9月,众议院中国事务委员会主席、共和党人约翰·穆勒纳曾警告称,他将对该协议进行“全面审查”,并指责字节跳动是“恶意行为者”。
该应用程序拥有超过15亿用户,因被指控通过不透明的算法将用户限制在信息孤岛中,并助长虚假信息以及非法、暴力或淫秽内容的传播,而受到全球多个监管机构的关注。
字节跳动并未立即对该协议发表评论,但专家认为这是避免失去利润丰厚的美国市场的折衷方案。
中国科技咨询公司Dolphin的创始人Li Chengdong对法新社表示:“维持美国业务本身就是字节跳动的胜利。”
他补充道,此事的解决使字节跳动能够专注于新项目,尤其是人工智能领域,并可能帮助其走向首次公开募股。
iiMedia技术研究公司的Zhang Yi张毅表示,美国市场对TikTok“至关重要”,但他警告说,该协议并不能保证未来一切顺利。
他说,“美国方面仍可能利用其监管权力(...)对TikTok提出不合理的要求”。
法新社说,在法国,TikTok自去年11月起因涉嫌推波助澜“自杀倾向者”而受到司法调查。

The princess, 52, was diagnosed with pulmonary fibrosis in 2018. The degenerative disease creates scar tissue that stiffens the lungs making it difficult to breathe and for oxygen to enter the bloodstream.
Tests in autumn showed "a clear worsening" of her health, the palace said on Friday. "We are reaching the point where a lung transplant will be necessary," Are Martin Holm, head of respiratory medicine at Oslo University Hospital, said.
Princess Mette-Marit told public broadcaster NRK that her illness had developed "faster than I'd hoped".
No decision has been taken yet on whether she will be placed on the transplant waiting list, Dr Holm said. The palace said her doctors had started the process towards an evaluation for lung transplant surgery.
In Norway, there are usually between 20 and 40 patients on the waiting list for a lung transplant and Princess Mette-Marit will not be given preferential treatment if she is placed on the list, local media reports.
Although she is not yet on a donor list, Dr Holm said her heathcare team was "undertaking the necessary preparations to ensure that [a transplant] will be possible when the time comes".
The palace said Princess Mette-Marit had "an increasing need" for rest and a targeted exercise regimen.
However, she had "expressed a strong interest in continuing to carry out her duties", it added in a statement on Friday. Her royal duties and engagements will adapted to her ongoing health issues.
Holm described pulmonary fibrosis to reporters as a "dangerous disease" that often could not be seen because it depended on how sick an individual was.
At rest, they might be able to breathe normally, Holm explained, but when they exert themselves - through exercise, for example - their lungs "can no longer keep up".

ReutersPrincess Mette-Marit's husband, Prince Haakon, Norway's future king, sat beside her for an interview with NRK, in which he explained that she may appear "perfectly fine" when sitting still, but said he had noticed her struggling more with breathing.
He also said she had less energy and was getting ill more often.
Hiking or skiing together - activities the pair enjoy - were no longer possible, the crown prince added.
The thought of the transplant alone had been demanding, Mette-Marit said, as she knew it will involve risks.
A successful transplant hinges on several factors, including finding the right match and ensuring the body does not reject the new organ.
Transplant is seen as a last resort, Dr Holm explained, telling reporters that individuals must be significantly ill and have a limited life expectancy before a lung transplant can be deemed appropriate.
News of the princess' deteriorating health comes months after her eldest son was charged with 32 offences, including four counts of rape.
Marius Borg Høiby, 28, denies the most serious accusations against him, but plans to plead guilty to some lesser charges when the trial begins, his lawyer Petar Sekulic told news agency Reuters in August.
Mr Høiby is the stepson of the heir to the Norwegian throne, but does not have any royal title or official duties.

Ampe/TikTokA Uganda prison officer has been sacked for criticising the government on TikTok, in a rare move authorities said amounted to "gross indiscipline".
Lawrence Ampe had been under investigation over social media posts accusing senior government officials of corruption, human rights abuses and mistreatment of lower-ranking prison officers.
"The standing orders don't allow a public officer to participate in politics, which he is doing even now," prisons spokesman Frank Baine told the BBC, saying Ampe was sacked for "politicking in the wrong forum".
The opposition has condemned the move, describing it as evidence of "systemic oppression" and double standards within the security sector.
The officer shared the dismissal letter on his TikTok account with the caption: "I'm finally out free to support truth."
In another video, Ampe urged Ugandans not to worry about how he would survive without a job, saying: "What we are doing is not all about money but about liberating our nation."
He said he was using his TikTok account, which has more than 100,000 followers, to expose senior government officials who are involved in corruption and misusing their power, and to tell Ugandans how to love their country.
The officer has also used his social media accounts to promote election campaign videos for opposition leader Bobi Wine, a pop star-turned-politician, whose real name is Robert Kyagulanyi Ssentamu.
Bobi Wine is seeking to unseat President Yoweri Museveni in the 15 January elections, as the long-serving leader aims to extend his nearly 40-year rule.
In a statement, the Prisons Council said it had "resolved to dismiss" Ampe last Tuesday and ordered him to hand over all state property in his possession.
Mr Baine said Uganda's laws did not allow public servants to participate in politics.
"We have put him in the right forum to do his politicking," the prisons spokesman told the BBC, adding that Ampe did not show remorse when he appeared before the Prisons Council.
The BBC has reached out to Ampe for comment.
Last month, the Uganda Prisons Service said it was investigating Ampe for his self-made TikTok videos on various subjects, cautioning officers against using social media to express political opinions.
It cited laws that prohibited public officers from communicating with the media on "issues related to work or official policy" without permission from authorising seniors.
Despite the warning, Ampe reportedly continued uploading political videos, leading to further disciplinary proceedings.
Bobi Wine defended Ampe, saying he was using social media to "expose corruption, abuse of power, oppression of lower ranking officers and other evils within the Uganda Prisons Service".
He said the officer's dismissal reflected double standards, noting that other security officials, particularly in the military, routinely appear in the media expressing partisan support for President Museveni's leadership without facing disciplinary action.
The government has previously been accused of restricting people's ability to criticise the actions of the state or its officials.
The US government in a 2023 report said Uganda had restricted internet freedom through the use of criminal punishments.
Rights groups also regularly denounce the Ugandan authorities over violations of human rights and the freedom of expression.
Last July, a 24-year-old man was sentenced to six years in prison for insulting the president and the first family on a TikTok video. He had pleaded guilty and asked for forgiveness.

They will need to plan and prepare to work longer and save more from a much earlier age, the economic affairs committee said.
The report also found that the crisis in adult social care "remains a scandal" which needs to be addressed urgently.
Committee chair Lord Wood of Anfield told the BBC it was a "struggle to find where in government" there was a focus on ageing and the "transformational effects" it was going to have on people.
"Ageing is something that we're just watching happening", he told BBC Radio 4's Today programme, adding: "We know that adaptation is the way forward".
Policies governments have used to address the impact of declining fertility and rising life expectancy in the UK - raising the state pension age or increasing immigration for example - were not adequate solutions on their own, the report said.
Getting more people in their 50s and 60s to stay in or return to work "is key", the committee said, and the government must prioritise incentives to do so.
It also said an ageing population will need more care workers, leaving fewer workers for other parts of the economy.
There is "widespread ignorance" of how much it costs to retire, it said, and the government should consider an education campaign - as well as finding out if the UK's financial services sector is equipped to provide for the population as it ages.
Lord Wood said that the government and financial services industry needs to devise "more innovative ways of getting younger people to think about lives frankly they can't conceive of at the moment - when they're in their eighties and early nineties."
"There's a long time for them to be financially planning for at a time when we know young people are doing less financial planning," he added.
"Raising the state pension age, which saves the government money, but increases pensioner poverty as many people have already stopped working by their sixties, is a red herring.
"To successfully confront this challenge, the approach to financial management of today's and tomorrow's young people will need to change."

But what does this mean for the over 170 million Americans (or so the social media platform claims) who use the app?
The key may lie in how TikTok's recommendation algorithm - the powerful system that curates the platform's For You Page to predict content you might watch - is managed when it changes hands.
Social media industry expert Matt Navarra told the BBC the question will not be whether TikTok survives, but "what version of TikTok survives".
Currently, TikTok's system depends on huge amounts of global data and feedback loops, which can change recommendations in an instant.
Under the terms of the deal TikTok's algorithm, which will be licensed by investor Oracle, is set to be retrained on American user data.
Mr Navarra said this could leave the app feeling "safer and sturdier" but also leaving it at a risk of "becoming less culturally essential" as a result.
"TikTok's power has always come from feeling slightly out of control - weird, niche, uncomfortable, sometimes politically sharp content for anyone else or before it goes anywhere else," he said.
"If you start smoothing those edges, you don't just change moderation. I think you change its relevance."
Whether the US version will differ from the TikTok so many know and use already may also depend on if it gets "all the new features, security updates and platform improvements" as soon as the international version does, tech journalist Will Guyatt told the BBC.
And computing expert Kokil Jaidka from the National University of Singapore said she expected the things that make the platform popular - such as its short videos and shopping - are likely to "stay intact" as these features are not dependent on the algorithm.
She said the changes might be more subtle and gradual, depending on if the narrower data inputs of the "siloed" US version can match the app's global reach.
"If TikTok is operating with a licensed or partially diluted version of its recommendation algorithm, some of the system's blind spots may start to matter more," she said.
For users, she said this means in practice the US algorithm may "lag in personalisation" and take longer to adapt to viral content.
Oracle is TikTok's longtime cloud computing partner in the United States, and is chaired by Larry Ellison, an ally of President Trump.
Another foreign entity, MGX - an Abu-Dhabi government investment fund - will join it along with private equity firm Silver Lake as the main incoming investors.
Pressure from these investors may also add to the US app feeling "blander" said Mr Navarra.
"I think the real test won't be whether the users leave," he said.
"It will be whether TikTok still feels the place the internet goes to experiment - or if it becomes the place it goes to behave."

12月15日,全球通讯社路透社发布了一份重磅新闻调查。报道指出,尽管社交媒体 Facebook 和 Instagram 在中国大陆无法正常使用,但其母公司 Meta 仍在过去几年从中国广告客户中获取了巨额收入,其中相当一部分被内部认定为涉及诈骗、非法博彩和色情内容。路透社从多份内部文件中得知,Meta 在明知问题严重的情况下,仍多次选择弱化监管,以避免对营收造成冲击。

报道披露,Meta 来自中国的广告收入在2022年至2024年间大幅增长,从约74亿美元上升至184亿美元。内部估算显示,其中约19%的收入来自违规广告,金额超过30亿美元。这些广告往往以“加密投资”“跨境电商”和“高回报理财”为名,实际引导海外用户进入诈骗链条。
据悉,Meta 曾短暂尝试收紧监管。2024年下半年,该公司内部组建了专门针对中国广告的反欺诈团队,并冻结部分新增代理账户。内部报告称,该举措一度将违规广告占比从19%压低至9%。然而,这一趋势很快就遭到逆转。文件显示,在一次被称为“诚信战略转型”的调整后,该团队被要求“暂停”,随后解散,相关限制措施也被陆续取消。

周五一名持刀袭击者在台北中心区疯狂行凶,造成三人死亡、五人受伤,该袭击者随后在警方追捕中从建筑物坠落身亡。

REUTERS/Hatem KhaledUN-backed food security experts have found improvements in nutrition and food supplies in Gaza since the ceasefire but say 100,000 people were still experiencing "catastrophic conditions" last month.
In August, the Integrated Food Security Phase Classification (IPC) found that half a million people – about a quarter of Gaza's population – were living in areas suffering from famine.
Since a fragile ceasefire came into force in October, the UN and other humanitarian agencies have been able to increase food getting into Gaza.
Israel's foreign ministry said the report was "deliberately distorted" and "doesn't reflect the reality in the Gaza Strip".
The latest IPC analysis suggests that a month ago, half a million Gazans were still facing emergency conditions and more than 100,000 were still under the highest level of food insecurity - IPC Phase 5 - experiencing "catastrophic conditions".
It projects that number will continue to decrease but stressed the situation remains "highly fragile".
IPC Phase 5 signifies the most extreme level of food insecurity , labelled "Famine" for an area or "Catastrophe" when referring to households. The report said no areas in Gaza were now classified as "in Famine".
Israel rejected the original findings of famine by the IPC - which monitors and classifies global hunger crises - and has continued to criticise its methodology.
Cogat, the Israeli military body which controls Gaza's crossings, said the number of trucks with food aid entering each week went beyond what the UN had determined it needed.
"The report relies on severe gaps in data collection and on sources that do not reflect the full scope of humanitarian assistance," the body said in a statement.
The IPC said acute malnutrition was at critical levels in Gaza City and serious in Deir al-Balah and Khan Younis.
In the coming months the situation is expected to remain severe but the number of people facing the most severe conditions is predicted to fall to 1,900 by April, according to the report.
But it added that if there were renewed hostilities the entire Strip would be at risk of famine.
Israel's Prime Minister Benjamin Netanyahu said earlier this month that the second phase of the US-brokered peace plan - which would see Israel withdraw troops further from Gaza and Hamas disarm - was close but key issues still needed to be resolved.
The IPC said key drivers of food insecurity included restricted humanitarian access, displacement of more than 730,000 people and the destruction of livelihoods - including more than 96% of crop land in Gaza being destroyed or inaccessible.
Israel imposed a total blockade on aid deliveries to Gaza at the start of March this year, which was eased in May, saying it wanted to put pressure on the armed group Hamas to release hostages remaining in Gaza at the time.
Ahead of this IPC report Cogat said the body had not engaged with the US or Israel and its methodology, "reinforcing a false narrative, driven in part by Hamas-sourced claims, while ignoring the actual humanitarian conditions on the ground".
It also denied Israel was preventing winter and medical supplies from entering the territory and that there was a shortage of drinking water.
Unwra, the UN agency for Palestinian refugees, said while the report stated Gaza was no longer in famine, the situation remained "critical".
"Overall living conditions in the Gaza Strip are still catastrophic, made worse by the winter weather," it said in a statement, adding there must be "sustained, expanded, and consistent humanitarian and commercial access".

德勤中国资本市场服务部上市业务华北及华西区主管合伙人任绍文认为,港股市场的表现得益于港交所和香港证监会推行多项改革措施,例如简化上市审批程序、缩短新股结算周期,以及首次公开招股市场定价机制等。
报告预计,截至今年12月31日,中国大陆A股市场将有114家公司上市,融资1296亿元人民币(238亿新元),相对2024年有100家公司上市融资668亿元人民币,这代表新股数量将增加14%,融资总额将急升94%。

BBCTNT Sports has been confirmed as live UK broadcast partner for the Glasgow 2026 Commonwealth Games.
The subscription channel takes over from the BBC which had been the principal partner since 1954 and provided free-to-air coverage for 18 games in a row.
TNT Sports is part of Warner Bros Discovery and is best known for screening Uefa Champions League matches as well as selected English Premier League fixtures.
The Glasgow Commonwealth Games will take place from 23 July to 2 August and feature 10 sports and six para sports.
TNT Sports said it would provide more than 600 hours of coverage in a "re-imagining" of the games.

Boy ThrobThere's a new boy band on the scene, but there's just one problem - they've never all performed together in person.
Boy Throb have been campaigning to get one million followers on TikTok so fourth member Darshan Magdum can secure a US visa.
He's currently, in his words, "stuck in India".
They've been building up a worldwide fan base with their videos, including a viral recording of their first gig at a Hollywood retirement home last month.
Maybe it was the group's choreography in their signature pink velour tracksuits and bright yellow trainers.
Or maybe it was Darshan, hitting the high notes via a Zoom call from a laptop beside his bandmates.
Whatever it was, it stopped people in their tracks, and Boy Throb smashed their follower target in just one month.
Now, they tell BBC Newsbeat, their two main goals are to win a Grammy and "get Darshan his visa".
But they can't escape the comments asking if it's all one big joke.

Boy ThrobBoy Throb's members - Evan Papier, Darshan, Anthony Key and Zachary Sobania - met online, but Evan and Anthony first connected after unsuccessful auditions for US singing competition American Idol.
Anthony tried to impress judges Luke Bryan, Katy Perry and Lionel Richie with his cover of Dynamite by K-pop band BTS in 2021, during season 19 of the show.
And Evan, who auditioned a year later, failed to win Katy over with a rendition of her own song, ET, but the tape never aired.
Refusing to let rejection hold him back, Evan gathered a dedicated TikTok following before joining forces with the rest of Boy Throb.
"We all wanted to get a band together that wasn't just a carbon copy, everybody looks the same, they sound the same," Anthony tells Newsbeat.
"We're all different, very different backgrounds, you can never confuse us."
There's certainly no mistaking Boy Throb for any other acts.
Between their baby pink uniform and quick cut videos - usually featuring Darshan superimposed via green screen - their style is definitely unique.
And then there's the lyrics, which often re-work hit pop songs so the lyrics describe the band's visa battle.
Their version of Manchild, by Sabrina Carpenter, goes: "Oh I'd like Darshan in the USA, oh I need him here by New Year's Day."
Oh, and their fans, who encouraged the group to change their name from @boyband2026, are known as "Throbbers" or, collectively, the "Throb Mob".
When you add it all together it could feel a bit... unserious.
But when Newsbeat asks if Boy Throb are sincere, band member Evan insists they are.
"People love to say something is satirical and people are just having fun, people love to just throw that word around," he says.
The band have also uploaded posts pushing back at "haters", something Evan says only makes them more determined to succeed.
"Honestly, I'm not even fazed because it's just people's opinions. We're doing it seriously," he says.
He recognises that their approach is an unusual route to breaking through, but says: "If parody is what people love, then we'll keep them coming".
Throbbers are asking what is next now that the group has reached their one million follower target.
At the moment it's Darshan and his green screen against the world, but Evan says they hope he will join them in the US in the spring if his visa application is approved.
He is applying for a O-1 US visa which is reserved for individuals with "extraordinary ability in the sciences, arts, education, business, or athletics".
The group have said an immigration lawyer advised them that securing one million followers will help their application.
"Our number one goal is to get Darshan's visa and get him into America so he can perform with us, and to get all those accolades that all these artists we love and know have," Evan says.
The pop-star hopefuls are staying tight-lipped, but Evan says they hope to give their fans "something to smile about".
"We also just want to spread joy," he says.
