据香港《经济日报》报道,国泰航空星期二(9月23日)公布集团8月客货运量数据。
8月份,国泰集团日均载客量破11万人次,其中,国泰航空月客运量增加30%至268.2万人次,香港快运月客运量增加36%至80.2万人次。
日本地震传闻曾明显拖累香港快运的载客率,随着预言落空,香港快运8月平均载客率回升至85.4%,优于6月和7月的70.5%和75.7%,按年仍跌5.2个百分点。

据网媒“香港01”报道,日本旅游观光局数据显示,今年首八个月录得2838万人次旅客访日,按年上升18.2%。其中只有香港游客人数下跌,比去年同期跌7.1%。
据法新社此前报道,社交媒体上的一些虚假贴文引用了2021年再版的一部日本漫画,称漫画作者曾在梦中预见日本2025年7月将发生严重自然灾害。这则谣言引起香港市民恐慌,导致今年赴日旅游需求下降。
中国网信办星期二(9月23日)表示,已就内容违规问题约谈字节跳动的新闻平台今日头条,以及阿里巴巴旗下的互联网浏览器运营商UC平台。
网信办在两份声明中指出,两家平台因“扰乱网络生态秩序”的内容被处罚。
声明分别指出,今日头条平台未落实信息内容管理主体责任,不仅在热搜榜单主榜呈现不良信息内容,还在落地页面置顶呈现相关话题,破坏网络生态;UC平台未落实信息内容管理主体责任,在热搜榜单主榜扎堆呈现极端敏感恶性案事件词条等非权威部门、权威媒体发布的信息,涉及网络暴力、未成年人隐私等相关话题,破坏网络生态秩序。
中国网信办星期一(9月22日)宣布,开展为期两个月的“清朗·整治恶意挑动负面情绪问题”全国专项行动。行动聚焦社交、短视频、直播等平台,全面排查话题、榜单、推荐、弹幕、评论等重点环节,着力整治挑动群体极端对立情绪、宣扬恐慌焦虑情绪、挑起网络暴力戾气,以及过度渲染消极悲观情绪等问题。
网信办在本月早些时候,也约谈了社交平台小红书和约谈新浪微博主要负责人。
中国国务院与中共中央军委公布《军用土地管理条例》,当中提到军队建设使用土地,应当优先使用存量军用土地,以及规定禁止侵占、污染、破坏军用土地。
据央视新闻客户端消息,国务院、中央军委公布《军用土地管理条例》(简称《条例》),自今年11月1日起施行。《条例》共30条,包括明确军用土地是指依法由军队单位使用管理的土地,但不包括军队单位租用、借用的土地。
《条例》提到确立军用土地集中统管制度,称军用土地的使用权属于中央军委,由中央军委后勤保障部代表中央军委行使。中央军委后勤保障部应当加强对军用土地使用的统筹规划,引导军用土地资源优化配置。
同时,强化军队建设用地保障。军队建设使用土地,应当优先使用存量军用土地;确需新增建设用地的,应当符合国土空间规划、土地利用年度计划和用途管制等要求,尽可能使用未利用地,并依法办理建设项目用地相关手续。
《条例》还说,加强军用土地保护。在军用土地的上方或者下方建设相关公共基础设施的,应当按照中央军委的规定报经批准。县级以上人民政府因基础设施建设、开展公益事业等原因需要借用军用土地的,应当与军队单位签订协议,按照协议约定的用途和期限使用土地。禁止侵占、污染、破坏军用土地。
《条例》也提到,规范处置军用土地的使用权。军队单位可以采取军队与地方土地使用权置换整合或者向地方转移军用土地的使用权等方式,处置军用土地的使用权。《条例》进一步说明,处置军用土地的使用权应当按照中央军委的规定报经批准,优先采取土地使用权置换整合方式。

货拉拉官网信息显示,货拉拉是一家拉货搬家跑腿发长途信息服务平台,创立于2013年,是从事同城/跨城货运、企业版物流服务、搬家、零担、跑腿、冷运、汽车租售及车后市场服务的互联网物流商城。
截至2025年4月,货拉拉业务范围覆盖全球14个市场,其中中国大陆共覆盖363座城市,月活司机达120万,月活用户1400万。

中央网信办当天另透露称,“近日,针对UC平台未落实信息内容管理主体责任,在热搜榜单主榜扎堆呈现极端敏感恶性案事件词条等非权威部门、权威媒体发布的信息,涉及网络暴力、未成年人隐私等相关话题,破坏网络生态秩序的问题,国家网信办指导广东省网信办,依据《网络信息内容生态治理规定》等有关规定,对UC平台采取约谈、责令限期改正、警告、从严处理责任人等处置处罚措施”。
中央网信办的新闻稿强调,“网络空间天朗气清、生态良好,符合人民利益。网信部门将持续聚焦破坏网络生态违法违规突出问题,发挥网络执法‘利剑’作用,督促网站平台履行主体责任和社会责任,切实维护清朗网络空间”。
此前,据“网信中国”微信公众号周一消息,“为整治恶意挑动对立、宣扬暴力戾气等负面情绪问题,营造更加文明理性的网络环境,近日中央网信办印发通知,在全国范围内部署开展为期2个月的‘清朗·整治恶意挑动负面情绪问题’专项行动”。
中央网信办有关负责人表示,“本次专项行动聚焦社交、短视频、直播等平台,全面排查话题、榜单、推荐、弹幕、评论等重点环节,着力整治以下问题:‘挑动群体极端对立情绪’;‘宣扬恐慌焦虑情绪’;‘挑起网络暴力戾气’;‘过度渲染消极悲观情绪’。”
官方通报指,所谓“挑动群体极端对立情绪”包括:借社会热点事件强行关联身份、地域、性别等信息标签化、污名化炒作,挑动群体间矛盾。借影视作品、脱口秀、体育赛事等话题,鼓动“饭圈”粉丝群体恶意拉踩、攻击、谩骂或者组织批量举报投诉等行为。部分二次元群体、“喷系少年”组织煽动对立甚至“开盒”,或者教授买卖“开盒”技巧等。
所谓“宣扬恐慌焦虑情绪”包括:恶意虚构散布灾情、险情、警情等可能影响公共安全的突发事件,伪造发布政府部门公告。以“内幕消息”等方式,拼凑剪辑或者利用矩阵账号炮制传播经济金融、社会民生、公共政策等谣言信息。虚构歪曲事件原因、细节、进展等,发布“阴谋论”等耸人听闻的信息。编造“大师”“专家”等虚假身份、人设,围绕就业、婚恋、教育等领域“贩卖”焦虑带货卖课。
所谓“挑起网络暴力戾气”包括:策划、演绎打架斗殴、恶意刁难等剧本,宣扬“以暴制暴”。传播未经处理直接展示的血腥恐怖现场画面,或发布含有虐待动物、自残自伤等极端行为的刺激图片视频。利用AI合成、视频剪辑、图片拼凑等手段,渲染美化暴力行为,制造猎奇惊悚氛围。直播中以自残自虐、“打人挑战”、持械恐吓等噱头吸粉引流,组织线上约架,并实时直播双方线下侮辱谩骂、打架斗殴等场景。
所谓“过度渲染消极悲观情绪”包括:集中发布、片面鼓吹“努力无用论”“读书无用论”等绝对化、消极化论调。恶意解读社会现象,片面放大负面个案,借机宣扬厌世等负面人生观。通过炮制所谓热搜词、热门梗、表情包、语录段子等,过度自我矮化或者渲染颓丧消极负面情绪,引起跟风效仿。
企业方面,快手科技20日发文回应称:“网信部门就快手平台热搜榜单重点环节存在的问题进行约谈并予以处罚。我们对此高度重视、诚恳接受,全面落实整改要求。将严格遵循网信部门要求,以此次整改治理公告契机,举一反三,进一步完善热搜榜单管理机制,夯实平台信息内容管理主体责任”。
该公司并称,“针对网信部门指出的具体问题,已第一时间组建整改专项团队,围绕热搜榜单推进生态治理,不断提升榜单内容的规范性和多样性。未来,公司将继续主动接受用户和社会的监督,与各方共同营造清朗网络空间”。
Trump officials are expected to link the use of pain reliever Tylenol in pregnant women to autism, according to US media reports.
At an Oval Office event on Monday, the US president will reportedly advise pregnant women in the US to only take Tylenol, known as paracetamol elsewhere, to relieve high fevers.
At the Charlie Kirk memorial service on Sunday, Trump said he had an "amazing" announcement coming on autism, saying it was "out of control" but they might now have a reason why.
Some studies have shown a link between pregnant women taking Tylenol and autism, but these findings are inconsistent and do not prove the drug causes autism.
Tylenol is a popular brand of pain relief medication sold in the United States, Canada and some other countries. Its active ingredient is acetaminophen, which is called paracetamol outside North America.
Tylenol maker Kenvue has defended the use of the drug in pregnant women.
In a statement to the BBC, it said: "We believe independent, sound science clearly shows that taking acetaminophen does not cause autism. We strongly disagree with any suggestion otherwise and are deeply concerned with the health risk this poses for expecting mothers."
Acetaminophen is the safest pain reliever option for pregnant women, it added, and without it, women face a dangerous choice between suffering through conditions like fever or use riskier alternatives.
The BBC has contacted the Department of Health and Human Services (HHS) for comment.
In April, the leader of HHS, Robert F Kennedy Jr, pledged "a massive testing and research effort" to determine the cause of autism in five months.
But experts have cautioned that finding the causes of autism - a complex syndrome that has been researched for decades - would not be simple.
The widely held view of researchers is that there is no single cause of autism, which is thought to be the result of a complex mix of genetic and environmental factors.
The American College of Obstetrics and Gynecology said doctors across the country have consistently identified Tylenol as one of the only safe pain relievers for pregnant women.
"[S]tudies that have been conducted in the past, show no clear evidence that proves a direct relationship between the prudent use of acetaminophen during any trimester and fetal developmental issues," the group has said.
The drug is recommended by other major medical groups as well as other governments around the world.
In August, a review of research led by the dean of Harvard University's Chan School of Public Health found that children may be more likely to develop autism and other neurodevelopmental disorders when exposed to Tylenol during pregnancy.
The researchers argued some steps should be taken to limit use of the drug, but said the pain reliever was still important for treating maternal fever and pain, which can also have negative effects for children.
But another study, published in 2024, found no relationship between exposure to Tylenol and autism.
"There is no robust evidence or convincing studies to suggest there is any causal relationship," said Monique Botha, a professor in social and developmental psychology at Durham University.
Dr Botha added that pain relief for pregnant women was "woefully lacking", with Tylenol being one of the only safe options for the population.
Autism diagnoses have increased sharply since 2000, and by 2020 the rate among 8-year-olds reached 2.77%, according to the US Centers for Disease Control and Prevention (CDC).
Scientists attribute at least part of the rise to increased awareness of autism and an expanding definition of the disorder. Researchers have also been investigating environmental factors.
In the past, Kennedy has offered debunked theories about the rising rates of autism, blaming vaccines despite a lack of evidence.
Burkina Faso, Mali and Niger have announced they will immediately withdraw from the International Criminal Court (ICC), labelling it an "instrument of neo-colonialist repression".
The three military-led countries issued a joint statement, saying they would not recognise the authority of the United Nations' top court, based in The Hague.
"The ICC has proven itself incapable of handling and prosecuting proven war crimes, crimes against humanity, crimes of genocide, and crimes of aggression," the three leaders said.
The court has not yet responded to the decision by the three countries, all of which with close ties to Russia whose leader Vladimir Putin has been subject to an ICC arrest warrant.
The three states said they wanted to set up "indigenous mechanisms for the consolidation of peace and justice".
They accused the ICC of targeting less privileged countries, echoing criticism from Rwanda's President Paul Kagame who has previously accused the ICC of holding an anti-African bias.
The ICC was set up in 2002 to legally pursue cases of genocide, crimes against humanity, war crimes and aggression.
Out of 33 cases launched since its inception, all but one involved an African country.
A country's withdrawal from the ICC officially takes effect one year after the UN is notified.
Military junta forces are in control of Burkina Faso, Mali, and Niger, following coups in the Sahel countries between 2020 and 2023. They make up the only three members of the Confederation of Sahel States.
Their armies have faced accusations of crimes against civilians, as violence has escalated in the region against jihadist groups linked to al-Qaeda and the Islamic State.
In another coordinated move earlier this year, all three countries simulatenously withdrew from the regional bloc, the Economic Community of West African States (Ecowas).
They had rejected Ecowas' demands for them to restore democratic rule.
Russia has strengthened its ties with the three Sahel countries over recent years, which have all become increasingly isolated from the West, notably the former regional colonial power France.
In 2023, the ICC issued an arrest warrant for Russia's President Vladimir Putin over alleged war crimes in Ukraine.

House Democrats are going on the offense with tariffs and shutdown politics in swing districts, dropping TV ads against 10 vulnerable Republicans as Congress barrels toward an October government shutdown.
House Majority Forward, a nonprofit aligned with House Democratic leadership, is spending $3 million on broadcast TV and digital ads attacking Republicans on cost-of-living increases and cuts to Medicaid. Details of Tuesday’s ad buy were shared first with POLITICO.
“They promised to lower prices, but you’re not imagining it — Republican tariffs are making everything more expensive,” one of the ad’s narrator says, over flashing images of grocery items. “Juan Ciscomani voted to let Trump make tariffs even worse and voted to make healthcare even more expensive. Now, Republicans in Congress are threatening to shut down the government, causing economic chaos.”
Ciscomani, a Republican member first elected in 2022, holds an Arizona House seat that Donald Trump also narrowly won last year.
The ads come as Congress faces a government shutdown stalemate, after the Senate rejected dueling short-term government funding proposals from both parties on Friday.
They also preview Democrats’ attack lines against Republicans ahead of the midterms. Public polling finds most Americans disapprove of Trump’s tariff policies. But Republicans maintain an edge over Democrats when voters are asked who they trust more on the economy, according to a Washington Post-Ipsos poll released over the weekend.
In addition to Ciscomani, the ads go after Reps. David Valadao of California, Gabe Evans of Colorado, Mariannette Miller-Meeks and Zach Nunn of Iowa, Tom Barrett of Michigan, Mike Lawler of New York, Rob Bresnahan and Scott Perry of Pennsylvania and Derrick Van Orden of Wisconsin.
The ad airing against Van Orden features a Wisconsin-based influencer, Kate Duffy. Styled after a social media post, it will air vertically on broadcast TV, a first for the group.
