澳门部分地区暂停供电

受超强台风“桦加沙”影响,澳门电力股份有限公司星期三(9月24日)表示,水位达1米至1.5米范围、受影响的低洼地区已实施暂停供电。

据澳门《力报》,澳电指,为确保公众安全及保护供电设施,澳电已对受影响的地区实施暂停供电,受影响地区包括司打口、下环街、妈阁及沙梨头一带。澳电将于水退后尽快安排复电。

此前,澳门自来水也提醒相关区域各高层大厦的管理实体应在暂停供电前尽量将大厦储水箱的食水注满,同时提醒居民提前储备充足食水及生活卫生用水。

大陆国台办批台民防手册贩卖战争焦虑恐吓裹挟民众

对于台湾新版全民防卫手册,中国大陆国台办称,手册的目的是贩卖战争焦虑、恐吓裹挟民众。

大陆国台办星期三(9月24日)举行例行新闻发布会,发言人陈斌华说,民进党当局顽固坚持“台独”分裂立场,妄图“以武谋独”“倚外谋独”,不断升高两岸对立对抗,严重破坏台海和平稳定。其费尽心机炮制、推出这本小册子,目的就是要贩卖战争焦虑、恐吓裹挟台湾民众,手段卑鄙,居心险恶。

陈斌华说:“我们珍爱和平,但决不容忍‘台独’分裂。希望广大台湾同胞从民族大义和自身安全福祉出发,坚决反对‘台独引战’,同我们一道维护台海和平稳定,守护好两岸同胞共同家园。”

台湾9月16日公布第三版全民防卫手册,当中首次明确指导民众遇到敌军时的应对措施,并强调任何“台湾投降”的说法均属虚假信息。

手册列出台湾可能面临的多种情境,包括海底电缆被破坏、网络被攻击、敌方登检台湾船只作为冲突前兆,以及全面入侵等。手册强调台湾持续遭遇虚假信息攻势,警告“敌对境外势力”可能借助深度伪造视频和本地合作者,利用虚假消息分化和削弱台湾的决心。

李成钢:中国发展中国家的地位和身份没有改变

中国商务部国际贸易谈判代表兼副部长李成钢说,中国仍然是世界上最大的发展中国家,中国发展中国家的地位和身份没有改变。中国始终是“全球南方”的一员,永远和发展中国家站在一起。

据中国商务部官网消息,中国商务部星期三召开中国关于世贸组织特殊和差别待遇问题新闻吹风会。李成钢在会上说,中国总理李强当地时间星期二(9月23日)在出席第80届联合国大会相关活动时向全世界宣示,中国作为负责任的发展中大国,在世贸组织当前和未来谈判中,将不寻求新的特殊和差别待遇。

李成钢称,这是中国着眼国际国内两个大局对外作出的重要立场宣示,是中国坚定维护多边贸易体制、积极落实全球发展倡议和全球治理倡议的重要举措,“必将为促进全球贸易投资自由化便利化注入强心剂”。

李成钢指出,当前以规则为基础的多边贸易体制面临严峻挑战,霸权主义、单边主义、保护主义甚嚣尘上。他还以不点名方式批评美国,称个别国家接连发起贸易战、关税战,严重冲击以规则为基础的多边贸易体制,严重损害世贸组织成员正当利益,严重扰乱国际经贸秩序,给全球经济发展带来不确定性和不稳定性。

李成钢续说,国际社会对维护多边贸易体制的呼声更加强烈,对世贸组织发挥更积极作用的期待日益上升。在此背景下,中国宣布在世贸组织当前和未来谈判中不寻求新的特殊和差别待遇,进一步彰显了中国以实际行动支持多边贸易体制的坚定立场和大国担当。

李成钢强调,中国仍然是世界上最大的发展中国家,中国发展中国家的地位和身份没有改变。中国始终是“全球南方”的一员,永远和发展中国家站在一起。

他还说,中国将一如既往维护多边贸易体制,全面深入参与世贸组织改革和国际经贸规则调整。中国将坚定地与广大发展中成员站在一起,将发展置于世贸组织改革进程中心位置。

据新华社报道,李强星期二(9月23日)在纽约说,作为负责任的发展中大国,中国在当前和未来的世界贸易组织谈判中,不会寻求任何新的特殊和差别待遇。李强在第80届联合国大会一般性辩论期间,在中方举办的高级别会议上发表这番讲话。

彭博社报道,世贸组织总干事伊维拉在X平台上发文称:“这是多年努力的成果,我要赞扬中国在这一问题上展现的领导作用!”

发展中国家地位由世贸组织成员国自行宣布的,它为成员国带来各种好处,包括更长的履行协议期限。

美国一直批评中国身为世界第二大经济体,却仍宣称自己是发展中国家。美国总统特朗普在2019年第一任期内曾说,“美国从未接受过中国声称自己是发展中国家的说法,几乎所有当前的经济指标都与中国的说法相悖。”

山西省政协原主席吴存荣被公诉 检方称受贿“数额特别巨大”

山西省政协党组书记、主席吴存荣涉嫌受贿一案,已移交检方起诉。

中国最高人民检察院星期三(9月24日)公布,最高检以涉嫌受贿罪对吴存荣作出逮捕决定,并指定由北京市人民检察院第二分院审查起诉。近日,北京市人民检察院第二分院已向北京市第二中级人民法院提起公诉。

检察机关起诉指控被告人吴存荣利用担任合肥市委副书记、市长,安徽省委常委、合肥市委书记,安徽省委常委、副省长,重庆市委常委、副市长,重庆市委副书记,重庆市人大常委会党组副书记、副主任,山西省政协党组书记、主席等职务上的便利,为他人谋取利益,非法收受他人财物,数额特别巨大,依法应当以受贿罪追究其刑事责任。

公开资料显示,吴存荣今年62岁,安徽无为人,出身水利系统,曾长期在安徽任职。2016年11月接替落马的陈树隆任安徽省常务副省长,四个月后跨省出任重庆市委常委、常务副市长,2021年1月升任重庆市委副书记。吴存荣2023年1月离开重庆,跨省履新山西省政协主席,去年12月在任上被查。

今年6月,官方通报吴存荣被双开。中国纪委监委通报他丧失理想信念,背弃初心使命,贯彻中共中央决策部署打折扣、搞变通,推动违规举债融资,履行全面从严治党主体责任不力等问题。

李强:愿同加拿大共同推进经济全球化和自由贸易

中国总理李强与加拿大总理卡尼会面时说,希望加拿大为赴加中国企业提供公平、非歧视的营商环境,并称中国愿同加拿大加强沟通协调,共同推进经济全球化和自由贸易。

据新华社报道,李强当地时间星期二(9月23日)在纽约与卡尼会面。李强说,中国支持两国政府部门、政党、立法机构、地方、民间、青年等加强交往,通过对话交流逐步增进了解、累积互信。

李强称,中国长期是加拿大第二大贸易伙伴,今年以来两国贸易规模较快增长。中国愿同加拿大把这一良好势头继续保持好、发展好,通过对话协商解决彼此经贸关切,深化拓展能源、绿色、旅游等领域互利合作,更好造福两国人民。

李强进一步说,希望加拿大为赴加中国企业提供公平、非歧视的营商环境。他指出,当前国际形势出现不少新变化,单边主义、保护主义甚嚣尘上,各种贸易限制性措施不断增多,国际社会应当加强团结,携手应对风险挑战。

李强表示,中国愿同加拿大加强沟通协调,共同推进经济全球化和自由贸易,支持世贸组织改革发展,推动构建开放型世界经济,更好维护国际社会共同利益。

据路透社报道,卡尼说,他与李强就钢铁关税问题进行了讨论,并称他预计在“适当的时候”与中国国家主席习近平会面。

老虎回应清退中国大陆账户 属合规流程

针对老虎证券清退大陆客户账户的传言,老虎证券回应,并非清退内地客户账户,只是需要部分客户补充资料,属于理性合规流程。

据财联社,互联网上流传有关老虎证券冻结客户账户、限制买入及入金(可平仓提款)的邮件截图,再次引发“清退中国大陆客户账户” 的猜测。

对此,老虎证券客服回应称,并非清退内地客户账户。因合规原因,公司会定期审核客户账户,需部分客户补充资料(会发送合规问询邮件);若客户未在有效期内补充资料,或补充资料不符合合规要求,账户会被限制交易,此为履行例行合规义务的常规流程。

第一财经本周报道,根据最新监管要求,老虎证券客调整了关于中国大陆居民的开户政策,自上周开始不再接受中国内地居民通过提供境外工作或生活相关证明文件开户,仅接受持有非中国内地身份证件的客户申请开户。另一互联网证券平台富途也变更开户条件,中国大陆客户需持有海外身份证明开户。

台湾反制南非 祭晶片等47货品禁令

针对南非此前将台湾在当地两个办事处降等、更名,台湾提出反制措施,公告出口南非的晶片等47项货品,应先经核准才能出口。这一罕见举措显示台湾利用市场主导地位,向与中国大陆关系密切的国家施压。

据《自由时报》报道,南非政府去年10月起要求台湾驻处迁馆,上月更片面公告将台湾两驻处更名及降等。台湾经济部指出,因南非政府屡次不顾台湾呼吁,且配合大陆对台施压、更名、降级及缓发签证等,已对台湾的“国家”安全及公共安全的保障构成危害。

台湾经济部说,因已对台湾经济贸易正常发展有不利影响,公告“二极体晶粒及晶圆,光敏二极体或发光二极体除外”等47项货品,输往南非应事先经过经济部核准,且在“前揭危害消失前,暂停核发许可”。

不具名的台湾官员证实,将暂时全面禁止输出,预告期60天,最快11月底实施,预告期间仍可输出。官员称,暂停出口警告意味较浓,此次公告包括半导体、晶片、记忆体、太阳能电池及模组等。

彭博社报道称,此举既反映了台湾的经济影响力,也体现了台湾在外交领域被北京边缘化的不满。台积电生产全球大部分最尖端的晶片,这些晶片对汽车、人工智能和工业生产至关重要。

Casualties from Israeli strikes overwhelm Gaza City medics

Doctors at one of Gaza City's last functioning hospitals say they are overwhelmed with casualties from Israeli strikes and are having to carry out operations in filthy conditions with few or no anaesthetics.

One Australian medic volunteering at al-Shifa hospital told the BBC that every day was a mass casualty event, while another described how a baby was saved from the body of a pregnant woman who had been decapitated.

Israeli forces are now just 500m (1,640ft) away from the hospital as they expand their ground offensive to fully occupy Gaza City, which Israel's military calls Hamas's "main stronghold".

Witnesses say tanks are advancing into the city centre from the south and north-west.

Israeli air and artillery strikes, attacks by quadcopter drones, and detonations of remotely driven vehicles laden with explosives are also continuing to drive tens of thousands of Palestinians from their homes each day.

Al-Shifa hospital was once the biggest medical complex in the Gaza Strip. After 23 months of war, it now lies in ruins, pockmarked by craters, with burned-out wards and bullet holes.

But inside, medics are working beyond full stretch. Many of the beds do not even have mattresses, medicines are in short supply, and the casualties are endless.

"It's just a mass murder, a killing, a torture, a nightmare," Dr Nada Abu Alrub, an emergency specialist from Australia volunteering at the hospital, told the BBC in a video call on Tuesday.

She said they were carrying out operations on severely wounded patients with "minimal to hardly no anaesthesia".

"No painkillers as well, with their limbs hanging with a piece of skin and the tendon. Brain matter out. Organs are out. It's horrific," she added.

Last week, she said, doctors had to conduct an emergency Caesarean on a nine-month pregnant woman whose head had been blown off. They managed to save her daughter.

"The baby was a bit bradycardic, so her heart rate was low," she recalled. "She was transferred to another hospital."

Dr Saya Aziz, an Australian anaesthetist, described how a six-year-old boy with a fractured arm and leg had been waiting for three days for an operation to place external fixators on them because the hospital's only orthopaedic surgeon had to prioritise more serious cases.

"Every couple of hours there are multiple amputation cases with massive resuscitation. It's life or limb, literally," she told the BBC.

"And you go in and you're trying to anaesthetise them [while] they're swatting flies in theatre.

"There's blood over the beds. There's no equipment. There's no replacements. And you can see the sorrow and the sadness of the healthcare workers."

Outside the hospital, Israel's tanks are advancing, as the ground offensive against Hamas in Gaza City continues.

One video posted on social media showed a tank at Hamid junction in the Rimal neighbourhood, which is less than 500m from al-Shifa.

Another video showed troops to the south, only 700m from the city centre.

Palestinian journalist Fathi Sabah, who lives in southern Gaza but owns an apartment in the city's southern Tal al-Hawa neighbourhood, said members of his family had narrowly escaped an Israeli incursion.

"My wife and son went to our flat to collect some belongings. They suddenly found themselves trapped as tanks surrounded the area," he said.

"They lived through the hardest night of their lives before escaping through a back door. It's unbelievable how quickly the tanks reached the heart of the city."

Around one million Palestinians were estimated to be living in Gaza City before Israel announced its plans for the offensive last month.

The UN says more than 320,000 have fled southwards since then, while the Israeli military puts the figure at 640,000.

The Israeli military has told people to head south for their safety to a designated "humanitarian area" in al-Mawasi, where it has said medical care, water and food will be provided.

However, witnesses say the coastal al-Rashid road is severely congested and that families are struggling for hours to complete the journey.

The cost of evacuation has also reportedly soared to more than $3,000 (£2,200) per family - far beyond the reach of most residents.

The UN has also said the tent camps in al-Mawasi are overcrowded and unsafe, and that southern hospitals are operating at several times their capacity.

"The tanks are only a few meters from my house, but I cannot afford the cost of fleeing," Sultan Nassar, a 62-year-old father of five from the Sabra neighbourhood, told the BBC. "Death is everywhere, in the north and in the south."

Meanwhile, the Palestine Red Crescent Society (PRCS) said the oxygen station at al-Quds hospital in Tal al-Hawa had ceased operating after being struck by gunfire from Israeli forces, and that it only had enough pre-filled oxygen cylinders to last three days.

Israeli military vehicles were currently positioned at the southern gate of the hospital, preventing anyone from entering or leaving, it added.

On Monday, Gaza's Hamas-run health ministry said the Israeli advance and bombardment had forced al-Rantisi children's hospital and the nearby St John Eye hospital in the northern Nasr neighbourhood to evacuate patients and shut down.

The Jordanian armed forces also decided to close their field hospital in Tal al-Hawa and relocate it to southern Gaza, with Jordan's state news agency reporting that shelling and other intense explosions in the vicinity had damaged the facility and some medical equipment.

The Palestinian Medical Relief Society's primary healthcare centre in Gaza City was meanwhile destroyed in an Israeli air strike which reportedly injured two health workers, the World Health Organization said. The centre was providing blood services, trauma care, cancer medications, and chronic disease treatment.

The Israeli military launched a campaign in Gaza in response to the Hamas-led attack on southern Israel on 7 October 2023, in which about 1,200 people were killed and 251 others were taken hostage.

At least 65,382 people have been killed in Israeli attacks in Gaza since then, according to the territory's health ministry.

Italian actress and star of The Leopard Claudia Cardinale dies aged 87

Claudia Cardinale, the Tunisian-born Italian star of The Leopard, 8 1/2 and Pink Panther, has died at the age of 87.

She had a six-decade long career, rising to fame during the golden age of Italian cinema, and was directed by greats such as Federico Fellini and Luchino Visconti.

The actress died at Nemours in France in the company of her children, according to her agent Laurent Savry.

"She leaves us the legacy of a free and inspired woman both as a woman and as an artiste," Savry told AFP news agency.

Born in Tunisia to Sicilian parents in April 1938, Cardinale won a beauty contest at 16 that saw her declared "the most beautiful Italian woman in Tunis".

The prize was a trip to the Venice film festival, where she was approached by directors and producers to become involved in filmmaking.

She later described her reluctance to abandon her hopes of becoming a teacher to "give this cinema thing a go", in her father's words.

Her early career was marked by challenges. She was picking up small roles as a teenager when she was raped. When she learned that she was pregnant, a mentor convinced her to give birth in secret abroad in London. For several years, she introduced her son, Patrick, to people as her younger brother.

Because she had grown up speaking French, Arabic, and her parents' Sicilian dialect, her accent was seen as unacceptable, and her voice was dubbed by other Italian actors.

She shot to fame in 1963 when she appeared in Fellini's Oscar-winning 8 1/2 and the epic period drama The Leopard, which became a Visconti classic.

"Visconti wanted me brunette with long hair. Fellini wanted me blonde," Cardinale said.

She worked in Hollywood in the 1960s, starring in Blake Edwards' The Pink Panther and Sergio Leone's Once Upon A Time In the West, and appearing with actors including Henry Fonda and Charles Bronson.

Critics praised her as the "embodiment of postwar European glamour".

Reflecting on her career later, Cardinale recalled: "The best compliment I ever got was from actor David Niven while filming The Pink Panther.

"He said: 'Claudia, along with spaghetti, you're Italy's greatest invention.'"

After separating from film producer Franco Cristaldi in the early 70s, she began a life-long relationship with Neapolitan director Pasquale Squitieri, with whom she had a daughter, also named Claudia.

She performed into her 80s, appearing in the Swiss TV Series Bulle in 2020.

In 2000 Cardinale was named Unesco Goodwill Ambassador in recognition of her advocacy for women's rights.

In 2002, she was awarded a lifetime achievement at the Berlin Film Festival.

"I've lived more than 150 lives: prostitute, saint, romantic, every kind of woman, and that is marvellous to have this opportunity to change yourself," she said.

Italy's Culture Minister Alessandro Giuli called her "one of the greatest Italian actresses of all time", embodying "Italian grace".

NHS trust repays £5m over maternity failings

An NHS trust at the centre of concerns over its poor maternity services has had to repay almost £5m after wrongly claiming it provided safe care to mothers and their babies.

Leeds Teaching Hospitals NHS Trust was paid the money after saying its services met safe standards of care and staffing.

But a subsequent investigation by the health service's litigation arm, NHS Resolution, found the trust had not met the standards and asked for the money to be repaid to the NHS.

The Leeds trust said they had allocated additional funding to improve maternity services.

The trust received the money under a programme called the Maternity Incentive Scheme, which is run by NHS Resolution to encourage the health service to provide good maternity care.

Hospitals are asked to judge their performance against a range of standards, including listening to patients' concerns, staffing levels and properly investigating deaths.

If a trust meets all 10 safety measures, it can get a rebate on its insurance premiums as well as a share of the money paid by trusts that do not meet all the goals.

For the past two years, the Leeds trust reported it had met all 10 standards and was paid £4,887,084 from the scheme.

But the regulator, the Care Quality Commission (CQC), published a damning report in June about maternity services at the trust.

Care was rated as inadequate, the lowest level, and it warned that women and babies were being exposed to "significant risk".

The report prompted NHS Resolution to ask Leeds to re-examine its submissions to the Maternity Incentive Scheme. The subsequent review found not all safety standards had been met, forcing the trust to repay all the money it had received.

"The repayment of the award is long overdue and should be going back even further," said Fiona Winser-Ramm, who lost her daughter Aliona in 2020 after what an inquest found to be a number of "gross failures" in the care they received.

"This provides yet further evidence for the need for a full, independent inquiry into the Leeds trust," she said, believing this should be led by senior midwife Donna Ockenden.

Mrs Winser-Ramm was among a group of parents who met Health Secretary Wes Streeting last week and demanded an investigation into maternity services at the trust.

Streeting has so far refused to order such an inquiry but the families, who have all experienced poor maternity care, said they remained hopeful.

Over the past few months, dozens of families have told the BBC they received inadequate care at the trust.

The Maternity Incentive Scheme has been beset by problems since it was set up in 2018 by the then health secretary, Jeremy Hunt.

NHS trusts with poor maternity safety records, including Shrewsbury and Telford, Morecambe Bay, East Kent and Nottingham have all claimed to have met the 10 standards and been paid millions of pounds only to later have to repay it.

An analysis published by NHS Resolution in July found 24 trusts have had to repay premiums over the first four years of the scheme, with 18 of them having to do so more than once.

"Nationally, families have long raised concerns about the huge flaws of the self- assessment involved by individual trusts in the maternity incentive scheme," said Mrs Winser-Ramm.

"Serious questions need to be asked about how, if trusts are unable to accurately self-report compliance, how satisfied can we be that similar misreporting is not commonplace in other areas of self-reporting."

After the review found Leeds had to repay the money it had received, the trust applied to a separate fund run by NHS Resolution for maternity improvement support and was allocated £2.1m.

In a statement to the BBC, the Leeds Teaching Hospitals NHS Trust did not explain how it had erroneously self-reported that it was compliant with all the standards of the scheme.

"We identified that we were not fully compliant with the MIS scheme," said Magnus Harrison, the trust's chief medical officer.

"We have now been allocated £2.1m to support our action plan to achieve compliance, which forms part of our Maternity and Neonatal Improvement Programme."

It has become known as Greece's Watergate: spyware software and Greek intelligence targeted the mobile phones of government ministers, senior military officers, judges and journalists.

Prime Minister Kyriakos Mitsotakis has called it a scandal, but no government officials have been charged in court and critics accuse the government of trying to cover up the truth.

Instead, a low-ranking judge will on Wednesday hear the case against two Israelis and two Greeks, allegedly involved with marketing spy software known as Predator.

What we know

In the summer of 2022, the current head of socialist party Pasok, Nikos Androulakis - then an MEP - was informed by the EU Parliament's IT experts that he had received a malicious text message from an unknown sender, containing spy software.

This Predator spyware, which is marketed by the Athens-based Israeli company Intellexa, can get access to a device's messages, camera, and microphone – turning a person's phone against them.

Things escalated after Androulakis also discovered that he had been tracked for "national security reasons" by Greece's National Intelligence Service (EYP).

Just a month after taking office in the summer of 2019, PM Kyriakos Mitsotakis had placed EYP directly under his supervision.

His conservative government was suddenly at the heart of the crisis. The head of EYP, Panagiotis Kontoleon, resigned, as did the prime minister's top aide and nephew, Grigoris Dimitriadis, who was the liaison between EYP and the PM's office.

Predator had been used in attempts to entrap at least 87 people, according to the Hellenic Data Protection Authority. Twenty seven of those put under surveillance were simultaneously monitored by EYP, including serving ministers and senior military officers.

Despite criticism that the common targets by EYP and Predator implied a common strategy of surveillance, the government insisted that this was a coincidence and that no law enforcement agency had ever used Predator, the use of which was illegal in Greece at that time. A new law passed in 2022 has since legalised state security use of surveillance software under strict conditions.

But the government did not answer why the secret services had spied on the Chief of National Defence General Staff, Lieutenant General Konstantinos Floros, and Kostis Hatzidakis, then cabinet member and today vice president of the government.

In July 2024 a report by the Greek Supreme Court, seen by the BBC, concluded there was "clearly no connection" between Predator and government officials.

"There is a prosecutor's report and the answers are clear. Justice has spoken. There is no doubt in what it said", government spokesperson Pavlos Marinakis told reporters.

The BBC has repeatedly contacted Mr Marinakis for comment on this, but at time of publication has not received a response.

The four private individuals on trial in Athens on Wednesday are all facing misdemeanor charges - allegedly connected with the marketing of Predator. Two of the accused are said to have ties with state officials, but it was never seriously investigated, opposition and watchdogs said.

"What began as a political scandal has now evolved into an institutional scandal, tainting both the judiciary and the independent authorities," says Thanasis Koukakis, a financial reporter who investigates corruption, and among the targets of dual surveillance – both by Predator and the secret services "for national security reasons".

Eliza Trintafyllou, journalist for Inside Story, has reported on the scandal since its very beginning.

"If someone has not followed the wiretapping scandal, they would think that four individuals, on their own initiative and for their own personal reasons, tapped the phones of 87 people in Greece, using advanced spyware that is otherwise marketed exclusively to state intelligence services and law enforcement authorities worldwide."

"No serving minister, judge, or military officer filed a complaint about being targeted with Predator so far. Nor were any of them called to testify as a witness," she said.

Was the government involved?

After the scandal broke out, the Greek government introduced a new law on the confidentiality of communications.

There are now more safeguards for law enforcement authorities, but at the same time the new legislation has been criticised because it effectively deprives citizens of the right to learn if they had previously been under surveillance.

In addition, the Greek government received criticism for its lack of willingness to find out who was spying on its ministers and members of the army - criticism that only mounted after authorities raided the offices of Intellexa in Athens, months after the wiretapping scandal broke out. They left empty handed.

Christos Rammos, a former senior judge and president of the Hellenic Authority for Communication Security and Privacy (ADAE) at the time the scandal broke out was a key figure in uncovering the facts behind the wiretapping. It was not an easy task and faced many obstacles on the way.

"In Greece the political system cannot tolerate independent authorities, the so-called checks and balances on power. The wiretapping affair was a traumatic experience for our democracy," Rammos told the BBC. "I was subjected to personal attacks. It was an open war."

The wiretapping scandal received international attention and scrutiny since one of the first victims, Nikos Androulakis, was an MEP. The European Parliament set up a special Committee of Inquiry to investigate the use of Pegasus and equivalent surveillance spyware (PEGA).

Its Rapporteur, former MEP Sophie in 't Veld, told the BBC that the Greek government had made "every possible attempt to conceal the truth. They have, at every turn, refused cooperation."

"The whole spyware thing is not something that you can see in isolation. It's not taking place in a vacuum. It's used to silence critical voices. It's used to stifle scrutiny. But, the damage has been done; it's had a chilling effect.

"I was just now coming back from a coffee with a friend of mine who was also looking into spyware and she said, 'I cannot be sure that my phone is safe from the Greek government' - quite literally.'"

Fact-checking claims Trump made about autism

US President Donald Trump has attracted condemnation from health experts, after he sought to claim that there was a link between the widely used painkiller Tylenol and autism.

Accompanied by his Health Secretary Robert F Kennedy Jr, Trump said that doctors would soon be advised not to prescribe the drug - called paracetamol in some other countries, including the UK - to pregnant women.

The claims have been attacked by medical experts. The American College of Obstetricians and Gynaecologists said the announcement was "unsettling" and not based on "reliable data", while the UK's National Autism Society called Trump's statement "dangerous, it's anti-science and it's irresponsible".

BBC Verify has looked at some of the allegations Trump and Kennedy made during their news conference at the White House.

Is Trump correct that US autism diagnoses are rising?

During the event, Trump listed a number of statistics which he said showed that autism diagnoses in the US have risen rapidly over the past two decades.

Firstly, the US president claimed that incidence has increased from around "one in 10,000…probably 18 years ago" to "one in 31" by 2025.

The final statistic quoted by Trump - that autism rates have risen to one in 31 - is correct. Data from the Centers for Disease Control and Prevention (CDC) in 2022 found that level of diagnoses among eight year olds across 16 US states.

While that rate has grown from 18 years ago, it did not grow by anything like the figure cited by Trump. While there was no figure for 2007 - the year cited by Trump - in 2006 the CDC estimated the rate of autism in the US population to be 1 in 110. In 2008 it was 1 in 88.

Most experts say rising rates of autism can primarily be attributed to changes in how the condition is diagnosed, as well as greater recognition of the condition and more people being tested.

Trump also claimed on Sunday that California has a "more severe problem" with autism than other states surveyed by the CDC.

The CDC estimated that in 2022, about 1 in 12 eight-year old boys in California had autism - the highest rate for boys in the study across 16 US states.

But the agency noted that the state has funded a local initiative training hundreds of local paediatricians "to screen and refer children for assessment as early as possible, which could result in higher identification" of autism.

Should the MMR vaccine be taken separately?

Another claim made by Trump is around the effects of the mumps, measles and rubella (MMR) vaccine. The US president claimed that the vaccinations should "be taken separately" rather than as a combined shot and that "it seems when you mix them, there could be a problem."

Experts fear that if parents refrain from getting their children vaccinated as a result of his unfounded claims, it risks the re-emergence of diseases like measles.

The discredited idea that childhood vaccines are linked to autism first gained mainstream attention after a paper published in 1998 in the medical journal The Lancet by British doctor Andrew Wakefield.

Wakefield was later found to have financial conflicts of interest - including that some of his test patients connected with a lawsuit against vaccine companies - and the UK's General Medical Council (GMC) found that he falsified his results. The research paper was retracted and Wakefield was struck off by the GMC in 2010.

Multiple studies since have found no link between the MMR vaccine and autism. The most recent - a high-quality study from Denmark in 2019 looked at 657,461 children, and concluded that the data did not support the MMR vaccine causing or triggering autism.

On its website, the US CDC recommends that two doses of the combined MMR vaccine are given to children, starting with the first dose at 12-15 months and the second between the ages of four and six.

According to the UK government, there is "no evidence" that the jabs should be taken separately. It notes that any decision to do so "would be experimental".

This year, the US has seen the highest cases for measles in more than three decades. According to the CDC, 1,491 cases have been confirmed so far. Three people have died.

"President Trump produced no evidence that the current immunisation schedule in the States was harmful and no evidence that giving the combined MMR vaccine was unsafe," David Elliman - associate professor of children's health at University College London - said.

"Proponents of a link between MMR vaccine and autism cite the 1998 research paper in the Lancet, whose first author was Andrew Wakefield," he added. "In fact, the authors of the paper clearly stated in the paper that they had not proven a link but suggested more research should be done. That research has been done, and no evidence of a link has been found."

Experts also say that allowing time between jabs means children are more likely to contract diseases in the interim or that they are more likely to miss appointments if there are multiple shots.

Are autism rates lower among Amish people?

Trump cited the Amish as a group within the US who have "virtually no autism" within their community.

The Amish typically live in remote communities and refuse to adopt many features of modern life, which can include a suspicion of modern pharmaceuticals. Trump suggested - without providing evidence - that a low rate of Tylenol use within the group could have led to a lower rate of autism.

There are relatively few studies on autism rates within the Amish community. Many children are diagnosed in school - but most Amish drop out of school after eight grade, around 14-years-old.

"I think it's very very unlikely that there are no autistic people among the Amish," Eva Loth, professor of cognitive neuroscience at King's College London told BBC Verify.

"The question is how many population studies were carried out with the Amish? And are Amish people likely to seek a diagnosis? So there are a number of reasons why reported numbers may be low but that doesn't mean that no cases exist."

In one 2010 study, a team of geneticists found autism occurred in approximately one in 271 Amish children. The research screened 1,899 children across two large Amish communities in Ohio and Indiana.

However, it's worth noting that research into this topic is limited, and we haven't found any studies which suggest a link between low immunisation rates and autism diagnosis among Amish people.

Trump made a similar claim about low levels of autism in Cuba - claiming that Tylenol supplies are low on the island as the reason.

It's not clear what President Trump was basing the assertion on. BBC Verify could find no official Cuban statistic and the World Health Organization (WHO) has noted that the "prevalence of autism in many low- and middle-income countries is unknown".

What has Trump said about autism previously?

Trump has intermittently expressed concern over rising rates of autism in US children for almost 20 years. In 2007 he first publicly suggested that he believed that there was a link between vaccines and the increasing prevalence.

The president has expressed interest in Kennedy's work since at least 2017, when Kennedy said that Trump had asked him to lead a vaccine safety taskforce. Seven years later, Kennedy - who was then polling at around 5% - dropped his bid for the presidency and endorsed Trump.

In a leaked call with Kennedy during the election campaign and in which the Republican tried to coax the independent to support him - Trump was heard discussing discredited claims about the health risks of childhood vaccines. After the election Trump announced him as his choice to lead the department of health and human services, with a mandate to "make America health again".

However, during his first term Trump did support some vaccine campaigns. During a 2019 measles outbreak in the US he said that people "have to get the shots. Vaccinations are so important", and it was his administration that oversaw the rapid development and early roll-out of Covid-19 vaccinations.

(德國之聲中文網)美國總統川普週二(9月23日)在紐約聯合國大會場邊會晤烏克蘭總統澤倫斯基。不同於過往暗示烏克蘭應該退讓的言論,川普這次表示,他認為在歐盟與北約的支持下,烏克蘭可以奪回所有被俄羅斯佔領的領土。

與澤倫斯基會後,川普在「真實社群」平台寫道,普丁和俄羅斯正面臨「巨大的經濟困境」,現在正是烏克蘭採取行動的時候。

川普說:「在歐盟的支持下,我認為烏克蘭現在的狀況是,可以戰鬥並奪回整個烏克蘭的原始範圍。只要有時間和耐心,加上歐洲、特別是北約的財政援助,奪回這場戰爭爆發當時的原始領土邊界,絕對是可行的選擇。」

這番話跟川普先前的態度大相逕庭。此前,川普曾暗示烏克蘭應考慮割讓領土以換取和平;烏克蘭曾擔心,美俄之間的幕後談判可能會迫使烏克蘭承認其被佔土地變為俄羅斯合法領土。

俄軍目前佔領了烏克蘭約20%的領土,包括俄國自2014年併吞的克里米亞半島。

歐盟外交事務高級代表卡拉斯(Kaja Kallas)讚許川普的聲明:「我們從未在類似場合聽過這樣的強硬表態,很高興我們如今能達成同樣的認知。」

澤倫斯基會後則形容與川普的會談「良好且具建設性」,但未透露細節。他稱讚川普在「真實社群」平台上的聲明是「重大轉變」;稍後他接受「福斯新聞」訪問時也表示,烏美兩方的立場「比以往任何時候都更接近」。

美國對俄烏的政策會否轉向?

川普自2024年競選期間起一再強調,他將迅速結束俄烏戰爭。上個月,他先與普丁舉行峰會,並在白宮會晤澤倫斯基及歐洲盟友。

此次在聯合國大會上發表演說時,川普再次強調他與普丁關係良好,解決這場衝突應該是「容易的」,但同時強調若俄羅斯不結束戰爭,他準備施加更多經濟制裁,並敦促歐洲一同加入。

事後在社群媒體的聲明中,川普也批評道:「俄羅斯為這場戰爭已經毫無目標地打了三年半,一個真正的軍事強國應該不到一週就能取勝。這並沒有讓俄羅斯顯得與眾不同,反而讓他們看起來就像一隻『紙老虎』。」

分析指,若川普對烏克蘭的支持能持續,對澤倫斯基而言將是一場重大勝利。但川普言論上的轉變,是否將具體反映在美國政府對俄烏戰爭的政策上,仍有待觀察。

前美國民主黨眾議員、前國務院助理國務卿馬林諾夫斯基(Tom Malinowski)在X平台表示,川普的聲明是「驚人的180度轉變,但可能不會持續太久」,「若沒有實際行動,那就只是空話」。

目前,川普唯一明確的承諾是「繼續向北約提供武器,讓北約自行決定如何使用」,意在允許歐洲國家為烏克蘭採購美製武器。

對於川普最新的聲明,俄羅斯駐聯合國副大使波良斯基(Dmitry Polyanskiy)則試圖淡化其相關言論的重要性,呼籲媒體「別對每一則推文都過度興奮」。

有没有跟我一样,感觉事情不太对头的?

举个例子,之前被骂惨了的“最快女护士”,昨天道歉了。

她承认了自己的“三宗罪”:

1.“对所在单位及领导的形象造成了困扰和损害。事实上,单位领导和同事一直对我非常支持和关心,我未能在此次采访中表达这份感激,反而造成了误解,我对此痛悔不已。”

2.“占用了宝贵的公共舆论资源,冲淡了哈尔滨马拉松赛事本身的精彩和正能量,也给本届赛事带来了不必要的干扰。”

3.“误导了公众,让网友们产生了关于’特权’和’卖惨’的讨论,这完全背离了我参与马拉松运动的初心。”

我完全理解她的“服输认短”,毕竟生活还要继续,工作还要继续。

但我之前写过文章,虽然不是直接要为她做“无罪辩护”,但也有为她解围的初衷。

我认为这完全是私人领域的一件小事,因为巧合与偶然,被放大了。她的喊话,领导如果认为无理,可以不予理会。网友把她骂成那个样子,仿佛黄世仁、座山雕,却完全忘了她只是一个普通职员,这是在投射个人生活中的情绪。比如现实中自己有难缠的同事,于是把这个护士当成假想敌,拼命骂,往死里骂。

我那篇文章的基本观点就是:对一个普通人施加这样的舆论压力,已经不是批评,而是猎巫了。

那么现在“女巫”认错了,承认了自己是“坏人”,并表示“必须学会在公开场合谨言慎行,时刻注意自己的言论可能带来的社会影响。”

我的观点依然不变。我本来也不完全是为了她。我是为了自己生存以及还要继续生存下去的环境。当然,我其实也知道自己改变不了任何想要继续骂她的网友。但对于“不一样的声音”来讲,存在就是价值。

昨天和一个朋友交流另外一件事,Ta有一个有趣生动的说法:“我的感觉是,四面八方都是愤怒的人。好像我在玻璃罩子里一样,能看到其他人愤怒的口型,但听不到声音。”

很多时候,你要是不表达,别人就没有机会意识到“原来不止我一个人这么想。”所谓“沉默的螺旋”就是这个道理。

在群体中,如果一个人发现自己的观点与多数人不同,就会担心被排斥或孤立。那些被认为是“主流”的观点,会被更多人公开表达,因而显得更强大。那些处于“少数派”的人,因为害怕被孤立,就选择沉默,不再表达自己的想法。

但是“少数派”的存在,对于群体里每个人的精神呼吸,都是不可或缺的。哪怕那些躲在人群里的人永远意识不到这一点,我们也要尽量能多说一点就多说一点。

女护士道歉了,他们还在骂。有一句话他们说对了:

“她不是想道歉,而是怕了”。

只不过他们希望女护士“发自内心承认错误,痛哭流涕渴望正义人士的认可”。而我则恐惧女护士的恐惧。

我不是要为女护士的人品背书,我没有这个能力。就是身边邻居、朋友,你也不可能知道人家在单位是怎么表现的。我认为她是好是坏,怎么想怎么说,根本就不重要。因为她既不是有权势的人,更无法决定游戏规则。

重要的是,明晰公私边界。公是公,私是私。不是说的人多了,私就可以变成公。

有人说,是她先喊话的,是她先把私事变成公事的。没错。但“Ta先动手的”“Ta有错在先”,并不是群体可以随意踩踏个体的充分理由。这也正是我感到逼仄,不得不继续说下去的原因。

在斗争年代,每一个被押上台的人,无一不是得罪了群体,无一不是“有错在先”。当一边是一群人,一边是一个人的时候,总有无数种理由和方法让那一个人认罪认错,发誓今后再也不敢乱说乱动。

批评和斗争,是有本质区别的。

批评:通常建立在一定的共同基础上(价值、目标或规则一致),指出问题、错误或不足,以促使改进。

批评的逻辑:“在共同框架内指出偏差”。

斗争:建立在根本对立或严重矛盾上,目标是压制、改变甚至消灭对方的立场或行为。

斗争的逻辑:“在对立框架中寻求胜利或转化”。

现在说起来,女护士一开始的喊话仿佛是预先策划的阴谋,完全排除了偶然、巧合、一时冲动,而生活原本就充满了阴差阳错。每个人随时都可能犯各种各样的“错误”,正常情况下,就像水面上的气泡、漩涡转瞬即逝。

但你如果把每个气泡、漩涡的形状固定住,望文生义,按图索骥,那确实可以把一篇一篇的大文章没完没了地做下去。每个眼神、动作,都可以成为呈堂证供,如果一时冲动说过什么话被记录下来,传播开去,那就更不得了。

揪住一个“反面典型”,就要批倒批臭,那么“证据”总是无穷无尽的。问题是,我们真的愿意生活在这样的社会之中吗?

每个人对待他人的态度的总和,就是每个人栖居的社会环境。“夫子之道,忠恕而已矣。”尽己之心以待人谓之忠,推己之心以及人谓之恕。(钱穆语)

就问一句,女护士在喊话之前,怎么知道自己会跑第几名?怎么知道会有记者采访自己?

刚跑完,成绩很好,自己一开心,一激动,体内的激素水平又高,突然脑子一热,把自己感动了一下,心想“我跑步这么厉害,这么辛苦,每次调休却这么麻烦”,然后冲单位领导喊了个话。哪怕她的主张不合理,这就罪大恶极了吗?

唉,其实真的不需要讲太多道理。把自己当成普通人,把别人也当成普通人,足矣。

把一个小护士当成特权的象征物来批判,置真正的特权于何地呢。

问题就在于,群体上头之后,就再也不愿意把那个“公敌”当成“人”来看待了,而是当成靶子,当成符号,当成标签。谁要是替“公敌”说话,谁就也成了“公敌”。

这是一个艰难的时代,有些人艰难于物质,更多人艰难于精神。好像每天不“献祭”几个人,日子就过不下去了。但是这种“胃口”是永远填不满的,这种“食粮”也是永远不能解饿解渴的。

2025年9月19日,始祖鸟与艺术家蔡国强在西藏日喀则江孜县热龙乡燃放烟花,惊扰了雪域高原的宁静。舆论汹涌,矛头直指始祖鸟的商业冒进与蔡国强的艺术冲动,但真正的责任核心,藏在幕后——江孜县政府审批的疏漏。这场风波如一面镜子,映照出县政府在生态监管中的失守,也提醒网民:切勿“欺软怕硬”,放过真正的责任方。

江孜县政府作为活动审批的最高层级,理应是高原生态的守护者,却成了草率拍屁股同意与支持的“放行者”。这场烟花秀未经过严格环境评估,仅凭乡、村、县三级同意便仓促上马,宛如在悬崖边架设秋千,危险而不自知。《青藏高原生态保护法》明确要求敏感区活动需强制环评,《烟花爆竹安全管理条例》也禁止在山林、草原防火区燃放。县政府却以“环保材料”为由豁免环评,形同将生态红线当作橡皮筋,随意拉伸。

高寒草甸如高原的皮肤,薄薄一层草毡需百年孕育,爆破高温与翻土修复却能瞬间撕裂这层保护膜,导致水土流失、植被难再生。县政府作为管理与守护者,深耕当地山川河流,难道不知,青藏高原年均温-5℃,微生物活性低得可怜,所谓“可降解材料”在此可能数十年不腐,残留重金属污染冻土水源?他们忽视了藏羚羊、雪豹在爆破声光中的惊惶失措,也无视鼠兔巢穴被毁的生态连锁反应。审批的轻率,如同在雪山上点燃一把野火,烧毁的不仅是草甸,更是监管的公信力。

始祖鸟与蔡国强固然难辞其咎,但他们的错误建立在县政府“合规”背书之上。始祖鸟标榜“敬畏自然”,却在商业冲动下迷失;蔡国强追求艺术表达,却忽略了藏地文化的禁忌。他们的道歉虽姗姗来迟,但终究表态配合生态修复。反观县政府,面对新华社、人民日报的批评,仍坚称“手续合规”,仿佛在生态灾难面前,程序正义能成为免罪金牌。县政府无责,始祖鸟、蔡国强手捧“合法手续”,又何罪之有?这就好比我们声讨澳门赌场的奢靡堕落,而忘了它们都是合法的。

网传项目因环保问题被法国、日本拒绝,最终落户西藏,更让人质疑县政府是否沦为“生态双标”的接盘侠。审批漏洞暴露无遗:乡、村同意或因缺乏专业判断,县政府作为关键决策层,却未尽到把关之责,形同在高原生态的伤口上撒盐。

舆论场上,网民对始祖鸟的抵制声浪高涨,对蔡国强的批评不绝于耳,却鲜有人深究县政府的责任。始祖鸟是“软柿子”,容易被道德声讨击中;蔡国强是公众人物,批评他能引发关注。但县政府作为幕后推手,却因“隐身”而逃避追责。这如同责骂前台的服务员,却放过后台的决策者。网民的愤怒不应止于表面的“欺软”,而应聚焦‘怕硬”的根源——监管失职。只有揪住县政府审批的漏洞,才能真正掐断类似事件的命脉。

日喀则烟花事件如一记重锤,敲醒了生态保护的紧迫性。江孜县政府的轻率审批,是对高原生态的辜负,是对不学无术与官僚主义的注脚,也是对公众信任的透支。生态红线不是装饰线,县政府理应如守门人般严谨,而非像荡妇般由着性子大开门户。始祖鸟与蔡国强的失误是“果”,县政府的疏忽是“因”。网民的愤怒应化作监督的利剑,直指责任核心,而非只挑软柿子捏。 

目睹近年来西藏旅游、水利等项目开发中的桩桩件件,其中衍生的种种生态问题都要比一场烟花秀严重。以此此事件为契机,壮起胆子展开“回头看” 、“算总账”,扒一扒,比一比,或许才具有更现实与长远的意义。

1、上海市宝山区检察官朱佳琳检察官,拒不履行检察监督职能,在讯问过程中直接对侦查机关制作的笔录进行复制粘贴,严重违法在此情况下检察长孙琳、副检察长王晓林对朱佳琳检察官渎职行为视而不见消极不作为,拒不履行检察监督职责,严重渎职,应依法依规对其进行刑事责任追究进行控告。

2、上海市公安局宝山分局远洋捕捞,违规跨区域趋利执法辩护律师提出客观证据,证明侦查人员虚假立案、**伪造被害人签名、编造有罪证据,隐匿无罪证据取证比例严重违法**意图构陷吴少伟等人构成诈骗罪,应依法依规对其进行刑事责任追究进行控告。

事实与理由:

一、公诉人在讯问被告人时,直接对侦查机关笔录进行复制粘贴,严重违法。

《检察官法》第五条明确规定:“检察官履行职责,应当以事实为根据,以法律为准绳,秉持客观公正的立场。”宝山区检察院朱佳琳检察官作为本案公诉人,在对被告人进行讯问时,直接复制粘贴侦查机关所做的笔录,明显违法。

在2025年2月的庭审中,吴少伟的辩护人明确指出,公诉人朱佳琳对王少波、吴海鹏、谷学羲、毛金毅等被告人进行讯问时,直接将侦查机关所做的笔录进行复制粘贴,相关笔录内容在在吴少伟、王少波、谷学羲等被告人的多份笔录,以及于某梦、王某强、陈某帅、冯某、于某涛等多名恒万公司员工的笔录中,重复出现,明显是侦查机关统一制作的模版。

在此情形下,朱佳琳作为公诉人,本应依法履行检察监督职能,向各被告人核实相关笔录的真实性,但是其却在讯问过程中直接进行复制,明显已丧失客观公正立场,在庭审过程中朱佳琳对复制笔录的违法行为不解释不回应,公诉人朱佳琳显然丧失了基本的检查监督的职责,丧失客观公正立场,而是滥用手中的职权,涉嫌渎职犯罪!在此情况下检察长孙琳、副检察长王晓林对朱佳琳检察官渎职行为视而不见消极不作为,拒不履行检察监督职责,严重渎职,应依法依规对其进行刑事责任追究。

二、上海市公安局宝山分局远洋捕捞,违规跨区域趋利执法辩护律师提出客观证据,证明侦查人员虚假立案、伪造被害人签名、编造有罪证据,隐匿无罪证据、取证比例严重违法意图构陷吴少伟等人构成诈骗罪,应依法依规对其进行刑事责任追究进行控告。

本案中,用以认定吴少伟等人构成诈骗的核心证据,是200余名报案人提供的报案材料。但是,辩护律师在庭审中提交的证据证明,大量报案材料,系宝山公安提供模版,诱导学员制作的,其指控内容与本案完全不符,根本不能认定吴少伟等人涉嫌诈骗。对于部分在报案材料中称,因自身工作需要报考恒万公司的学员,宝山公安竟将其报案材料隐匿,辩护律师直到审判阶段,才知道有上述证据。目前,本案是否仍有证据被隐匿,尚未明确。

对于前述模版内容,公安机关本应向被害人制作笔录,进行核实。但是据了解,在案仅有10份被害人陈述,仅占公安机关所认定的3527名被害人的0.28%。此外,辩护律师在庭审中还指出,在案何某心笔录中,其被害人权利义务告知书签字字迹与询问笔录字迹明显不符,经过北京信诺司法鉴定所鉴定“不是出自同一人笔迹”(京信【2025】)文鉴字第10号司法鉴定意见书)。办案的工作人员公然伪造证据,证据确凿,铁证如山。办案民警已涉嫌伪造证据材料,依法应当追究刑事责任。

三、本案系宝山公安为完成“砺剑2023”专项行动业绩指标,所开展的远洋捕捞行为,公诉机关拒不列明被害人名单,严重违法

2022年7月起,吴少伟等人在北京市顺义区经营恒万建工(北京)科技集团有限公司(下称恒万公司),从事注册安全工程师考试(国家职业资格考试)培训工作。公司主要经营模式为,在百度平台投放广告,有证书报考需求的客户留下个人信息后,由北京螳螂科技有限公司提供数据,供公司员工给有意向报考客户拨打电话进行课程内容介绍,并为报名客户提供合同、书籍及课程服务。

上海市公安局于2023年开展聚焦打击“‘证书挂靠’类招工诈骗案”的“砺剑2023”专项行动,上海公安在上述专项行动指导下,将多家教培企业相关人员认定为诈骗并进行刑事追诉。2023年6月,2023年6月29日,在没有北京公安配合的情况下,宝山公安异地对位于北京的吴少伟等人进行抓捕。2024年1月,侦查机关将上述71名犯罪嫌疑人,移送宝山区人民检察院审查起诉,由朱佳琳检察官担任公诉人。但是,朱佳琳检察官根据审计报告,认定涉案诈骗金额1790万余元,但至今未列明被害人,法院在审理过程中也不通知被害人参与诉讼,显然不打算把钱款发还给所谓“被害人”。

四、北京的民营企业恒万公司被远洋捕捞到千里之外的上海宝山,上海市公安局宝山分局虚构接报案材料,制造管辖连接点,对恒万公司吴少伟等人虚假立案。

在案接报回执、受案登记表、立案决定书均显示,宝山公安于2023 年 6 月 20 日接到匿名举报,但上述接报回执未附任何该报案人提供的报案材料和证据。该接报回执称,“我局在工作中发现……现已查明涉案金额约 40 万元,嫌疑人在北京作案”。按平均学费5000 元/人计算,2023 年 6 月 20 日立案之前,宝山公 安应当至少收集到80 人的报案材料。但是,在案现有报案材料中,最早的报案时间却为 6 月 27 日。诉讼中,辩护人指出报案材料系虚假时,公诉人改口称是在“工作中发现”。案发前恒万公3000多名学员没有一人向北京市政府部门投诉被骗,也无一人提起民事诉讼,更无一人向北京市公安报案被骗的情况下,远在千里之外的宝山公安以所谓的工作中发现,这显然是不真实的。

一个案件连程序都不能保证公正,如何让我们老百姓去相信这个案件地结果的公正。请立案调查徇私枉法的相关人员。

此外,前述专项行动结束后,对于位于山东明确在合同中约定挂靠事项的教培机构,宝山公安以不具备管辖权不予立案。而恒万公司在学员缴纳课程费用前,均向学员出示课程培训服务合同,该合同系北京市人社局公示的示范文本,不包括任何兼职挂靠事项。

综上,公诉人朱佳琳明知本案系宝山公安为完成相关业绩指标开展的远洋捕捞行为,仍拒不纠正,更在讯问过程中直接复制粘贴侦查机关的笔录,公诉人朱佳琳滥用职权,涉嫌伪造证据,侦查人员编造有罪证据,隐匿无罪证据涉嫌渎职犯罪望依法依规追究其刑事责任。

美国“女股神”凯西伍德(Cathie Wood)重新开仓买入中国科技巨头阿里巴巴的股份,为四年来首次。随着市场看好阿里巴巴在人工智能(AI)领域的布局,阿里巴巴的股价已上涨至多年来的最高点。

据彭博社报道,伍德的方舟投资管理公司的每日交易报告显示,旗下两只交易所交易基金(ETF)星期一(9月22日)买入了阿里巴巴的美国存托凭证(ADR)。根据基金持股报告,这些股份总价值约为1630万美元(2093万新元)。

阿里巴巴的ADR在星期二(23日)触及2021年11月以来的最高水平,今年迄今已几乎翻了一番。在阿里巴巴核心电商业务受到拼多多等对手日益激烈竞争的冲击之后,投资者加大押注阿里巴巴进军AI的战略将重振增长。

中国市场的竞争激烈程度往往远超美国。美国的汽车制造商数量屈指可数,而中国有100多家电动汽车制造商在拼命争夺市场份额。中国的太阳能组件制造商数量之多,以至于产量高出全球需求的50%。大约100家中国锂电池制造商生产的电池总量高出全球需求的25%。
虽然这迫使中国的制造商们创新,但也导致了价格战、亏损和坏账,这正逐渐演变为严峻问题。
中国正在走向通货紧缩,这种价格螺旋式下降的问题往往带来灾难性后果,曾在20世纪90年代导致日本经济陷入长期低迷。中国的领导人将这个问题归咎于所谓“内卷”,也就是无序的国内竞争。他们试图通过行政手段迫使企业维持价格稳定,并指示地方政府削减补贴来遏制这种现象。

中国对“内卷”一词的关注可追溯到20世纪60年代,该词出现在美国人类学家克利福德·格尔茨的著作中,他提出理由说,印度尼西亚无法养活自己,是因为该国的人口增长速度超过了农业生产力提高的速度。格尔茨用人类学术语“内卷”来描述这种恶性循环,指的是一种不能适应变化的文化模式。他的分析在中国引起了共鸣,那时,这个世界人口最多的国家正面临着养活人民的困难。
疫情期间,这个词在中国流行开来,年轻人用“内卷”来描述他们在经济停滞时代感受到的生存压力。2020年,一名清华大学学生在夜里一边骑自行车、一边把笔记本电脑放在车把上工作的视频在网上广为流传。在接下来的一年里,与“内卷”有关的帖子的阅读量超过了10亿次
起初,中国年龄更大的评论人士对“内卷”这个概念不以为然,称那是西方资本主义的症状。后来,到2024年时,中国的制造商们大量出现亏损,以极低价格出口国内滞销商品,以至于美国和欧洲不得不用加征关税来阻止这些商品的涌入。中国官员认为,问题的根源不是中国的经济体制。问题的根源在于破坏性的或“内卷式”的国内竞争。2024年7月,中国最高权力机构中共中央政治局首次把治理“内卷式”恶性竞争作为首要任务来抓。政府在五个月后召开的中央政经济工作会议上承诺“综合整治‘内卷式’竞争”。
这个表述方式对中国政府来说至关重要。美国和欧洲一直批评中国用导致西方竞争对手破产的价格出口本国制造业的过剩产品。通过把其努力重新包装为应对“内卷”而非化解产能过剩,中国政府可以强调,这样做不是屈服于西方压力。中国一个驻外使馆的发言人曾把西方压力描述为“赤裸裸的经济胁迫和霸道霸凌”。
在美国,通过减少产量、收回信贷以及让公司破产,市场能解决供应过剩的问题。中国则倚重政府和中共的调控手段。监管机构按照传统治理方式行事,约谈汽车制造商银行经理、水泥生产商以及电商平台等,警告他们不要过度降价。官员们正在计划组建一个多晶硅企业联盟,试图缓解太阳能产品价格战问题,同时,政府也在修订价格监管规定,以防止被官方媒体《环球时报》称为“疯狂式”的竞争。中央政府还向地方政府官员们发出信号,叫他们不要为亏损的地方企业提供帮助,这是一项长期经济政策的重大改变,地方官员们曾把自己的政治生涯建立在扶植当地企业上。
这类干预措施往往收效短暂。今年7月,中国的投资支出速降,市场研究公司龙洲经讯认为,这可能是“反内卷”努力的结果。如果这个趋势无限期持续下去的话,中国经济会出现崩塌。政府必然会在危机爆发前调整政策。

导致供应过剩的长期政策依然未被触动。地方官员的政绩考核标准仍聚焦于经济增长与社会稳定。这反过来意味着必须维持地方企业的运转,以确保稳定的就业和税收。
大约十年前,中国政府发动过一场类似的运动以减少钢铁供应过剩。钢铁厂大张旗鼓地停产了高炉,有时甚至为了上电视新闻而把高炉炸毁。被选择停产的高炉通常是老旧设施,而地方政府则继续为建设更现代化的设施提供补贴。最终钢铁产量不降反升,美国也为抑制钢铁进口提高了关税。
中国当前需要的不是更多的政治运动,而是扩大国内支出,这才能反过来将更多的过剩供应消化掉。西方国家的官员和一些中国经济学家提出这个建议已有多年,但中国始终抗拒这样做。私人消费约占中国国内生产总值的40%,相比之下,美国的私人消费约占GDP的69%,在制造业强国德国,私人消费约占GDP的53%。消费不足的部分原因是中国家庭大量存钱,以弥补薄弱的社会保障体系。
关于如何刺激中国消费支出的建议并不少,从降低所得税到提高养老金和医保覆盖率,再到出售地方国企并向全省居民分配股权等均有探讨。
到目前为止,中国仅有限改善了社会保障系统,政府对削弱国家对经济的控制、让消费者起更大作用持谨慎态度。几乎没有理由认为这种情况会改变。中国很可能会通过“反内卷”运动得过且过,寄希望于他国(甚至是对中国商品征收高额关税的美国)进口中国产品,来化解本国的过剩商品。
这种模式可能已难以继续驱动经济增长。风险在于中国将步日本后尘,陷入难以轻易脱身的长期停滞期。

据路透社报道,卡尼星期二(9月23日)在纽约向记者说:“在关税方面我们与美国有一些协调,我将特别强调钢铁行业,我们在这方面采取的方针非常明确,并且我们与总理和中国同事就此及背后原因进行了公开讨论。”

根据卡尼办公室发布的谈话记录,卡尼和李强还讨论了“农业和农产品,如油菜籽,以及海鲜和电动汽车”。

卡尼表示,与中国官员进行了“一系列非常有建设性的讨论”。

他还说:“这些讨论将会深入。我期待在适当的时候与习近平主席会面,并继续与总理进行对话。”

苏永康致歉:23年没一天忘记犯的错

因曾涉毒而演唱会被喊停的香港歌手苏永康发文道歉,称自己明白错误的污点是永不能磨灭的,“在过往的23年里没有一天忘记过我犯的错。”

苏永康原定10月6日在浙江温州举办演唱会,门票此前已售罄,但有网民举报他曾涉毒,因此演唱会被喊停并启动退票。公开报道显示,2002年,苏永康在台北一酒吧被搜出毒品后被捕,之后入狱强制勒戒11天即出狱。

苏永康星期三(9月23日)晚在个人微博发致歉声明,为23年前的错误占用公共资源致歉,表示“污点永不能磨灭”,但希望努力让污点“褪色成一道带鼓励性的疤痕”。

他说:“这23年来,我没有一天忘记过我犯的错,我未曾企图忘记它,反而常常想起它,提醒自己往后要好好地走好人生每一步。同时也希望大众借着我的错及后果自省人生不能重来,要谨言慎行。”

这条微博帖文下,也有不少网民鼓励他人谁无过,应该向前看,但也有网民称“劣迹艺人”不应再出现公众面前。

此外,他也疑连累《声秀》在中国大陆被停播。网民在小红书留言指看不到香港无线音乐综艺节目《声秀》,该节目原本的播出档期,改为重播节目《辉哥为食游》。有网民猜测节目被停播的原因,与苏永康担任导师有关。
