The arrests were part of an investigation that is also examining the conduct of a city councilwoman, her sister and the Brooklyn Democratic leader’s husband.
Councilwoman Farah Louis is part of the focus of a federal inquiry but is not expected to be arrested on Tuesday, people familiar with the investigation said.
