Jay Jones is back in the Democratic fold amid texting scandal

NORFOLK, Virginia — Jay Jones, the embattled Democratic nominee for attorney general in Virginia, made a surprise appearance at a major Democratic campaign rally Saturday aimed at revving up the party faithful ahead of the high-stakes statewide elections Tuesday.

Jones — whose years-old violent text messages triggered a nationwide GOP backlash and a steady drumbeat of calls for Democrats to push him off the ticket — opened the event, where headliner former President Barack Obama energized voters in support of Abigail Spanberger, the party’s gubernatorial nominee.

Speaking before Spanberger and Obama took the stage, Jones made no mention of the scandal that prompted Spanberger to distance herself from him. He instead focused his brief remarks on Jason Miyares, seeking to cast the incumbent GOP attorney general as a puppet for President Donald Trump.

“Trump has endorsed Jason. … He said ‘Jason will never let us down,’ and what that means is that he'll never let Donald Trump down,” Jones said, with the crowd at the Chartway Arena erupting in boos in response to the mention of the current president.

He cast his opponent as being a “willing enabler” of the president, who has wreaked havoc on Virginia residents, and claimed Trump “illegally fires workers [and] levies tariffs that destroy our regional economies, including the Port of Virginia.”

The overwhelmingly Democratic crowd received Jones warmly, with cheers and applause. He reminded them he grew up in this region, which he said will help Virginia send a message to Trump on Election Day.

Republicans, including Trump, have seized on the text messages from Jones, who in 2022 sent to a colleague messages fantasizing about shooting then-House Speaker of Virginia Todd Gilbert, a Republican. Jones has apologized but refused calls, including from his opponent Miyares, to end his bid for attorney general.

Spanberger criticized those text messages, but like most other prominent Democrats in the state and nationally, did not call on him to drop out.

Speakers who appeared after Jones, including Democratic Rep. Bobby Scott, state Sen. Lamont Bagby and Sen. Tim Kaine all urged voters to vote for Jones on Tuesday.

“I met Jay Jones when he was 11 years old. I have known him for 25 years,” Kaine said, before laying into Trump, blaming him for the ongoing federal government shutdown and allowing funding for the Supplemental Nutrition Assistance Program to lapse. He pointed out that several states filed lawsuits against the administration — but not Virginia.

“Virginia didn't participate," he said, "because Jay's opponent wouldn't stand up and say ‘hungry people deserve the money in the contingency fund that was set for them.’ Jay would never do that.”

A woman has been charged over a theft at the Louvre Museum in Paris last month, French media report.

The 38-year-old, who has not been named, was charged with complicity in organised theft and criminal conspiracy with a view to committing a crime. She appeared before a magistrate, who will decide whether to detain her.

The woman was arrested earlier this week with four others. Two men who had previously been arrested were already charged with theft and criminal conspiracy after officials said they had "partially recognised" their involvement in the heist.

Jewels worth €88m (£76m; $102m) were taken from the world's most-visited museum on 19 October.

Four men carried out the daylight theft.

Two of the alleged thieves - who had been arrested earlier - later admitted their involvement in the theft, while the fourth person has not yet been caught.

Appearing before the magistrate on Saturday, the woman was in tears as she confirmed that she lived in Paris' northern suburb of La Courneuve suburb, a journalist working for the AFP news agency reported.

The hearing then continued behind closed doors at the prosecution's request.

She was one of the five people arrested earlier this week in and around the French capital, including the suburb of Seine-Saint-Denis. One of those held has been released without charge.

However, one of the five is thought to have taken part in the heist.

UK aid for Hurricane Melissa reaches Jamaica as Britons to be evacuated

A flight carrying British aid arrived in Jamaica early on Saturday to help with recovery efforts after Hurricane Melissa, as the UK plans its first chartered flight to bring British nationals home later on Saturday.

The aid flight brought more than 3,000 emergency shelter kits as part of a £7.5 million regional emergency package.

Part of the funding will be used to match donations to the International Red Cross and Red Crescent - with King Charles and Queen Camilla among those who have donated.

Despite aid arriving in Jamaica in recent days, fallen trees and landslides have complicated distribution efforts after Hurricane Melissa devastated parts of the island, killing at least 19 people.

The hurricane made landfall in Jamaica on Tuesday as a category five storm and was one of the most powerful hurricanes ever measured in the Caribbean.

Melissa swept across the region over a number of days and left behind a trail of destruction and dozens of people dead. In Haiti, at least 30 people were killed, while Cuba also saw flooding and landslides.

Jamaica's Information Minister Dana Morris Dixon said on Friday "there are entire communities that seem to be marooned and areas that seem to be flattened".

The UK initially set aside a £2.5 million immediate financial support package, with an additional £5 million announced by Foreign Secretary Yvette Cooper on Friday.

Cooper said the announcement came as "more information is now coming through on the scale of devastation caused by Hurricane Melissa, with homes damaged, roads blocks and lives lost".

The British Red Cross said, as of Saturday morning, that 72% people across Jamaica still do not have electricity and around 6,000 are in emergency shelters.

The organisation said the King and Queen's donation would help the International Federation of Red Cross and Red Crescent (IFRC) "continue its lifesaving work" - which includes search and rescue efforts in Jamaica as well as ensuring access to healthcare, safe shelter and clean water.

Although aid is entering the country, landslides, downed power lines and fallen trees have made some roads impassable. The situation has made it difficult to get aid to the worst-hit areas.

Some communities are being affected by water shortages, while the BBC has seen queues for petrol pumps, with people waiting for hours to then be told there is no fuel left when they reach the front of the queue.

Some people are seeking fuel for generators, others for a car to reach an area in which they can contact people, as the power is still down across most of the island.

Around 8,000 British nationals were thought to have been on the island when the hurricane hit.

The UK's first chartered flight to bring British citizens home is set to leave Kingston's Norman Manley International Airport late on Saturday.

The UK foreign office has asked travellers to register their presence on the island.

The department also advises travellers to contact their airline to check whether commercial options are available.

A man who died in a helicopter crash in Doncaster on Thursday has been named by his family as Peter Smith, aged 70.

The pilot, 41, and two other passengers, a 58-year-old woman and a boy, 10, suffered minor injuries.

In a statement released by South Yorkshire Police, the family described Mr Smith as "a beloved husband, father and grandfather" and said they were "all devastated by this sudden loss".

"He had a real passion for aviation, and this was something he shared with his family," they added.

"He particularly liked to spend time with his grandchildren doing crafts and playing. He was a proud family man who spent a lot of his time with his son, both working with and socially. Peter loved to have meals out with his wife and had a particularly sweet tooth."

The aircraft had taken off from Retford Gamston Airport, in Nottinghamshire, shortly before it crashed in the Doncaster suburb of Bentley, off Ings Lane, just after 10:00 GMT.

South Yorkshire Police and the government's Air Accidents Investigation Branch (AAIB) have launched a joint investigation into the incident.

In the statement, the family said they were supporting the investigation and asked people "to not speculate on the circumstances surrounding the accident".

"We would like to ask for privacy during this incredibly difficult time to allow us to come to terms with what has occurred and grieve for the loss of Peter," they added.

A spokesperson for the AAIB said a team of experts in aircraft operations, engineering and recorded data had been deployed to the site on Thursday.

The aircraft is understood to have been owned by Kuki Helicopters, based at Retford Gamston Airport. The firm said it would "continue to support" the agencies involved in the investigation into the crash.

The firm, which according to its website offers flying lessons and experiences, said in a post on Facebook: "At this very sad time all our thoughts and prayers are with the family and friends of all those involved in the helicopter incident which happened yesterday."

The statement continued: "Our heartfelt condolences are sent to everyone affected by this tragedy and we will of course continue to support relevent agencies involved in the continuing investigation."

Thousands of poorest Scots to receive free weight-loss jabs in trial

Thousands of people from some of Scotland's most deprived areas are to be offered free weight-loss jabs as part of government-funded research.

Up to 5,000 people in Scotland will take the injections as part of the multi-million pound study being led by Glasgow University.

The findings will provide insight into the lives of people living with obesity and health inequalities across the UK.

If successful, it could lead to a wider rollout of the injections throughout the country.

The jabs copy or boost the effects of natural hormones called incretins, which control blood sugar levels.

They act on areas of the brain which impact hunger and appetite and can slow down how fast the stomach empties. This may help people living with obesity regulate their eating habits.

The UK government has provided an initial £650,000 for the Scotland CardioMetabolic Impact Study (SCoMIS).

As a leading cause of long-term illness such as heart disease and cancer, tackling obesity will help millions live longer healthier lives and reduce the pressure on health services, potentially saving the NHS billions annually.

UK Health Innovation Minister Dr Zubir Ahmed said: "As a practicing NHS surgeon and Glasgow MP, I know firsthand the impact of the obesity crisis that plagues Scotland – and the litany of health problems it leads to.

"More than 1 in 3 adults in Scotland's most deprived areas are living with obesity. The UK government is committed to tackling inequality wherever it finds it in our country.

"It's why this landmark UK government investment is targeting help where it's needed most in Scotland and meeting people where they are and backing helping the NHS services they trust to treat them."

Aims of the study:

  • To test how weight‑loss medicines can be delivered effectively and fairly in everyday NHS care.
  • To measure the level of weight loss and improvements in quality of life, particularly for patients in disadvantaged areas.
  • To examine the impact on obesity‑related illness, NHS use, and overall healthcare costs.
  • To explore whether better health through weight loss can help people stay in work, reduce sick leave, and take a fuller part in society.

Jason Gill, professor of cardiometabolic health at Glasgow University, who is leading the study, said: "While tackling obesity requires multifactorial public health action, incretin therapies add a powerful new tool to the national obesity strategy.

"The burden of obesity is greatest in the most deprived segments of society and the status quo risks widening health inequalities.

"SCoMIS aims to be a landmark real‑world study evaluating a new model of obesity care, providing incretin treatment via primary and community care to Scottish adults living with obesity, with a focus on those in the most economically deprived communities."

'Cutting-edge research'

Jenni Minto, Scottish minister for public health, said the Scottish government was proud to be leading the way in tackling obesity through innovation and collaboration.

"This study places patients and communities at the heart of cutting-edge research into weight-loss medicines, ensuring we build the evidence needed to deliver the greatest benefit to those who need it most," she said.

UK Science Minister Lord Vallance said: "Scotland has always been at the forefront of medical innovation and public health, and this initiative is further proof of the world-class expertise that can be found here.

"By learning how these weight-loss medicines work, and how we can support them to reach our most deprived areas, we can slash health inequalities in Scotland and the rest of the UK so that our obesity strategy delivers a real, lasting change."

The study, which will be launched next year, also involves industry leaders Novo Nordisk and IQVIA, as well as clinical leaders at the Universities of Dundee and Edinburgh.

They will work out how to make best use of AI driven digital technologies to support patient access, engagement and data collection.

The study will involve 3,000 to 5,000 Scottish patients living with obesity who will benefit from the medicines the most.

Americans brace for healthcare insurance costs to spike as subsidies set to end

Americans are expected to see skyrocketing health care prices as the open enrollment period for insurance through the Affordable Care Act marketplace begins on Saturday.

About 24 million people buy health insurance through the marketplace, the majority of whom used to receive tax credits to lower the monthly price of insurance.

Without credits, the monthly cost could rise by 114% on average, according to health research nonprofit KFF. This could mean an extra $1,000 a year, and in some cases much more.

Democrats have demanded the healthcare subsidies, which expire at the end of the year, be extended in exchange for ending the month-long federal government shutdown.

Republican leaders have argued the health insurance issue should be dealt with separately, and after the government reopens. Though some conservative lawmakers have expressed concerns with the subsidies ending.

For those who have previously made use of the tax credits, the new costs could be a shock.

Stacy Cox and her husband, who are small business owners in Utah, were paying $495 (£376) a month for health insurance.

Ms Cox said that without the tax credits, their monthly premiums are estimated to rise to $2,168, a 338% increase.

"It's horrific to actually see real numbers," she said.

If the subsidies are not extended, Ms Cox said she and her husband will cancel their health plan and buy some type of emergency insurance, which would not cover any of their routine and preventative health care costs.

The back-up plan is worrying for Ms Cox, who has an autoimmune disease, and her husband, who has hereditary cardiovascular disease.

"It's horribly stressful, because what I know is that the emergency plan is not going to cover what I need," she said.

Experts say that about seven million people like Ms Cox are expected to stop buying health insurance through the marketplace if the tax credits end. Of those, around four to five million are expected to lose health care coverage altogether because they won't be able to find other means, some experts suggest.

Lawmakers remain at an impasse over the issue, as they enter the second month of the government shutdown.

Democrats are seeking to renew the subsidies and reverse steep cuts President Donald Trump made to Medicaid, the government-run programme which provides healthcare insurance for low-income adults, children, pregnant women, elderly adults and people with disabilities.

Some Republican lawmakers have criticised the subsidies as a part of Obamacare legislation that they do not support.

But at least a few conservative lawmakers have said they want the tax credits to continue, including Trump ally Marjorie Taylor Greene, who has said she is "absolutely disgusted" by the subsidies ending.

Americans were also facing the possibility of a suspension of food aid used by more than 40 million people, because of the government shutdown.

But judges on Friday ruled that the Trump administration must pay for the Supplemental Nutrition Assistance Program (SNAP) benefits using emergency funds.

President Donald Trump reacted to the legal decision via Truth Social on Friday, saying: "our government lawyers do not think we have the legal authority to pay SNAP with certain monies we have available, and now two Courts have issued conflicting opinions on what we can and cannot do.

"I have instructed our lawyers to ask the Court to clarify how we can legally fund SNAP as soon as possible," he said.

The New Jersey bellwether testing Trump’s Latino support

PASSAIC COUNTY, New Jersey — Both candidates in the New Jersey governor’s race have something to prove here in Passaic. It’s ground zero for the inroads President Donald Trump made with Latino voters — Trump won this plurality-Latino county last year, the first GOP presidential candidate to do so in decades — and it offers the first big litmus test of whether the Latino shift toward the GOP in 2024 will stick without Trump on the ballot.

That is, if Latino voters show up.

With just days left until Election Day, there are concerns on the ground that Democrat Mikie Sherrill’s and Republican Jack Ciattarelli’s campaigns have not done enough to reach the hyperlocal and swingy communities of Latinos in this northern pocket of New Jersey. Strategists and local leaders told POLITICO they’ve witnessed a lack of enthusiasm in Passaic County, where campaign messaging and activation around Latino voters is falling flat.

“It’s not as proactive as they needed to be,” said a Democratic strategist with roots in Passaic, who was granted anonymity to speak candidly.

Around Passaic, there’s a resounding recognition among Latino leaders and some organizers that this bellwether bloc of voters may not vote this year. Latino voters, like other minority groups, historically have lower levels of engagement in off-year elections.

“I’m asking you, please, do not stay home,” Passaic Mayor Hector Lora told a crowd of Sherrill voters at a campaign rally in Paterson last Sunday. “New Jersey is watching Passaic County, and the nation is watching New Jersey,” Christine Tiseo, a local councilmember, said at the same rally.

The signs of lagging enthusiasm are evident on the ground. A trip up Main Avenue, which cuts through the city of Passaic heading into Clifton and Paterson, is devoid of campaign postings or early voting signs. The main library in Clifton, which serves as an early voting site, has been under construction for months and is adorned with large black-and-white signs signaling its temporary closure. Prospective early voters have to make their way around the back of the building to find the entrance available to them.

“How the hell do you expect these people to vote!” Jeannette Mestre, a Clifton voter, told POLITICO on the sidelines of Sherrill’s event.

The most noticeable sign of life from either campaign during the past week came by way of canvassers from Make the Road New Jersey, who’ve been in the city of Passaic for months campaigning for Sherrill and speaking to thousands of residents to remind them to vote. During their third round of door-knocking Thursday in Passaic — which Trump carried with 52 percent last year — two canvassers noted the lack of visibility for either campaign in the neighborhood.

“It’s like they’re literally trying to get people not to vote,” said Lori Gonzalez, a volunteer with Make the Road. She estimated that of 60 voters her group connects with, about 40 will stay home. Knocking on doors of midsize residential buildings in Passaic on Thursday in the pouring rain, a consistent trend emerged: The decided voters — usually younger, all who have already prepared to vote — said they’re going for Sherrill. But many were unsure, and most of the others said they weren’t planning to hit the polls.

That trend is also playing out across the area: Passaic County’s early voting numbers are lagging behind, with Democratic turnout at 13.4 percent — six points below the state average, with a similar lagging trend for mail-in ballots. It’s the manifestation of anxieties ruminating within Latino strategists and local politicians that the community just hasn’t been rallied or motivated enough to vote.

“We fought a good fight for the primary, but now I see an apathy,” a local Democratic leader said about Sherrill’s campaign. “I would have wished to have seen more done in the Latino communities — you know where people are feeling like, ‘Wow, they care.’ And I believe that they care, but I think the campaign — I don't think it's making sure. [Sherrill’s] just out there, just going from space to space, and it's a big state.”

Democrats’ theory of the case is that many voters in Latino strongholds like Passaic County had election fatigue in 2024; the right messaging didn’t reach them, so they chose Trump as a change agent who would help their pocketbooks or they simply stayed home. Winning Passaic back would not only chip away at Republicans’ gains, but also provide Democrats a battle-tested message to take into midterms.

Republicans are betting that their success with Latino voters last year wasn’t just a Trump effect, but rather a budding realignment of Latinos and working-class voters nationwide with whom they share values. Latinos are “waking up to the fact that the current policies have failed us, but also, the Democratic Party has been taking them for granted,” Ciattarelli told POLITICO on his tour bus after his rally in Clifton last Saturday.

Ciattarelli’s campaign has spotlighted him at practically every Latino parade in the state, connecting with Latino churches and small-business owners, said Kennith Gonzalez, who leads the campaign’s Hispanic outreach. Sherrill’s campaign has focused on connecting with local Latino leaders and groups, who can channel her message into their communities, campaign vice chair Patricia Campos-Medina said.

The problem is, with either approach, there’s people who fall through the cracks, according to Rafael Collazo, the executive director of the UnidosUS Action PAC, one of multiple groups supporting Sherrill and working to reach Latino voters across the state. “It’s hard to put a number on it, but a significant amount of Latino voters aren't really touched by those networks on either side,” he told POLITICO.

Despite the millions of dollars in investments in Spanish ads and media outreach, the strategists and local leaders said Sherrill’s campaign has not spent enough time effectively connecting with hyperlocal Latino communities. A Democratic strategist granted anonymity to speak candidly said Sherrill’s running a suburban campaign with Latinos: “It’s like they took the strategy that you apply to the suburbs and try to take it statewide.” That comes amid general concerns in the final weeks about the enthusiasm surrounding Sherrill’s campaign, as POLITICO has previously reported.

Immigration is also bubbling as a flashpoint. Of the Passaic residents who spoke with Playbook about the election, all named immigration — ICE raids and deportations, more specifically — as their chief concern. The county is around 42 percent Latino, but cities like Passaic are up to 70 percent Latino, immigrant-dominated areas with some of the biggest concentrations of Puerto Ricans, Dominicans and Peruvians anywhere in the U.S. Ciattarelli has toed a delicate line by aligning himself with MAGA while softening on some immigration issues, but recent polling suggests that Trump’s sway with Latino voters generally is dropping.

“It’s the first meaningful temperature check since the last election,” Carlos Odio, a Latino analyst and pollster with Equis Research, told POLITICO. “And it’s fitting that it be here, because this is where you saw the biggest shifts from ’20 to ’24.”

Canvassing continues as the final days approach. Ciattarelli’s campaign is knocking doors this weekend in Paterson and nearby Woodbridge, while Make the Road said it’ll keep going for Sherrill in Passaic through Tuesday. Sherrill was scheduled for a get-out-the-vote rally in Clifton on Saturday.

But the campaigns will find out if they walked the walk with Latino voters on Tuesday. Sherrill, for her part, is talking the talk, at least. In a high school gymnasium in Paterson last Sunday, surrounded by Latinos volunteering for her campaign, Sherrill made a heartfelt plea to the community.

“Necesito su voto, familia,” she told the crowd in Spanish: I need your vote.

How al-Qaida-linked jihadist group JNIM is bringing Mali to its knees

Armed groups of JNIM fighters have blocked key routes used by fuel tankers, disrupting supply lines to the capital Bamako and other regions across Mali.

The al-Qaida-linked jihadist group Jama’at Nusrat ul-Islam wa al-Muslimin (JNIM) is gradually converging on Mali’s capital, Bamako, with increasing attacks in recent weeks, including on army-backed convoys.

Should the city fall, the west African country would be on its way to becoming an Islamist republic with strict interpretations of sharia law.

That would fulfil a jihadist mandate following in the steps of Taliban-ruled Afghanistan or Syria, where the former rebel Ahmed al-Sharaa, previously known by his nom de guerre, Abu Mohammed al-Jolani, is now head of state. In areas under its control, JNIM is already enforcing dress codes and punishments via courts that, as Human Rights Watch noted in a 2024 report, did not adhere to fair trial standards.

On Tuesday the US state department issued its second advisory in a week to its citizens in Mali, urging all US citizens to “depart immediately using commercial aviation”, citing infrastructural problems and the “unpredictability of Bamako’s [the capital] security situation”. On Wednesday, Australia, Germany and Italy also urged their citizens to leave as soon as possible.

Observers within and outside Mali say things could escalate faster and that the US’s warnings are the latest indication that the country is on the brink of a third successful coup in five years and the sixth since independence from France in September 1960.

“I don’t want to sound too dramatic, but the country is collapsing before our eyes,” a former Malian minister who now lives in exile told the Guardian anonymously. “I would not be shocked if another overthrow happens within the next few days.

“Before 31 December, a coup will happen in the Sahel,” the former official continued. “Mali will go first and then you’ll have the same domino effect that we’ve seen between 2020 and 2023, with all of these countries falling one after the other.”

Mali is grappling with a two-week fuel scarcity due to blockades targeting trucks from neighbouring Ivory Coast, Mauritania and Senegal, by JNIM. Drivers and soldiers have either been kidnapped or killed – or in some cases, both.

Landlocked Mali relies mostly on imports to keep its stuttering economy running. In the absence of the fuel trucks, life has come to a standstill in most of Bamako.

Long queues in gas stations are a common sight now, and in many parts of the city, there is no electricity. Shops and supermarkets are closed, as many people stay indoors, unable to find transport and prices of food items keep rising. Schools have also been shut down tentatively, until 9 November.

Analysts such as Ulf Laessing, the Bamako-based head of the Sahel programme at the German thinkthank Konrad Adenauer Foundation, say next week could be pivotal in the lifespan of the current junta.

“I think next week will be really bad, because then the existing stocks everybody’s living off will be gone,” he said. “It’s hard to see a way out. It’s just difficult to see how they can resupply the capital in sufficient quantities.”

Several analysts approached by the Guardian declined to comment on the matter, saying the regime’s sensitivity about comments deemed to not be strongly in its favour, is at an all-time high.

An Islamic state

“So far nobody is demonstrating against the government because I think they know if they brought down this government, then the next one would be an Islamist one so it can also kind of strengthen the regime’s resolve a bit,” said Laessing.

In June 2020, civil society, religious groups and opposition parties formed a protest coalition known as the June 5 Movement – Rally of Patriotic Forces (M5-RFP) that spearheaded large-scale protests against the democratically elected president Ibrahim Boubacar Keïta, citing corruption and worsening security.

Among the M5-RFP’s most visible figures was Mahmoud Dicko, an influential and controversial imam who first came to national spotlight with his role in the 1991 coup of the then president Moussa Traoré. The cleric’s mobilisation played a key role in forcing the collapse of the Keïta government.

During one meeting where the regional bloc Ecowas, or the Economic Community of West African States, mediated between the state and M5-RFP, Keïta dropped a shocker. “I was part of the meeting when he told Ecowas leaders that Imam Dicko wants Mali to become an Islamic country under sharia law,” the former minister said. “When he said that, hell broke loose.”

Within two months, soldiers led by Assimi Goïta, a young captain, took over government, replacing parliament with the National Transitional Council (NTC). A second coup within a year led to Goïta being sworn in as head of state.

However, the junta’s promises have mostly been unfulfilled. The NTC, headed by Col Malick Diaw, scheduled elections for February 2022 but has repeatedly postponed them.

In the meantime the death toll from the insurgency has risen sharply; the total since 2012 has exceeded 17,700, with more than two-thirds of that occurring after 2020, according to data from the Africa Center for Strategic Studies. JNIM, whose finances have been boosted by several high-profile ransoms paid for abductees, including Emirati citizens, is expanding operations to Benin and Nigeria in coastal west Africa.

Human rights groups have also alleged that Mali’s operations with Wagner mercenaries and pro-junta militias comprising hunter militias are rife with abuses.

End of the road?

The junta’s isolation seems nearly complete.

It signed a pact for military assistance with the regimes of Burkina Faso and Niger but the effect of that remains to be seen. Having broken off relations with Ecowas, Mali is also unable to draw on its military resources.

In recent years, some foreign diplomatic missions have scaled back their presence just as the junta expelled staff from other groups amid deteriorating relations with the west.

Consequently, there have been reports of increasing frustration within the ranks of the army, suggesting internal tensions among the five colonels who staged the first coup. Two of them, Diaw and the defence minister, Sadio Camara, are being mooted as potential successors who could replace Goïta.

Meanwhile, Dicko, who has been in exile in Algeria since 2023 after falling out with the government and losing his diplomatic passport, is expected to return.

“Some JNIM people are asking for Dicko to come back so they can negotiate with him instead of the Malian government,” the insider said. “This is their end goal, to turn Mali into an Islamic state and they’re very close.”

Politicians rarely comment on the royals. That could all change after the Andrew saga

"You might think this is about Andrew," a senior Whitehall figure wonders out loud.

"But put this in your diary as a pivot point in the relationship between Palace and Parliament."

Will this royal mess usher in a new era? And despite their conventional refusal to comment, could politicians become quicker to point out the monarchy's flaws, and more willing to speak out?

"Nice try!" was the then-Prime Minister Boris Johnson's response when he was asked by reporters about the original, disastrous interview with the man who was until 48 hours ago afforded his title Prince Andrew, back in 2019.

That just about sums up the response - for years. Ministers would rather do almost anything than speak out on the saga.

"It was more than being allergic - you were going into a no-win scenario," a former No 10 official recalls. "You either incur the wrath of the Palace, or you look like you are defending the indefensible."

The avoid-it-if-you-possibly-can tactic was not just associated with the long-running Andrew saga. For many years, the broad convention has been that senior politicians who want to get near government keep their mouths diplomatically shut about the royals, aside from bland praise, or supportive quiet murmuring.

And the convention worked both ways - with the Royal Family never talking about political matters in public. Polite nods in both directions were the order of the day. It has been deliberate - "don't upset the Queen, don't upset the King."

In our political system, it's hard to think of other areas where there is the same kind of unwritten rule. The former No 10 source says the prime minister is rarely told to not do something, but when it comes to the royals, aides and officials are "preprogrammed" to advise: do not get involved.

There have, of course, always been notable exceptions.

Former Labour leader Jeremy Corbyn is a republican, and questioned whether the royal family should be scaled back.

Boris Johnson infuriated the Palace when he closed down Parliament for weeks, suspected of seeking to stop MPs trying to thwart his ambition to take the UK out of the EU. For the Palace, that nakedly political action was deeply uncomfortable.

David Cameron was rapped on the knuckles when he claimed the late queen "purred" down the phone line when he told her the result of the Scottish referendum.

The leader of the Greens, Zack Polanski, tells me they are a republican party, and there are plenty of proud republicans peppered through Labour, the SNP, and Lib Dem ranks, although those aren't the parties' official positions.

The truth is, for those in, or close to power, the monarchy is not just a fact of political life, but part of it. The reason? Don't forget, the crown is depicted on the headed paper of government documents, on the front of our laws, and stamped on the side of ministers' red boxes. The government is his or her majesty's administration.

Ministers are appointed by the Crown. And that's not just abstract. Senior politicians who attend the Privy Council will see the monarch on a regular basis. The prime minister famously has an "audience", a one-to-one chat, with the King every week.

So the government and Palace are fundamentally connected through process and personalities. Insiders underline these real relationships are another reason for not taking potshots.

In the last few weeks, however, there is no question there's been a bolder appetite in Parliament. Revelation after revelation about Andrew's behaviour has prompted an unusual level of chatter. We've seen MPs trying to force a change in the law for him to lose his titles.

The Lib Dems pondered using their allotted time in the Commons to debate cranking up the pressure. And the powerful Public Accounts Committee has been demanding answers over Andrew paying only a peppercorn rent at his home in Windsor. Even though his big brother is calling in the removal vans, the PAC is still waiting for responses to its queries. Depending on the responses it gets, they may still launch a bigger investigation into the financial trail.

And while it still seems unlikely, the committee's MPs could even summon Andrew to give evidence to them.

American politicians have threatened to do the same - and UK Trade Minister Chris Bryant said on Friday morning he should attend if asked to do so, as any "decent person" would.

Even a few weeks ago, it's hard to imagine those kinds of comments escaping the mouth of any member of a British government.

The nature of the allegations - and arguably the Palace's hesitation to take bolder action over a long period of time - has changed the mood, reflecting, as politicians often do, the public's attitude.

"The truth is we are very supportive of the Royal Family and the King," one opposition source said. "But lots of people we spoke to knocking on doors were so unhappy, so we felt it needed to get sorted."

Unease about royal behaviour had spread way beyond regular critics of the monarchy – Robert Jenrick and Sir Ed Davey bringing it up "sent shockwaves".

And sources suggest messages were being quietly conveyed from government too. One said: "'people [...] politely saying to the Palace this is not going away and this is difficult - the government saying 'eek, this isn't going away' - will have been part of it."

It is also the case that the royal furore has been incredibly convenient for the government this week - grabbing headlines while Chancellor Rachel Reeves' behaviour was being questioned.

During royal scandals, "you breathe a sigh of relief as you guys - the media - go crackers over something else," a former No 10 official told me.

By her own admission, Reeves broke the rules. She didn't get her story straight at the start. Had the King made his decision a few days earlier or a few days later, the chancellor's embarrassment might have been building into a bigger scandal.

It'd be wrong to suggest it was politicians who sent Andrew packing. The King was very unusually heckled. There have been years of unease over Andrew's behaviour. Allegation after allegation.

Several weeks ago Virginia Giuffre's family went on my show and said Lord Mandelson should never have been the UK ambassador to the US.

But the role of Parliament and politicians did matter, a source says. Another Whitehall insider tells me it started in Parliament - and the Palace "would have been aware that it was becoming a bigger issue" there.

While technically, of course, the monarch is the ultimate boss, Parliament writes the cheques, through what's known as the Sovereign Grant, and has the power to scrutinise the Palace's spending.

So what now? Some MPs perhaps have a taste for exerting pressure on the royals. There is the possibility of a full investigation into Andrew's finances. There are already calls for a debate about removing Andrew from the line of succession. That would require a change of the law. It's not a tempting prospect for a weak government to pursue that kind of deeply controversial business.

But one insider tells me: "There are quite a lot of politicians in both houses who have wanted to get into this over the years and now Andrew has opened the door ajar and they can now push it fully open and go in."

Perhaps royal rows will become a more regular part of our political fare.

What another former Downing Street figure described as the "blanket blah-blah-blah, we can't comment" approach might have had its day.

La Voix brought the laughs - belting out Cher's Believe before diving into a Salsa to Strong Enough. The judges noted there was room for improvement, but La Voix's charisma on the dancefloor was lauded.

Other highlights included a mood-boosting dance by Ellie Goldstein and her partner Vito Coppola, who packed a punch with a dynamic Salsa to a Spice Girls medley. Goldstein even got a heart-warming video message from her favourite Spice Girl, Baby.

Despite some impressively garish trousers, YouTuber George Clarke hit a bum note with his Jive to Harry Styles' As It Was. Craig Revel Horwood, acerbic as ever, called it "flat footed", and Clarke and his partner Alexis Warr crashed out with the lowest score this evening - at 27.

But in the end, it was Jimmy Floyd Hasselbaink and his partner Lauren Oakley who left the competition follow a dance off against Amber Davies and Nikita Kuzmin.

This Saturday night, the remaining couples will undergo terrifying transformations as they perform routines they hope will win over the judges and audiences at home.

We can expect judges Shirley Ballas, Craig Revel Horwood, Motsi Mabuse and Anton Du Beke to embrace the Halloween spirit too - with all eyes on what costumes they might opt for.

Halloween week is also a milestone, as week six is almost halfway through the competition.

Fans can expect to enjoy plenty of tricks and treats from the vampires, zombies and skeletons.

But as always - the couple whose performance doesn't quite cast a spell will be banished during Sunday night's results show.

Meet the 'silver influencers' taking TikTok and Instagram by storm

Viv Truran says social media "is a welcoming space" for more mature people now

Eighty-one-year-old Viv Truran is very particular about how she takes her photos.

"We do it in portrait for social," she says, matter-of-factly.

Viv is embracing life as an online fashion content creator who regularly goes viral and is part of a growing number of women in later life turning to Instagram and TikTok to express themselves.

"I don't mind being called a 'silver surfer' or a 'silver influencer'. I'll take that," she said.

"Can you believe over five million people have seen me? I just can't get over it."

With almost 300,000 followers on Instagram, the content creator, who was born and raised in Cardiff, shares daily videos of her outfits and styling tips.

Her followers are from across the globe and she said they varied in age from people in their 20s to over-65s.

"I love the youngsters because they want me to be their grandma."

Viv said it was only when she got comments on her posts asking where her outfits were from that she became "for the want of a better word, an influencer".

After a career involving stints in the civil service and British Telecom, Viv became "Del Boy on legs" as a "wheeling and dealing" antique dealer in her late 40s.

But what does she think is at the heart of her success in her "third career"?

"I think people want authenticity and I think, I hope, I'm authentic. What you see is what you get."

Sherry Grossi, 81, from North Carolina in the US, tries to "give a lot of encouragement" to her almost 130,000 followers on Instagram and 30,000 on TikTok.

"I find that women, as they age, get booked into a certain category and you're supposed to slow down and you're not supposed to do this or that and, to me, that's totally wrong."

The businesswoman, mother and grandmother is pleased to see social media embracing people in later life and is determined to prove to older people that they shouldn't allow anyone to put them into categories.

"I see a lot more older influencers. People are thinking that 80 is the new 60, and 60 is the new 40.

"If I can do it at 80 years old, anybody can do it."

The Office for National Statistics estimates the number of people aged 65 and over increased across the whole of the UK, in the year to mid-2024.

Prof Eleri Rosier from Cardiff University Business School said it was no surprise to see the changing demographics reflected on social media, adding that there had been a "massively noticeable shift" of the age of the people shaping fashion and beauty content online.

"For a long time, social media has been dominated by younger creators but now, a lot more, we're seeing older influencers," she said.

She added that they were popular because they created content they know their followers enjoy.

Rhian Davies, 58, from Cwmbran, Torfaen, said she was once told of the idea that when many women hit middle age they become "invisible" and admits she "felt that".

But when the mum-of-two started sharing her outfits on TikTok, she racked up more than 170,000 followers.

"It is really important to me to show other women my age that it's still OK to take up space, it's still OK to want to look after yourself and do the best that you can."

Her most successful videos are when she's "showing the reality" of life and recording herself with no make up and natural hair.

"From very early on I realised that most women wanted to see themselves represented, not this perfectly groomed woman with the Aga in the background and the kitchen island.

"They wanted to see somebody that looked like them.

"When you're in your 50s, you don't always want to watch the ones in their 20s doing their makeup, because what works for them doesn't work for my age group."

Eight years on and with more than one million followers under her belt, the mother-of-two from the Highlands of Scotland is regularly invited to work with high-end brands such as Armani and L'Oréal.

She said: "With social media, it doesn't matter how old you are, where you live, the opportunity's there if you want to go for it."

郑智化10月25日下午发了这个微博,深圳机场10月25日晚上就做出了回应,期间也解释了升降机不能提高的原因,也做出了承诺,今后将试用登机连接装置。本来事情到这里,应该可以画句号了。整个事件就是有个乘客吐槽和批评了机场,虽然言辞激烈了一些,但说的基本也是实际情况,机场方也立行立改,整个事件的走向还是非常值得点赞的。

直到网络上突然流传出来了一段郑智化登机的视频。

视频里看到升降机和飞机机门落差确实很大,虽然有几名工作人员贴心地协助,但郑智化登机过程看上去确实还是非常地艰难。换位思考,人家当时误会升降机师傅故意不肯提高升降机,气头上发几句牢骚,其实也是可以理解的。但是有一些人看了视频不肯罢休了,火力全开地对郑智化开始了各种抨击。

然后10月27日郑智化出来道歉了。

高市早苗向习近平转达了日本对南中国海局势等问题的“严重关切”

法新社消息,日本首相高市早苗周五表示,在与中国国家主席习近平的首次会谈中,她向习近平表达了日本对包括南中国海在内的多个问题的“严重关切”。

她向记者表示,在韩国举行的亚太经合组织(APEC)峰会期间,她向习近平表示希望建立“日中战略互利关系”。

但她同时指出,双方也讨论了两国之间的若干敏感问题,并表示,“对我们而言,开展直接、坦诚的对话至关重要”。

高市早苗在韩国会谈后对记者们表示:“我们还对(中国在)南中国海的行动以及香港的局势和新疆维吾尔自治区的情况表示了严重关切。”

法新社这篇报道说,中国坚决否认侵犯维吾尔人权的指控,称其在新疆地区的政策消除了极端主义,促进了经济发展。

关于南中国海,北京称其对南中国海的几乎全部海域拥有主权,尽管邻国对此提出异议,其中菲律宾就经常与中国在该海域发生摩擦。

高市女士也是台湾的坚定支持者,她支持与台湾进行安全合作,而北京则将台湾视为一个需要统一的省份。

高市早苗表示:“关于台湾问题,中方曾进行过讨论。我当时指出,为了该地区的稳定与安全,保持两岸的良好关系非常重要。”



市容与移民之辩:女性在德国到底有无安全感?

10月25日 汉堡的一场反对梅尔茨言论的抗议,诉求是:反对种族主义、反对分裂社会

(德国之声中文网)近日,德国60名女性名人联名签署一封致梅尔茨总理(Friedrich Merz又译默茨)的公开信,要求采取切实行动来对待女性安全问题。信中写道:“我们想谈谈女儿们的安全问题,也就是女性的安全问题。但是,我们希望严肃地讨论这个问题,而不是将其当作为种族主义言论辩护的廉价借口。性别歧视的受害者和种族主义的受害者不应该被对立起来。”

自从梅尔茨10月中旬就“市容问题”作出表态并以“问问女儿们”为自己辩护以来,全德国各地已经出现了多场反对总理观点的示威游行。在这一背景下,不少女性发起了一项动议,以“女儿们”的名义向总理发出十项安全诉求,其中包括加强对性暴力和家庭暴力的刑事追责,以及改善公共场所的照明和监控。

社民党籍的奥芬巴赫市议员考瑟(Hibba Kauser)出生于一个巴基斯坦移民家庭。25岁的她告诉德国之声记者,她也在公开信上签了字。“因为我认为,既然我们已经在讨论女儿们的安全问题,至少应该认真对待。妇女庇护所需要更多资金;任何女性都不应该被拒之门外。如果一个女人没有德国护照或者德语不够好,她也不应该受到歧视。”

现年25岁的考瑟出生时,她的父母还居住在勃兰登堡州的一个难民收容所。如今,她是社民党青年团的联邦主席团成员,还曾在2024年因对地方政治的杰出贡献而受到表彰。她亲身经历了移民在德国生活的诸多不易,而梅尔茨的言论,则让她感到震惊、悲伤、痛苦:“无论我们做什么,无论我们说什么,无论我们是否在这里毕业,无论我们是否改变世界,无论我们是否积极地塑造这个社会,我们总是需要付出两到三倍的努力来证明我们属于这里。尽管这本不应该是一个问题,因为我们在这里出生长大。但为什么人们总是对我们指指点点呢?”

德国妇女委员会主席拉纳(Judith Rahner)也对梅尔茨的言论感到不安。她对德国之声表示,许多女性近日都愤怒地致电妇女委员会、或者通过社交媒体以及电子邮件表达对梅尔茨言论的不满。拉纳认为,德国的家庭暴力问题不容轻视。“德国女性的安全正受到严重威胁,尤其是来自配偶的家庭暴力。2023年,全德国有909名女性成为谋杀案或者未遂谋杀案的受害者。无论是在网上还是在街头,尤其是在家中,针对女性的暴力行为正在持续增多。因此,在女性本应感到最安全的地方,却面临着最大的危险。”

今年初,联盟党与社民党在联合执政协议中曾经强调要加强刑法典中对女性的保护条款,比如加重对杀害女性犯罪的刑罚。不过,德国司法部长胡比希(Stefanie Hubig)近期却调低了外界的相关预期,而是强调针对被定罪的男性引入电子脚镣,一旦其未经允许接近身处危险的女性,后者以及警方都会立刻收到警报。

但是,在德国妇女委员会主席拉纳看来,这样的措施已经比西班牙等欧洲邻国迟来了十几年。拉纳还强调,保护女性免受暴力伤害也必须适用于残障女性以及难民女性,地方政府需要更多的资金来开设咨询中心以及女性庇护所。

女性庇护所数量严重不足

在致总理的公开信中,为女性庇护所提供充足资金是核心诉求之一。目前,德国仅有400家女性庇护所或安全屋,仅能容纳7000名女性。其中许多设施都严重超员。但根据旨在保护女性免受暴力伤害的《伊斯坦布尔公约》,全德国的女性庇护设施应该至少能容纳21000人。拉纳对德国之声表示,许多寻求庇护的女性不得不在深夜前往其他城镇的庇护所----前提是她们有车。“最荒谬的是,四分之一的女性必须自费入住妇女庇护所。也就是说,她们遭受伴侣暴力,逃离家园,寻求庇护,却还要支付住宿费用。我认为这真实地反映了德国女性遭受暴力侵害的现状。”

今年年初,德国联邦议会已经通过了《暴力救助法》,遭受暴力侵害的女性将享有获得免费法律保护和咨询的权利----2032年起。

德国妇女委员会主席拉纳则表示,不管怎样,这部法案总归是一个里程碑。“我希望这场辩论能够得到认真对待,也希望梅尔茨总理能够倾听女儿们的声音。”

(德国之声中文网)台湾APEC代表林信义在韩国庆州对记者表示,双方会晤约40分钟,讨论了安全供应链与科技合作,美国财长贝森特(Scott Bessent)“对台湾如何建立半导体产业集群的过程表示出浓厚兴趣”。

林信义说:“我们进行了非常广泛的讨论,涵盖科技合作、供应链安全等多个议题。他(贝森特)表示非常好奇台湾是如何发展起高科技半导体产业的,他听得非常认真。”

美国财政部未在华盛顿办公时间外回应路透社置评请求。

与大多数国家一样,美国与台湾没有正式外交关系,但仍是台湾最重要的国际支持者与武器供应方。

特朗普总统在与中国国家主席习近平会晤并达成贸易休战后,于APEC领导人峰会正式开幕前离开韩国,贝森特率领美国代表团出席后续活动。

周五晚,日本首相高市早苗在社交平台X上发布照片,照片中她与林信义握手致意。

亚太经合组织是台湾能够参与的少数国际组织之一,但以“中华台北”名义出席,以避免引发与中国产生政治纠纷。

林信义未回答媒体关于他是否与习近平会面的提问。

台湾中央通讯社报道称,在闭幕式的集体合影中,林信义与习近平虽同台,但并无互动。去年在秘鲁召开的APEC峰会上,林信义曾向习近平挥手致意,但双方未交谈;林当时还与时任美国总统拜登短暂会面。

台湾外交部国际组织司司长孙俭元在同场记者会上表示,中国去年已就峰会与会者的安全问题作出书面保证。他指出,台湾一直在APEC框架下努力“确保中国履行其承诺,使会议顺利进行,并保障所有与会代表的安全”。

中国外交部未立即回应置评请求。

中国政府拒绝与台湾总统赖清德对话,称其为“分裂分子”,并加大对台军事压力,包括在周边海域举行军演。台湾政府拒绝北京对台湾的主权声索,称只有台湾人民才能决定自己的未来。

美防长呼吁东盟“坚定应对中国在南海的破坏性行为”

美国国防部长赫格塞斯(Pete Hegseth)周六在马来西亚出席东盟防长会议时,敦促东南亚国家在南海问题上“保持坚定立场”,并强化海上力量,以应对中国“日益具有破坏性”的行动。

赫格塞斯在会议上重申,美国对中国在南海的“侵略性行为”表示关切,指出近几个月来中方在争议海域多次发生“冲撞船只、使用高压水炮”等事件。

南海仍是亚洲最敏感的冲突热点之一。北京声称对几乎整个南海拥有主权,而东盟成员国菲律宾、越南、马来西亚与文莱亦各自声称对部分沿海地区和岛礁拥有主权。菲律宾作为美国重要盟友,与中国海上舰队曾多次发生冲突。

马尼拉多次呼吁加强区域应对措施,但东盟长期以来力求在谨慎行事和与北京(该地区最大的贸易伙伴)的经济联系之间取得平衡。

赫格塞斯批评中国近日将2012年从菲律宾强行夺取的黄岩岛划为“自然保护区”的举动,“你不会在自然保护区上建造平台”,他指出,这只是“中方再次企图以胁迫方式、以牺牲你们的利益为代价,扩大领土与海洋主张的例证”。

赫格塞斯表示,中国的挑衅行为“威胁到地区国家的领土主权”。他强调,尽管美国仍重视与北京的对话,“但我们必须密切关注中国的行为”。

“中方在南海提出的广泛主权与海洋主张,与其和平解决争端的承诺背道而驰,”赫格塞斯说,“我们寻求和平,而非冲突,但必须确保中国不会企图支配你们或任何其他国家。”

赫格塞斯呼吁加强海上联合监控与快速反应机制,以防止在争议海域的挑衅升级。

“没有实际行动的言辞是空洞的,”赫格塞斯表示,并对计划于12月举行的“东盟——美国联合海上演习”表示欢迎,称此举将“提升互操作性,维护航行自由及各国主权权利”。

中方驳斥批评

中国驳斥美方批评,指责华盛顿以军事存在“干涉地区事务、挑起紧张局势”。中方官员称其海上巡逻与建设活动合法,旨在维护中国领土安全。

中国在距本土数百公里的海域部署了一支庞大的海警舰队,这些舰船多次与菲律宾船只发生冲突,并被指干扰马来西亚和越南的能源开采活动。

中国人民解放军南部战区发言人田军里则表示,美、澳、菲、纽四国日前在南海举行的联合演习“严重破坏地区和平稳定”,并称“这再次证明菲律宾是南海问题的麻烦制造者和地区稳定的破坏者”。

这场为期两天的联合演练包括反潜作战演习、海上补给、空中行动及通信演练。

美提议建立“联合海上态势感知机制”

赫格塞斯在吉隆坡的第二天行程中会见澳大利亚、日本及菲律宾防长,并提议建立共享海上态势感知与联合应对机制,称中国“缺乏尊重、威胁各国主权”。

“你们每天都在切身体会中国在南海及其他地区的侵略性行动所带来的威胁,”他说,“我们必须发展联合应对能力,包括实时监测海上行为,并建立快速反应机制,以确保任何国家在遭遇挑衅时不用孤军作战。”

“没有哪个国家像美国这样拥有创新和规模化发展能力,我们愿与盟友和伙伴分享这些能力。”赫格塞斯补充道。

特朗普下令恢复核武试验

赫格塞斯此行恰逢美国总统特朗普在社交媒体上宣布,要求美军在中断33年后立即恢复核武器试验。此举被视为对中俄两国的警告。

目前尚不清楚特朗普指的是由国家核安全管理局执行的核爆试验,还是导弹飞行试验。

当被问及所说的“核武器测试”具体所指时,赫格塞斯回应称:“我们拥有非常强大的核能力,测试这些能力是明智之举。”

较之长三角和珠三角等经济带,无论科技,还是金融,湖南都不是国内省市中最耀眼的明珠。在2024年10月中国人民银行与科学技术部公布的13个科技金融重点地区中,安徽和湖北被列入其中,成为中部六省惟二代表。与湖北毗邻的湖南未被纳入其中。

但内河水运发达,被誉为“山中江南”的湖南有着不可取代的独特定位,它是“三高四新”战略实施地。在此目标指引下,湖南的科技及与此相关的金融产业呈现欣荣之势。

2024年,湖南省高新技术企业突破1.75万家,拥有国家级制造业单项冠军企业72家。单项冠军企业数位居全国第六、中部第一;截至2025年6月末,湖南省科技贷款余额为1.36万亿元,同比增长13%,高于全国科技贷款同期增速,绝对值迫近上述13个科技金融重点地区之一的安徽。

虽未置身镁光灯聚集处,但湖南正布一盘大棋。在这盘棋局中,科技与金融如两枚重要棋子,互相成就,互为合力,为经济发展蓄能。2024 年,湖南省高新技术产业和金融服务业增加值占地区GDP比重分别为16.2%和4.88%。高新技术产业增加值同比增长6.3%,高于GDP增速。

以打造内陆地区改革开放高地为目标之一的湖南在发展科技金融方面有何突破之举?成效几何?南方周末新金融研究中心研究员跟随中国银行业协会调研小组,赴长沙、株洲、湘潭和岳阳四地,对多位国家金融监督管理总局(下称“金融监管总局”)派出机构负责人、12家主流金融机构和多家科创企业进行了为期5天的深调研。

调研发现,为破解“投早、投小、投硬科技”等难题,湖南省颁布了国内首个促进科技金融的新规;湖南当地银行信审评价体系开始趋向注重企业未来发展的“投行思维”;部分大行凭借集团牌照优势,在“投贷联动”方面充当起先行示范者角色;湖南当地银行采取设立科技特色支行、科技金融中心和敏捷专班等做法,并对专属支行的人才引进、贷款定价和业绩考核等方面施行差异化制度。

科技金融开始向纵深处突破,向腹地演进。

首个科技金融省级法规

 湖南是首个对科技金融进行专项省级立法的省份。2025年3月,湖南省十四届人大常委会第十五次会议表决通过《湖南省促进金融支持科技型中小企业创新发展若干规定》(下称《规定》),聚焦科技型中小企业融资难题,从政府职责、创新类基金设立、商业银行信贷投放、科技保险产品研发和推广等多个方面进行详尽规范。

其中,“鼓励科技创新类基金在投资科技型中小企业时不设置针对创始人团队的强制回购条款”、“对重点投向种子期、初创期项目的基金,可以适当提高容亏率的设定比例”和“支持银行、保险、证券等机构依托创新积分开发专属金融产品”等条款均指向业务操作的具体环节和关键节点。务实之意明显。

事实上,自2023年底金融“五篇大文章”面世以来,多地出台了与科技金融相关的规章或地方法规。如浙江省嘉兴市于2025年5月以地方法规的形式公布《嘉兴市科创金融促进条例》,深圳和苏州等地以政府规章形式出台条例和管理办法。对比法律效力,由省级政府人大常委会表决通过的《规定》较高。由此可一窥湖南省发展科技金融事业的决心。

各金融机构亦以行动回应这项高级别的政策支持。国家金融监督管理总局湖南监管局最新数据显示,截至2025年9月末,湖南省科技贷款余额突破1.4万亿元,较年初增长16.6%;2025年1—9月,科技保险提供风险保障154.2亿元,同比增长73.1%;截至9月末,AIC(金融资产投资公司)股权投资落地3笔、金额共计13.7亿元;科技企业并购贷款试点政策落地8户、金额共计9.7亿元。

覆盖银行、保险和股权投资的多维度数据表明,湖南省科技金融已告别银行“主导作战”状态,发展至多机构联动,共创“科技金融生态圈”的新阶段。

信审逻辑趋向投行思维

在构建科技金融这一繁复体系的过程中,政府和监管部门起到的是引领和撮合作用,银行及放贷则是主要的市场参与主体和参与方式。

面对中小科技企业缺乏抵押物和完整财务数据的普遍情形,银行放贷的依据是什么?怎么贷才能实现收益和风险的平衡?南方周末新金融研究中心研究员调研发现,为解决前所未有的难题,将传统信审评价体系进行革新是多家银行一致选取的方式。

在与邮储银行湖南省分行的调研交流中,该行负责人介绍了一套“看未来”模型。这套模型通过技术流分析替代抵押,将企业研发投入、专利数量、技术壁垒、市场竞争力和政策支持等非财务指标纳入评估体系,通过量化方式获取放贷依据。该行负责人认为,“看未来”模型突破了传统信贷的审批方式,放贷逻辑接近投行思维。在这套模型支持下,邮储银行湖南省分行科技型企业贷款可得性大幅提高。截至8月末,累计发放科技型贷款超1680亿元,其中1-8月投放184.34亿元,同比多投51.79亿元。

南方周末新金融研究中心研究员调研对比发现,农行湖南省分行的科技型企业专属信贷服务体系“567”测额模型、建行湖南省分行的“星光STAR”评价体系和交行湖南省分行的“1+N”科技型企业评价模型亦呈现类似特征。三者均从企业技术创新、市场潜力等多维度对科技型企业进行量化评估,从而解决科技型企业“投早、投小”的难题。  

突破传统信审评价体系后,科技型贷款不良率如何?多位银行负责人在接受调研时称,目前不良率均控制在1%以下的较低水平。但亦有银行人士指出,不良率可能会根据科技中小型企业的生命周期出现波动,后期需持续保持关注。    

银行信审评价体系的革新是金融科技赋能的结果。作为一名资深从业者,交行湖南省分行副行长聂玉辉在接受南方周末新金融研究中心研究员调研时表示,科技金融的核心痛点是“科技企业轻资产、数据散、风险难评估”。金融科技通过技术创新解决这一难题,为科技金融提供可落地的工具;同时,科技企业全生命周期、高风险和多场景的特殊融资需求,反向推动金融科技不断突破技术边界,创造新的技术应用场景。他认为,金融科技与科技金融是相互依赖、相互促进的共生关系。

多方尝试“投贷联动”

在信审评价体系革新的同时,与投资机构联动亦是湖南银行业正积极探索的事项。从定义进行区分,“投贷联动”可分为“贷款+外部股权投资”和“贷款+内部股权投资”两种模式。南方周末新金融研究中心研究员发现,这两种模式在调研案例中均有涉及。

建行湖南省分行与湖南省大学生创业投资基金的合作是“贷款+外部股权投资”模式的典型代表。

在这一案例中,作为湖南省大学生创业投资基金(下称“大学生基金”)的托管行,建行除承担托管行职能外,还与大学生基金进行“投贷联动”:针对基金已投项目,通过自有创新产品“湘创贷”为大学生提供原则上约1:3(指基金投资额与银行贷款之间的比例)的纯信用贷款。

建行的放贷逻辑是什么?为何是1:3? 建行湖南省分行副行长邓慧杰在接受南方周末新金融研究中心研究员调研时称,大学生基金对项目的研判亦是建行重要的放贷依据之一。虽然银行的信审文化与基金存在一定差别,但多数时候“所见略同”。邓慧杰进一步解释称,放贷前,银行有自己独立的评价体系,1:3的杠杆即是建行依据多个实际投放案例测算出的结果。截至目前,建行湖南省分行已为二十余个大学生创业项目提供了近3000万元的纯信用贷款。风险管控方面,大学生基金与建行共同开发创业项目的信息管理系统,实时了解创业项目的发展情况,为投后管理提供决策基础。

事实上,大学生基金的设立是湖南省在科技金融领域的一项创新。它是国内第一只由政府出资设立,面向大学生创业投资的基金。基金规模5.05亿元,重点投资0-1阶段的大学生创业项目。加之与建行联动,大学生创业项目获得的实际资金支持更是以乘数倍放大,建行也借此拓宽了科技金融的业务边界。这一模式使得政府、银行和创业者三方实现共赢。

深耕科研情报与决策智能领域的湖南赤道银河科技有限公司(下称“赤道银河”)便是这一模式的受益者之一。该公司CE0李洋对南方周末新金融研究中心研究员称,赤道银河分别从大学生基金和建行获得了100万元的股权投资和280万元信用贷款。此前,他接触过其他省份类似机构,但深感湖南当地机构“务实而且高效”。他介绍说,公司拿到这100万元仅用了45天时间,从建行拿到280万元更是只用了不到一周的时间。

交行湖南省分行的“新苗计划”则可视作“贷款+内部股权投资”模式的典型代表。在这一模式下,交行与集团内成员单位交银投资联动。交行根据已有资源筛选出投早、投小等需求的科技型企业名单,将其导入“新苗计划”。交银投资则根据其自身研判,对企业进行不同生命周期的投资。在实际操作中,交银投资的投资与交通银行的放贷相互背书,亦撬动了更多社会资本介入。

除国有大行外,包括广发银行、中信银行和恒丰银行在内的多家股份制银行在“投贷联动”方面已有所作为。三家银行长沙分行相关负责人在接受南方周末新金融研究中心研究员调研时均称,通过跟集团成员单位或是股东联动,银行为中小型科技企业寻找债权融资之外的更多资金来源。在此过程中,银行虽多扮演撮合角色,但增强了与客户间的黏性,可择机发展资金结算、财务管理和私人银行等业务,赚取中间业务收入。

 差异化考核

内部制度创新是做好一切事业的源头。调研发现,为促进科技金融发展,湖南当地银行采取了设立科技特色支行和敏捷专班等做法。

金融监管总局湖南监管局最新数据显示,截至2025年9月末,湖南省内各银行机构成立科技特色支行104家,较年初增加35家。南方周末新金融研究中心研究员在此次实地调研中得知,包括长沙银行、湖南省农村信用社联合社(下称“湖南省农信联社”)下辖农商银行和农行湖南分行均设立了专属科技支行,并对专属支行的人才引进、贷款定价和业绩考核等方面施行差异化制度。

长沙农商银行是湖南省农信联社下辖农商行之一,是长沙当地资产规模最大的农商行。2020年,经监管部门审核批复,该行设立首家科技特色支行。该行负责人在接受南方周末新金融研究中心研究员调研时称,区别于其他支行,该行对科技特色支行实施差异化管理制度,主要体现在人员配备和考评制度方面:支行人员专注科技金融业务,发挥总部机构在本地、决策链条短的优势实施“一户一策”的精细化服务;总行公司金融部通过开通业务审批绿色通道、协助上门营销、指导方案设计等方式,为特色支行达成考核目标提供过程支持。同时特色支行对任务完成情况、业务发展实效和创新服务能力等多维度指标综合考评,以优胜劣汰的动态管理机制确保特色支行质效。长沙银行在南方周末新金融研究中心此前的一份专项问卷调研中亦回复称,该行已构建起一套完整的科技金融考核体系。在这套体系下,科技金融新增余额的考核分数逐年提高。

设立科技支行及实施差异化考核是湖南当地银行力拓科技金融的缩影之一,其本质是通过构建特殊的组织架构或考核机制从源头上推动业务发展。南方周末新金融研究中心此前在杭州进行科技金融专项调研时发现,包括杭州银行等头部机构也都采取了类似做法。为形成更为优势的竞争力,杭州银行还实施了事业部与科技支行并行的策略,借此力拓业务边界。在此次调研中,南方周末新金融研究中心研究员发现,包括大型国有银行在内的湖南省内部分银行亦实施类似做法。科技金融业务之演进可见一斑。

较之传统组织架构,银行引入事业部制通常代表对该业务的重视。前些年,部分银行在推进私人银行和信用卡两项业务时均引入事业部制,后因各类原因效果不佳。在科技金融浪潮愈发高涨之时,一众银行是否能通过以聚焦专业为本源将事业部制发扬光大,使其展现更为久远的生命力,南方周末新金融研究中心将对此予以持续关注。

较之事业部制,专班制是一种新组织形式。湖南银行通过设立敏捷专班的形式缩短汇报路径,进而提高审批效率并实现产品个性化定制。敏捷专班由科技金融业务涉及的前中后台人员构成,包括客户经理、产品经理和信贷审批员等多个岗位员工。设立专班相当于为科技金融业务构建了一种更为扁平化管理模式。

南方周末新金融研究中心研究员对比多项数据得知,同属于城商行阵营的长沙银行和湖南银行科技金融贷款业务发展迅猛,增长率均接近或超出20%,高于地区行业均值。

南方周末新金融研究中心研究员认为,科技金融对提升新质生产力具有深远意义。无论是信审评价体系、组织架构上的革新,还是与股权投资机构的联动,湖南省内的商业银行在推动地方科技金融发展方面均扮演了极为重要的角色。

但在整个科技金融体系中,银行只是其中一环。广义角度而言,科技金融是由监管、政府、金融机构和科技企业组成的创新型投融资生态,涉及金融工具、金融体系、金融政策和金融服务等多个维度。作为“三高四新”战略实施地,湖南省推动科技金融发展的先进做法既富含地方特色,又具备一定的示范和借鉴价值,同时亦是全国各地争相突破科技金融的典型代表。

高市早苗晒与台APEC代表合照 北京强烈抗议批高调炒作

日本首相高市早苗在社媒发布与台湾的亚太经合组织(APEC)领袖代表林信义的合照,并以台湾总统府资政的身份称呼对方,招来北京严正交涉和强烈抗议,还批评她“在网络社交平台高调炒作”。

高市早苗在星期五(10月31日)和星期六(11月1日),连续两天在社交媒体X上发布了两条APEC会议期间与林信义会面的消息,并配有两人合照,也以台湾总统府资政的身份称呼林信义,表示期待日台双方的务实合作能进一步深化。

中国外交部官网星期六晚间发布新闻稿,以外交部发言人的名义,“就日本领导人APEC会议期间涉台错误言行答记者问”。

发言人称,“日本领导人执意在APEC会议期间与中国台湾当局人员会面,在网络社交平台高调炒作”,严重违背一个中国原则、中日四个政治文件精神和国际关系基本准则,对台独势力发出严重错误信号,性质和影响恶劣。中方对此坚决反对,已向日方提出严正交涉和强烈抗议。

发言人说,台湾问题是中国的内政,是中国核心利益中的核心,事关中日关系政治基础和日方基本信义,是不可逾越的红线。“今年是中国人民抗日战争暨世界反法西斯战争胜利80周年,也是台湾光复80周年。日本曾长期殖民台湾,在台湾问题上负有不可推卸的严重历史罪责,理应更加谨言慎行。”

发言人最后说,中国强烈敦促日方恪守中日四个政治文件精神和迄今承诺,反思纠错,切实采取措施消除负面影响,停止干涉中国内政,将构建契合新时代要求的建设性、稳定的中日关系表态落到实处。

高市早苗和中国国家主席习近平星期五曾在APEC峰会场边会面,会晤持续约30分钟。

据日本驻华大使馆官网消息,高市在会谈中强调了台湾海峡的和平稳定,对于包括日本在内的国际社会具有重要性。高市还就南中国海、香港、新疆等地区的情况表示严重关切。

台湾外交部星期六在官网发新闻稿说,对于日本政府言所当言、向中国大陆持续关切台海安全的立场,林佳龙表达肯定与欢迎。
