenced", because they were either killed on 7 October or left too traumatised to talk.

In response, the authors provide what they describe as the "first global legal blueprint explaining how to prosecute sexual violence as a weapon of war - even when evidence is messy, survivors are gone, and individual perpetrators can't be tied to individual acts".

That includes an evidentiary framework to categorise information based on its proximity to incidents and its evidentiary value, and a legal framework for establishing criminal responsibility for atrocities committed during mass attacks, even when an individual did not personally commit each specific act or were not aware of its commission by someone else.

The report concludes by saying that justice is "essential not only for individual victims but for affirming broader principles: that sexual violence in conflict is a serious violation of international law, that perpetrators will be held accountable, and that the international community will not allow such crimes to be committed with impunity".

Agyemang can 'bring something different' to help England

England teenager Michelle Agyemang has only played 14 minutes of senior international football - but has already made an impression.

It took her just 41 seconds to score a stunning volley on her debut in April, before being voted the best performing player by BBC Sport readers after coming on in the 86th minute in England's Euro 2025 defeat by France on Saturday.

"It's easy to look at the time and think there's not enough left. That's the beauty of the game. It only takes 10 seconds to make an impact," said Agyemang.

No England player had more touches in the opposition box (five) than Agyemang in her four-minute cameo on Saturday.

The 19-year-old was Sarina Wiegman's wildcard for Euro 2025 and despite a damaging start in that 2-1 loss to France, Agyemang has provided a spark.

"Going into any game, most players will say they get nervous and I do feel that sometimes," said Agyemang.

"But when there's not much going your way, it can actually be more beneficial. You can just take the game by the scruff of the neck.

"That's how I felt the other day and on another day it could have been three points for us.

"To be here in the first place is more than enough for me. Everyone wants to do the best they can, whether they are starting or not. As long as I'm helping the team, that's my main ambition."

'She's got something about her'

When Wiegman named Agyemang in the squad, she said the Arsenal forward could "bring something different" and she hoped she could show it in Switzerland.

She impressed on loan at Brighton this season and Agyemang has been on Wiegman's radar for a few years, having progressed through England's youth teams.

Agyemang appears calm in front of the cameras and mature beyond her years - but on the pitch she causes chaos.

"I remember the first time she played because she flattened me in training. I was too slow on [the ball]," England captain Leah Williamson said last month.

"I gave her a bit of stick about it, but in my head I thought: 'You need to move the ball quicker, because she's got something about her.'

"My first impression was that she let me know she was there, which I love."

Agyemang wants to be a "unique player" and is striving for consistency, wanting to make an impact "from minute one to the end".

She takes inspiration from club-mate Alessia Russo and Chelsea forward Lauren James, who is "one of the most technically gifted players" she has seen.

But there is one trait Agyemang is already becoming known for - her strength.

"She just runs into people and bodies them because she's so strong," said Chelsea defender Lucy Bronze.

"She's so sweet and unassuming as a person, but then on the pitch she's probably one of my favourites to play against because I can run into her dead hard!

"She likes to give it back. She's been told [by Wiegman] that she needs to go a little bit easier but I said: 'No, just keep it up Micha, I prefer it, it makes it harder for us.'"

'There's fire in the belly'

Stanway wants to 'put things right'

Agyemang's rise has been so rapid she has had to adapt to increased scrutiny and settle in quickly to life as a senior international.

She is embracing media duties, learning how to "engage" but also understanding "what message I'm putting across".

Agyemang concedes the step up from youth football has been a "big shock" but she vows to be ready when called up if England need her again at Euro 2025.

"Most of the pressure comes from myself. I don't try to listen to the noise. I appreciate the support from everyone," she added.

"Just focusing on how I can improve my game and how I can help the team is my most important thing.

"All of us on the bench know that we could be called upon any time and we have gone through scenarios. It could be anyone at any time."

England may need her on Wednesday as they fight to stay in the competition when they face 2017 champions the Netherlands at 17:00 BST, live on BBC One.

The Netherlands have won two of the last three meetings with England - but the Lionesses have never lost back-to-back matches under Wiegman.

There may be "no crisis", according to midfielder Georgia Stanway, but pressure is on after England's disappointing display against France.

"There's fire in the belly. You can see [in training] that everyone's willing to go and get the result that we need in the next game," said Agyemang.

"We still want to win the tournament and that result doesn't necessarily change anything. There's still something that we're going after, which is the trophy."

【甘肃幼儿园违规使用添加剂,幼儿血铅超标】

2025年7月1日,甘肃省天水市麦积区市场监管局和公安分局接群众反映,查获一起幼儿园违规使用添加剂导致部分幼儿血铅异常案件。

据澎湃新闻报道,多名血铅异常幼儿家长表示,事发前一段时间,他们的孩子便出现恶心、腹泻、腿疼、肚子痛等症状。家长们提供的西安市中心医院检测报告显示,孩子的血铅指标超过了正常值,有的孩子血铅值甚至超400ug/L,而儿童血铅正常参考值应该是100ug/L以下。

据澎湃新闻报道,多位家长提供的现场录音、视频证实,当地有关部门曾于7月3日向家长通报,初步判断幼儿园提供的三色枣发糕、玉米肠卷添加剂超标。

7月3日,麦积区官方通报称,目前,对血铅异常幼儿的医治和营养干预、心理疏导等工作正在科学有序进行,已对涉事幼儿园负责人立案侦查。对负有监管责任的相关部门将严肃追责。其他相关调查工作正在有序进行。

7月8日上午,甘肃省天水市联合调查组公布调查结果。经公安机关侦查,褐石培心幼儿园园长、法定代表人朱某琳,投资人李某芳,同意该园后厨人员通过网络平台购买彩绘颜料,稀释后用于部分食品制作。

公安部门将其藏匿的剩余颜料查获。经检验,查获颜料含铅(包装明确标识不可食用)。麦积区联合工作组发现,褐石培心幼儿园两份留样的三色红枣发糕、玉米卷肠包铅含量分别为1052毫克/千克、1340毫克/千克,均超出食品安全国家标准中食品污染物限量0.5毫克/千克的标准。

Israel's defence minister says he has instructed its military to prepare a plan to move all Palestinians in Gaza into a camp in the south of the territory, Israeli media reports say.

Israel Katz told journalists on Monday he wanted to establish a "humanitarian city" on the ruins of the city of Rafah to initially house about 600,000 Palestinians - and eventually the whole 2.1 million population.

He said the goal was to bring people inside after security screening to ensure they were not Hamas operatives, and that they would not be allowed to leave.

If conditions allowed, he added, construction would begin during a 60-day ceasefire that Israel and Hamas are trying to negotiate.

One Israeli human rights lawyer condemned it as nothing less than an "operational plan for a crime against humanity".

"It is all about population transfer to the southern tip of the Gaza Strip in preparation for deportation outside the strip," Michael Sfard told the Guardian newspaper.

The UN has also previously warned that the deportation or forcible transfer of an occupied territory's civilian population is strictly prohibited under international humanitarian law and "tantamount to ethnic cleansing".

There was no immediate comment from the Palestinian Authority or Hamas.

Later on Monday, during a meeting at the White House, Israeli Prime Minister Benjamin Netanyahu spoke about US President Donald Trump's proposal that the US take over post-war Gaza and permanently resettle its population elsewhere.

Netanyahu said: "I think President Trump has a brilliant vision. It's called free choice. If people want to stay, they can stay, but if they want to leave, they should be able to leave...

"We're working with the United States very closely about finding countries that will seek to realise what they always say - that they wanted to give the Palestinians a better future."

Trump said: "We've had great co-operation from... surrounding countries, great cooperation from every single one of them. So, something good will happen."

In March, Arab states backed a $53bn (£39bn) Egyptian alternative to Trump's plan for Gaza's reconstruction that would allow the Palestinians living there to stay in place.

They also stressed their "categorical rejection of any form of displacement of the Palestinian people", describing such an idea as "a gross violation of international law, a crime against humanity and ethnic cleansing".

The Palestinian Authority and Hamas also endorsed the Egyptian plan, but the US and Israel said it failed to address realities in Gaza.

Palestinians fear a repeat of the Nakba - the Arabic word for "catastrophe" - when hundreds of thousands fled or were driven from their homes before and during the war that followed the creation of the State of Israel in 1948.

Many of those refugees ended up in Gaza, where they and their descendants make up three-quarters of the population. Another 900,000 registered refugees live in the occupied West Bank, while 3.4 million others live in Jordan, Syria and Lebanon, according to the UN.

The Israeli military launched a campaign to destroy Hamas in response to an unprecedented cross-border attack on 7 October 2023, in which about 1,200 people were killed and 251 were taken hostage.

More than 57,500 people have been killed in Gaza since then, according to the territory's Hamas-run health ministry.

Most of Gaza's population has also been displaced multiple times. More than 90% of homes are estimated to be damaged or destroyed; the healthcare, water, sanitation and hygiene systems have collapsed; and there are shortages of food, fuel, medicine and shelter.

More than 200 children are being treated in hospital with lead poisoning in north-west China after school chefs used inedible paint to decorate their food.

Eight people have been arrested after tests showed the food samples from a kindergarten in Tianshui City in Gansu province had lead levels that were 2,000 times over the national safety limit.

In total, 233 children from Peixin Kindergarten had high levels of lead in their blood after eating steamed red date cake and sausage corn bun.

The school principal asked the kitchen staff to buy the paint online, according to a police statement.

But after the children fell ill, officers had to search for the supplies which had been hidden.

The paint was clearly marked as inedible, the statement said.

One parent told the BBC that he was worried about the long-term effects of lead poisoning on his son's liver and digestive system.

Mr Liu took his child to hospital in Xi'an for testing last week after other parents raised the alarm. His son now needs 10 days of treatment and medication.

Chinese state media aired footage which it said was from CCTV cameras in the kitchen which showed staff adding paint pigment to the food.

Investigators found that the red date cake and the corn sausage rolls had lead levels of 1052mg/kg and 1340mg/kg respectively which both exceed the national food safety standard limit of 0.5mg/kg.

The principal of the privately-run kindergarten and seven others, including its main investor, will now be investigated on suspicion of producing toxic and harmful food.

It is not known how long the paint has been used in the food, but several parents told Chinese state media that their children have been complaining of stomach and leg pain and a lack of appetite since March.

An investigation was launched after they raised their concerns with the local authorities.

The mayor of Tianshui, Liu Lijiang, said the incident exposed shortcomings and loopholes in public food safety supervision and the city would draw lessons from the event.

Acropolis closes as heatwave grips Greece

The Acropolis is closing temporarily on Tuesday as soaring temperatures continue to grip Greece.

The popular site in the capital city of Athens was shutting from 13:00-17:00 local time (11:00-15:00 BST), the country's culture ministry said.

Highs of 42C (107F) are forecast for parts of the European country on Tuesday and a category four wildfire warning, signalling a very high risk, is in place in several regions.

It comes as wildfires were reported in other parts of the continent, including France and Spain's Catalonia region, weeks after they were hit by a deadly early summer heatwave.

Changes to the Acropolis' opening hours were announced on Monday after extreme heat returned to Greece on Sunday.

Its closure on Tuesday - with highs of 38C expected in the city - is not the first time extreme heat has shut the popular attraction - having done so in June and last July.

Authorities said the closure was for the "the safety of workers and visitors" at the site, which is visited by tens of thousands of people every day, totalling 4.5m in 2024.

The country's labour ministry has also imposed a mandatory five-hour work stoppage for manual, outdoor workers between 12:00-17:00 on Tuesday in the areas set to see the worst heat.

The current heatwave is due to continue into Wednesday, with forecasts of 40-42C for southern parts of the country, before starting to break on Thursday.

Meanwhile, 41 wildfires broke out across Greece on Monday, according to the country's fire service. Of those, 34 were contained early while seven remained active into Monday evening.

A Category 4 wildfire warning was issued late on Monday for five regions: Attica, the Peloponnese, central Greece, Thessaly and western Greece.

The public was urged to remain vigilant and emergency services were on high alert, the country's civil protection said.

Elsewhere, more than 1,000 fire fighters were tackling a wildfire in southwestern France early on Tuesday. Residents near the town of Narbonne evacuated their homes, and a motorway linking France and Spain was shut.

In Catalonia, more than 2,000 people were under lockdown early on Tuesday as a wildfire that broke out on Sunday continued to rage in the eastern province of Tarragona, according to local media.

Much of western and southern Europe was hit by a scorching early summer heatwave, which saw thousands evacuated, and homes and business destroyed.

Heatwaves are becoming more common due to human-caused climate change, according to the UN's Intergovernmental Panel on Climate Change.

It has said hot weather will happen more often - and become even more intense - as the planet continues to warm.

Bee attack leaves three in critical condition and dozens injured in France

Three people in a French town remain in a "critical but stable condition" following an unusual bee attack at the weekend which left 24 passersby injured, the mayor of Aurillac said on Monday.

Twenty-four people were hurt and three were rushed to hospital in critical condition when hundreds of bees suddenly attacked people in the central-southern town on Sunday morning.

According to local media, one of them was a 78-year-old woman who was stung 25 times and had to be resuscitated after a cardiorespiratory arrest.

Police and firefighters fenced off the area and a beekeeper was called in to smoke out the bees - a safe way to calm the insects.

A local man called Andrée said he witnessed "very panicked people" trying to bat off the bees. "I could tell they were being attacked by something but I couldn't figure out what," he told French media.

The mayor of Aurillac, Pierre Mathonier, was reported as saying that Asian hornets threatening a beehive may have been the catalyst for the attack.

But Christian Carrier, the president of the regional beekeepers' union, was sceptical.

He told France Info that bees generally avoid leaving their colonies altogether in the presence of Asian hornets.

Instead, he said that the unusual incident may have been due to the bee colony becoming too large for its beehive and becoming "overactive" when the beekeeper handled it.

"It may be that [the bees] didn't have enough space and that their colony had no intention of swarming. This can trigger strong aggression," Mr Carrier said.

(德国之声中文网)正在蒙古国访问的日本天皇德仁周二与蒙古总统乌赫那·呼日勒苏赫举行会见。美联社指出,此次访问标志着在一个由俄罗斯和中国主导的地区,日本与蒙古这两个民主国家之间关系朝着更紧密的方向发展。

日本天皇德仁夫妇上周日(6日)对蒙古国展开正式访问,这是历代天皇首次访问该国。此行为八天七晚。

日本一直将加强与这个人口约为350万、面积辽阔的内陆国的贸易关系视为优先事项。蒙古拥有丰富的煤炭、铜以及其他矿产资源,但这些资源主要出口到中国

1939年,诺门罕战役(或称哈拉哈河战役)在当时的满洲与蒙古的边界诺门罕爆发,日、苏双方的军队分别代表满洲国及蒙古人民共和国交战,但苏、日双方并没有向对方正式宣战。战事以日本关东军战败结束。

近年来,日本德仁天皇访问了二战中战斗最为惨烈和轰炸造成巨大伤亡的一些地区,包括硫磺岛、冲绳和广岛。

德仁天皇表示,这些访问是他为战争所带来的悲剧而进行的悼念与赎罪努力的一部分——这场战争是以他祖父裕仁天皇的名义发动的。

乌克兰缺钱190亿美元 欧盟很着急

美国正在减少对乌克兰的援助力度,欧盟正在逐渐取代美国成为乌克兰主要援助者

(德国之声中文网)据英国《金融时报》援引多名知情人士消息,欧盟委员会正在与成员国讨论多种金援乌克兰方案,其中包括将军事援助以预算外拨款的形式提供给乌克兰、从现有的500亿美元G7集团对基辅的资助计划中预支贷款、进一步利用被冻结在欧盟的俄罗斯国有资产。

一名参与和基辅对话的欧盟高官透露称,原本指望今年就能达成俄乌停火从而缓解基辅的财政压力,但现在各利益攸关方不得不重新计算财政需求,“并意识到无论他们如何努力,都存在一个(资金)缺口。”

根据国际货币基金组织的估计,乌克兰明年的融资需求已得到满足,但前提是俄乌战争在今年或2026年中期结束。乌克兰以及欧盟显然不认同这种假设。国际货币基金组织总裁格奥尔基耶娃(Kristalina Georgieva)6月表示,该组织“将评估这一资金缺口是否会扩大,并要求进一步为外部援助提供资金”。

三大设想 勉力援乌

基辅方面现在向G7集团提出一项建议:将对乌克兰的军事援助以双边拨款的形式发放,作为“预算外对外转移支付”单列,同时计入国防开支目标。欧盟委员会也在考虑这项建议。该方案的好处在于:既能实现北约的将国防开支提升至GDP 5%之目标,又能为乌克兰提供支持。《金融时报》援引一名欧盟高阶外交官称,“显然,成员国对乌克兰的军事援助不仅是用于乌克兰国防的资金,也是用于欧洲防务的资金,其中一部分当然可以计入国防开支。”

还有一个选项则是从G7集团的既有500亿美元援乌计划中预支贷款(Anticipated Disbursements)。该援助计划旨在动用被冻结在西方国家的俄罗斯国有资产所产生的利息向基辅发放贷款。但是,如果无法通过停火来提振乌克兰经济,即便部分承诺资金能够从欧盟、美国、日本等伙伴处提前到位,基辅仍有可能在2026年面临至少80亿美元的财政缺口。假如资金不能提前拨付,这一缺口甚至高达190亿美元。

在这一背景下,欧盟现在还在研究进一步利用被冻结俄罗斯资产的可能性,即把这些资产进行相对更高风险的投资,从而获取更多收益。为了应对投资风险,还需要制定一种分担潜在更大财务损失责任的方案,避免让持有大部分俄罗斯冻结资产的比利时独自承担风险。

本周晚些时候,“2025乌克兰重建峰会”将在意大利首都罗马举行,预计乌克兰总统泽连斯基以及欧盟委员会主席冯德莱恩、德国总理梅尔茨(又译默茨)、波兰总理图斯克(Donald Tusk)等政要出席。美国方面则派总统特使凯洛格(Keith Kellogg)参会。此次会议的重点就是乌克兰重建的资金问题。

拖欠工资,不给空调,把人困在热屋里不让走,最后活活热死,确实不是刑事案件,这是“现代奴工制度”的现实案例。

青岛这几天热得不是人待的地方,室外四十多度,体感五十度往上,连躲在空调屋里的人都叫苦连天。

可就是在这样的天气里,青岛大学的一位宿管大爷,倒在了值班室,再也没起来。

学校凌晨发了个说明,说7月6日早上七点半左右,在浮山校区的滢园宿舍,一名物业工作人员被发现身体情况异常。

120来了,人已经没了。

警方也到场调查了,说“初步排除刑事案件可能”,然后剩下的,全是“进一步调查中”。

这份说明字斟句酌,像是生怕哪句话说得太多,担不起责,但也一样不肯多说一个字安慰死者。

可你去问问青大的学生,他们知道得比那份说明多多了。

宿管大爷住在宿舍门口的铁皮小屋,那屋子叫“值班室”,其实就是个烤箱,白天太阳一晒,屋里能闷到43℃以上。

唯一的降温工具就是一个破风扇,吹出来的是热风。

看到好多学生在小红书上发声,大爷每天早上都坐在门口乘凉,眼看着快七十的人还要穿着制服守门,大家心里都不舒服。

有人还说,大爷从来没喊过苦,遇见学生总是笑,说“你们好好学习就行”。

可这么好说话的一个人,被学校拖了工资八个月,平常吃不起食堂饭,就天天煮挂面吃。

学生听了难受,偷偷给他买过饭,大爷也从不多要。

他自己舍不得吃好的,却还掏钱给值班室那几只流浪猫买了风扇,说是“猫也怕热”。

讽刺吧?

一个人自己在43℃的房间里熬着,还想着给猫降温。

更讽刺的是,就在同一天,滢园宿舍里还有一名学生因为中暑被抬进了救护车。

学生中暑还能送医,大爷在值班室里活活热死,却连句实话都没人敢说。

学校的那份“情况说明”通篇都在打太极,没有一句提到“高温”“空调”“值班室环境”,好像怕说出实情会让锅直接落在自己头上。

可真相是捂不住的。

青大几十栋宿舍楼几乎没有空调,全靠风扇撑着,八人间温度逼近40℃,有的学生半夜热得睡不着跑到图书馆找清凉。

而值班的大爷,不是在自家院子里纳凉,是被“制度”关在那个6平米的小屋里轮班,一坐十几个小时。

更有意思的是,青大官方说,这大爷不是学校的职工,是“物业”的人。

然后山东明德物业马上甩锅,说死者不是他们公司员工,滢园区域不是他们负责的。

这就厉害了,一个死了的人,在活着的时候没人管,死了以后也没人认。

你说这事搁在咱们普通人身上,听着是不是寒心?

学校解释说往年青岛这个时候不太热,所以一直没装空调。

这种话你听着像不像单位领导说:“我们一直这么干,也没出过事”?

可2025年了,天气反常不是一天两天了,全国气温都在往上窜,青岛热得跟大火炉一样,学生都快蒸熟了,你还在用“往年没那么热”来当挡箭牌?

你说学校没钱吧,可前脚刚砸几百万办了个盛大的毕业典礼,舞台灯光音响一个不落,后脚却拿不出几万块给宿舍装空调,给值班室装个空调。

一个给学生守门的大爷,工资被拖几个月,吃饭都靠清水挂面凑合,这能说是没钱的问题?

这只能说是没人管底层人的死活。

最令人作呕的,是处理态度。

大爷刚死,校方忙着发声明、控评论、删帖子,一句“深感痛心”就算完事。

后勤管理处有人接受采访,说“空调已经招完标了,暑假就装”。

那您这话要是早几天说出来,大爷是不是就能多活几天?

再说了,招标、施工、验收,哪一项不是流程冗长,指不定开学了还没装完。

这种时候喊“我们重视”,不过是死人的冷饭拿来炒热。

最魔幻的一点是,学校的领导办公室早就装了空调,还可以调温控湿。

你看看他们这待遇,再看看一线工作人员住的“锅炉房”,你就明白了,在这个学校,人不是按岗位分待遇,是按关系、按编制、按“你对我们有没有用”来分生死。

大爷的死,是制度杀人。

不是他撑不住,而是制度压死人。

他不是不愿意请假,不愿意逃避,而是他根本没有选择的余地。

他走的那天,没人为他停课,没人为他下半旗,有的只是官方公众号冷冰冰的一句话,“排除刑案”。

我只想问一句,这叫不是刑案?

拖欠工资,不给空调,把人困在热屋里不让走,最后活活热死,这不是刑事,这是“现代奴工制度”的现实案例。

这场悲剧,不是天灾,是人祸,是几十年一套懒政惯性酿出的苦果。

学生很快要开学了,学校说暑假会装空调,到时候媒体就会问一句“装了吗”,校方会点点头:“装了”。

可大爷回不来了。

他在最热的一天,最安静地死去,没有哀号,没有救命声。

他只留下那个热得让人窒息的值班室、几只没人照看的流浪猫,还有学生口中的“那个每天都坐在门口乘凉的老人”。

撰写本文的初衷,更多是在惋惜一个劳动者、一个普通人、一个好人逝去的生命。

这其中必然包含着对相关责任方的追问。

文章起点是宿管大爷的去世,我觉得这不是孤立事件。

学校能花巨资办典礼(彰显“人文”),却无力为值班室提供基本降温设施。

就算说宿管、保洁是由第三方物业雇佣的,学校也很难以“外包”推卸责任。

为什么总说不要沉迷于宏大叙事?

如果因宏大叙事忽视个体苦难,这是一种道德败坏。

布迪厄说“空间是阶层暴力的载体。”

同一校园内的温度差即是阶层差啊,朋友。

这种话题继续下去就不礼貌了,点到为止。

我仍然想给出我觉得浅显的道理。

1)真正的关怀文化,不见于庆典或表彰,而在日常管理与资源配置的细节中。尤其是在极端天气与基本生存问题上,不该存在推诿与质疑。

2)越是高调宣扬某种价值(如关怀、担当、温度),越有责任在日常活动中以最高标准践行这种价值,尤其要惠及那些最易被忽视的成员。

3)真正的诗与远方,必须建立在保障每一个同行者基本尊严的坚实基础上。

天水某幼儿园69名儿童铅中毒的新闻,官媒都在报道当地医院血铅检测结果和西安医院相差几十倍。

在天水当地查,一个个都是“健康”的宝宝,到西安大医院一查就显示血铅中毒,中度铅中毒的孩子60个,重度中毒的也有1个。

怎么会这样呢?

官媒写到这里就点到为止了,他们不方便轻易定性可以理解。我是科普博主,我来直说吧:

之所以检测结果不一样,是因为天水当地有人想把多名儿童铅中毒的事情压下来,指使医院出具了假的检测结果。

我之所以这么笃定地说,不是瞎猜,也不是凭经验判断,而是基于科学原理与逻辑做出相应判断。

第一,血铅浓度不会短时间剧烈波动

大家都有体检之前要空腹的经验,因为血液检查的很多指标是会快速波动的,吃饭最显著的影响就是血糖,糖尿病人饭前饭后的血糖值可能相差好几倍。还有像血压、心率的结果会在早中晚不同时段有显著差异。

但是血铅浓度不会这么波动的!

铅作为一种有毒重金属成分,是人体完全不需要的物质。相应地,铅进入人体之后也很难通过正常代谢途径排出去,一旦累积到中毒的浓度,会在很长时间里持续伤害健康。也就是说,血铅不会很快下降。

同时,除了大剂量投毒之外,正常从环境、饮水、食物中摄入铅的速度也不可能很快引起血铅浓度飙升。也就是说,血铅浓度不会很快上升。

所以,在一天之中的早上、中午、晚上抽血测血铅浓度,甚至昨天、今天、明天测血铅浓度,理论上是几乎没有差别的。

第二,检测血铅的方法不会有很大误差

当前我国医疗机构检测人体血铅浓度依据的是国家卫健委发布的GBZ/T 316.2—2018标准,是用电感耦合等离子体质谱法来测定的,无论天水的医院还是西安的、北京的医院,都是用这个方法和这个标准。

单纯说质谱检测精度很高大家可能没概念,我们看上述标准中介绍误差的数据:

用这个方法检测的血铅浓度相对标准的偏差平均为0.6%—2.43%。

即便天水医院检测的结果是偏低到-2.43%,即便西安的医院检测结果是偏高到2.43%,两者结果相差也不会超过5%。

不可能出现天水测出来个位数结果,西安测出来232µg/L的天差地别。

这不可能是检测的误差,绝对不可能。

排除了自然波动,排除了检测误差,那么相差几十倍的检测结果,就只剩下了一种可能性:

检测结果受到了人为干预。

具体是谁干预的,咱没有证据不能乱说,但这(些)人(或畜生)肯定是天水的不会错。只有他们有维稳的动机,只有他们有最重大的利益关联。

作为中国人,维稳的思维都很熟悉了,甚至连很多被维稳的对象都在潜意识里接受了这一套理论。

但凡事总有个边界,得有个度,别的事你维稳也就算了,几十个幼儿园孩子铅中毒这种事你也下得去手维稳,真的超出我对人性之恶的想象。

退一万步说,你们维稳家长,让他们别把事情捅出去,悄悄给孩子把病治了,把毒解了,赔点钱结案,我都还能理解。

这里有个底线,维稳归维稳,底线是你得让家长把孩子的中毒情况搞清楚,是不是铅中毒了,中毒有多深,该怎么治疗补救,这开不得一点玩笑,容不得一点马虎。

现在倒好,从源头把检测数据给改了,让孩子的血铅检查结果一律合格,这样就可以当作什么都没有发生吗?!

那是69个(不排除还会有更多)幼儿园的天使宝宝啊!你们怎么狠得下心让这些天使宝宝持续被铅中毒伤害?

但凡还有一丝丝人性的残存,都干不出来这种事。

现实是,一丝丝都没有残存。

2025年7月3日,刘奇方带着小女儿去西安西京医院检查血铅含量,一天后得到的结果显示,她的血铅含量是232µg/L。而据相关标准,儿童血铅含量的正常参考值是100µg/L以下。

他的小女儿3岁,就读于甘肃省天水市褐石培心幼儿园,才刚刚上学3个月。7月3日,刘奇方在手机上刷到新闻,才知道褐石培心幼儿园“出事了”——幼儿园的不少儿童被检查出血铅含量异常。

7月3日,甘肃天水市麦积区卫生健康局发布《情况通报》称,7月1日,麦积区市场监管局和公安分局接群众反映,查获一起某幼儿园违规使用添加剂导致部分幼儿血铅异常案件。

通过多位家长提供的现场录音、视频证实,当地有关部门曾于7月3日向家长通报,初步判断幼儿园提供的三色枣发糕、玉米肠卷添加剂超标。

几天过去,仍然有家长在家长群里咨询合适的医院。事实上,该幼儿园在7月2日已经做过一次集体体检,其结果也已经由当地政府各部门通知家长。但家长们发现,在西安的医院检验得到的结果,与天水市当地的检验结果不符。

“铅中毒”是一个让家长们恐惧的名词,而两次检验结果不一致则延续和加深着这一恐惧。而如今,家长们还没有得到一个解释。

异常的数字

血铅检测结果出来后,刘奇方又回想起女儿前段时间的“异常”。一个多星期以来,女儿先是呕吐、发烧,半夜做噩梦惊醒,后来刘奇方还发现,比起以前,孩子的注意力不是很集中,比较“狂躁”。刘奇方原本没有当回事,直到看到幼儿园出事的新闻。

“我感觉天都塌了,我的孩子才三岁,作为一个孩子的父亲,我该怎么办?”刘奇方说。

不少家长在更早的时候就发现了异常。家长王兴告诉南风窗,他了解到,7月1日前后,因为孩子出现呕吐症状,一些学生家长带孩子到天水市本地的医院检查,那时候检查得到的结果是超过了200µg/L,这也超出标准值。

王兴了解到,7月2日至7月3日,陆续有家长带孩子到西安各医院做检查。7月4日晚,王兴接受南风窗采访时也在西安中心医院。他估计,来西安做检查的大概有两百多个孩子(人次),还有一些家长在陆续前往医院。

7月4日晚,王兴看到,西安中心医院里“床位都住满了”。他的孩子血铅含量达到了361µg/L,也需要住院,但没有床位,所以只好在走廊上加了床。

王兴发来的现场视频和照片里,家长带着孩子站满了走廊,等待检查。晚上,孩子们的血检报告陆续出来了,“大人哭,小孩哭,那场景根本没法看”。一些孩子手上插着输液针,已经在病床上接受治疗。

王兴从医生那里得知,孩子大概需要在医院里住院10天,进行各种治疗,“输液、各种检测铅含量的,和排铅情况的(治疗方式)”。

家长们提到,出事的褐石培心幼儿园是一家私立幼儿园,收费并不便宜。王兴的孩子6岁,已经在该幼儿园读了一年多。他告诉南风窗,选择这个幼儿园一方面是因为离家近,另一方面也是因为“觉得私立的更好”。他介绍,该幼儿园一年学费7000元,一个月伙食费400元,一年下来要花费接近1万2千多元。

按甘肃省2024年城镇非私营单位就业人员年平均工资来算,孩子在该幼儿园上学,需花去一名职工年平均工资的十分之一。

据媒体报道,该幼儿园一天有五次餐食,包括早、中、晚三顿饭,和中间的两顿加餐。食品是家长们关心的重点,刘奇方说:“我天天关心着幼儿园吃什么、喝什么,他们老师也每天在群里发孩子吃了什么东西。”

然而这种关心却落空了。儿童家长在接受媒体采访时说,当地有关部门曾于7月3日向家长通报,初步判断幼儿园提供的三色枣发糕、玉米肠卷添加剂超标。

如今,家长们能关心的只有孩子的治疗。刘奇方看着家长群里刷屏的消息,再一次深刻感受到“血铅异常”的影响。他了解到,这可能会影响孩子的智力、记忆力、成长发育,排铅也可能很难,但“首要是把孩子治好,孩子才是第一位”。

数字背后

家长们为孩子的血铅数值而焦虑。7月4日至7日,上百名家长在家长群分享、比对孩子检测得出的血铅含量,而大部分孩子的检测结果都高于100µg/L这一“标准值”。

100µg/L的标准到底意味着什么?7月5日,就职于某省级研究院、长期从事中毒救治与中毒控制工作的一名不具名专家告诉南风窗,事实上,目前大众对“血铅异常”以及“铅中毒”存在一定程度的误解。

现行规定划定了100µg/L的标准,目的是为了预防儿童铅中毒。这名专家解释,当儿童的血铅含量超过100µg/L,需要进行环境治理、排查铅源,而并不意味着儿童已经“铅中毒”。

“铅中毒”还存在更为细分的标准。2006年2月,卫⽣部关于印发《⼉童⾼铅⾎症和铅中毒预防指南》及《⼉童⾼铅⾎症和铅中毒分级和处理原则(试⾏)》的通知中,针对儿童血铅含量的不同,进行了更为详细的分级。其中,连续两次静脉血铅水平为100\~199µg/L属于高铅血症,等于或高于200µg/L,才属于“铅中毒”。而铅中毒也依据血铅水平的不同,分为轻、中、重度。

依据这一标准,该幼儿园儿童的血铅水平及其严重程度存在差异。家长王兴告诉南风窗,家长们在群里自发统计了孩子的血铅检测结果,南风窗记者根据王兴提供的表格统计,截至发稿,一共69名儿童的血铅含量超过100µg/L,其中轻度5名,中度60名,重度1名,另有3名儿童血铅含量在100到200µg/L,属于高铅血症。

为血铅含量的数值焦虑的同时,家长也在忧心后续治疗。

并非所有孩子都需要接受“驱铅治疗”。前述处理原则中提到,只有血铅水平在250µg/L及以上的中度、重度铅中毒,才可能需要进行驱铅治疗。

上述专家也补充说明,儿童血铅水平未达到450µg/L、处于中度铅中毒的情况下,不一定必须进行驱铅治疗,而是需要先进行试驱铅试验。若试验结果为阳性,考虑进行驱铅治疗,若试验结果为阴性,则可以通过补充锌、钙等营养元素来治疗。

“驱铅治疗也是双刃剑。”这名专家提到,“驱铅治疗的药物可以把铅带出来,也可以把体内其他的一些微量元素带出来,长时间驱铅治疗,患者可能会产生乏力症状,所以医生还是要平衡治疗方案。”

正因此,要应对铅污染问题,预防被放在了首位。美国疾病控制与预防中心(CDC)采用3.5µg/dL(即35µg/L)的血铅参考值,用以更早地预防儿童铅中毒。

然而预防并不容易。家长王兴告诉南风窗,此前孩子跑步的时候“老是吐”,他觉得可能是其他身体问题,在这次事件之前,他甚至没太注意到孩子有哪里不同,“根本没想到会是铅中毒”。

血铅升高带来的症状往往并不典型。专家介绍,铅中毒最常见的症状是腹痛。此外,还可能出现腹隐痛、便秘、贫血、多动、易冲动等等。由于儿童的神经系统未发育完善,慢性铅中毒的情况下,儿童可能会出现多动症症状及智力发育等问题。

血铅升高会在一定程度上影响儿童的神经系统、智力水平。但上述专家告诉南风窗,在低水平血铅的情况下,这种影响并不显著。同时,这也与铅的摄入时长有关,“如果是天天在吃,它可能会在组织里有蓄积,也可能会转移到骨骼里,蓄积的时间越长,驱铅的疗程也会相应变长”。

不论成人还是儿童,都有可能因为早期症状不典型而被误诊,因此血铅检验是监测和预防铅中毒的重要手段。

但不同医院,血铅检验的准确度存在差异。上述专家强调,血铅的检测属于理化实验,不同于一般的临床检验,对实验室管理、血液采样方法、试管无铅化、检验过程、标准品、质控品、质控图、仪器设备质检、实验室人员素质等都有比较高的要求,而只有符合质控的要求,相关单位才能得出合格的血铅值。

悬殊的结果

据企查查数据显示,涉事的幼儿园为甘肃省天水市麦积区褐石培心幼儿园。登记信息显示,该幼儿园成立于2022年,法定代表人为朱敬琳,开办资金为50万元。

据界面新闻报道,这家幼儿园的实际控制人为李慧芳,朱敬琳是其亲属。李慧芳目前在天水市拥有4家幼儿园,其他3家幼儿园分别为天水市麦积区蒙迪爱幼儿园有限公司、天水市麦积区渭北幼儿园、天水市麦积区慈爱幼儿园。

在褐石培心幼儿园的家长们交流群里,还有来自蒙迪爱幼儿园、渭北幼儿园的家长在等待检测结果。

根据家长群里统计的信息,家长们所选择的,几乎都是甘肃省外的医院,例如西安中心医院、西京医院、西安儿童医院。

事实上,在家长们自发大批前往西安前,幼儿园已经对校内儿童开展过一次集体检查。

但不少家长反映,幼儿园开展的集体检查,与自己在省外医院的检验结果之间存在较大的差异。7月3日,刘奇方在前往西安的高铁上接到了检查结果的通知。他回忆,电话很短,对方确认了刘奇方的身份,然后告知了一个数字“5.416”,让他记住这个数字,随后就挂断了。

听到这个数值,刘奇方心里有些窃喜,因为数值明显处于标准范围内。但想着“去大医院检测更放心”,刘奇方仍然在西安西京医院给女儿做了检查。

让他没想到的是,女儿检测出来的血铅含量为232µg/L,和那个电话里的数值相差数十倍。

刘奇方并不是唯一一个得到悬殊结果的家长。7月3日,王兴也接到电话通知,称孩子的血铅含量只有“16”,属于正常范围。王兴也了解到,不少家长收到的通知结果和他差不多,都是“个位数”“十位数”。

“我们早上要去医院的时候,都还抱着‘我们孩子可能没超标’的想法,可能结果出来之后就能回天水。”王兴说,结果,7月4日下午,他得到了孩子在西安中心医院的检查结果,血铅含量为361µg/L。

根据王兴提供的统计表格,家长群内的家长自发填写了两次血铅检测的数据,截至发稿,已经有143名儿童在省外医院重新进行了血铅检验,已经收到检验结果的儿童有69名,全部与集体检验的结果不一致。

悬殊的结果,使家长们对本地的疑虑加深。7月5日,天水市第二人民医院发布通知称,为进一步方便市民咨询儿童血铅异常预防及治疗的有关专业知识,天水市第二人民医院设置血铅异常咨询门诊、儿科咨询门诊、心理咨询门诊,由国家、省、市级专家坐诊咨询。

而南风窗记者观察到,家长群里,不少家长称不愿意带孩子回天水市,更愿意在省外医院检查、治疗。

而截至发稿,家长们仍然没有收到第一次集体检查的检测结果报告单。
