Thomas Skinner claims BBC rigged Strictly vote removing him

Former Strictly Come Dancing contestant Thomas Skinner has claimed the BBC rigged the vote that saw him leave the show.

The social media personality alleged in an online post that the night he left the competition he was sent an "anonymous email claiming to be from a BBC exec with stats" that showed he had "received far more votes than it appeared".

He went on to say the email also claimed the BBC was "angry" and "nervous" over his meeting the US Vice-President JD Vance.

It follows reports Skinner is suing the BBC over claims the vote was rigged against him. A BBC spokesperson rejected the allegation, saying Strictly's public vote was "independently overseen and verified to ensure complete accuracy".

They added: "Any claims to the contrary are entirely without foundation."

PromoVeritas, the company which verifies the show's public vote, said all the votes it receives are "validated" and "independently and comprehensively verified by two auditors".

It is understood the BBC is not aware of any legal complaint over the matter.

Skinner was the first celebrity contestant to be voted out in this year's series.

Ahead of Saturday's final - which sees former contestants return - he announced he would not be attending.

"I spoke with my lovely dance partner, Amy Dowden to make sure she was okay with me not attending," he wrote in a lengthy post on X, explaining his post was "so people know the truth" regarding his absence.

"I don't want people thinking I am bitter when I ain't."

Skinner claimed he had the authenticity of the alleged email from a BBC executive "independently verified", though it is unclear how he did so.

He said he had asked to see the official voting tallies "to back up the ones I was sent in the email but was told they couldn't be shown to me" and "have never been shown in the history of the show".

He added that there were "smaller things" that added to the feeling of "how unfair it all was", such as his welcome gift to the show being the only one that "got stolen apparently".

The BBC spokesperson said Skinner had yet to share the email with anyone from the broadcaster "despite requests for it", and so they were unable to comment.

They added that the Strictly team "categorically did not supply 'welcome gifts' to any of the cast".

Skinner first hit TV screens on The Apprentice in 2019, and has since appeared on shows including 8 Out of 10 Cats, Michael McIntyre's Big Show, Good Morning Britain and Celebrity Masterchef. He is also due to appear on Celebrity Apprentice this Christmas.

He is also known for his social media videos encouraging people to think positively, which typically end with a trademark "bosh".

But he has attracted criticism in recent months for meeting Donald Trump's vice-president over the summer and being pictured wearing a Make America Great Again cap.

Skinner stressed in his post that he was "not a political bloke", adding: "I just love my country and am patriotic."

He said he had a "private" Zoom call with BBC executives on Wednesday about "going forward" that had been leaked and was "national news" by the following morning.

Such was the oddity of Anthony Joshua v Jake Paul even taking place, the fight landed on Netflix under a cloud of suspicion that boxing had surrendered itself to choreography.

To be clear, this was a sanctioned professional contest, not a scripted event - and the storyline it produced was mundane and predictably one-sided.

No scriptwriter would have come up with something like this.

The plot played out in the ring was lifeless - a slow, joyless watch that would have struggled to earn even a charitable rating on Rotten Tomatoes.

And the ultimate irony is that this spectacle has provided one of Joshua's biggest paydays and, in all likelihood, his largest television audience.

With seconds remaining in the fourth round, referee Christopher Young perhaps spoke for viewers around the world when he pulled the fighters together and urged them to engage.

Directing his comments at Paul, he said: "Fans didn't pay to see this crap."

"Amen," replied Netflix commentator Mauro Ranallo. "Christopher Young with the call of the night."

All week Joshua spoke about "carrying boxing on his back". On Friday night in Miami, he dumped the load, but only after an awkward and laboured process.

Paul was there to survive.

The man who spent fight week promising the greatest upset in sporting history instead avoided engagement.

He circled endlessly - making the most of the space afford by a ring two feet wider than normal - and attempted to run down the clock.

When he did make contact, it was with echoes of his schoolboy past as a wrestler, constantly going low and grabbing Joshua's leg.

There was an embarrassing lack of punches by Paul and a litany of wild swings from Joshua that even a novice like his opponent was able to easily evade.

"It's a win but it's not a success," Joshua said afterwards. "I've got a lot of improving I've got to do. I'm not happy."

Joshua earned his share of a reported £210m purse, but from a boxing perspective - and for those in the UK who stayed up into the early hours to watch - the contest was meaningless.

Is Joshua set for another gimmick fight?

Joshua stood in the ring and told the crowd he did not care about legacy. It was an honest line, and a fairly accurate one, because nothing that just happened was going to add to it.

The 36-year-old is a schooled heavyweight, an Olympic gold medallist and a former two-time world champion.

He has left a significant footprint on the sport and inspired a generation of fighters and fans.

But going six rounds before doing the inevitable against Paul - a 28-year-old YouTuber-turned-boxer who had never faced anything close to elite level - will not enhance that legacy.

"I wish I could have knocked him out at the start," Joshua said. "But as we saw, Jake has spirit, he has some heart. He tried his best and I take my hat off to him."

The fight underlined how boxing's landscape is shifting, with Netflix-driven hype and commercial appeal increasingly trumping sporting logic.

It is the same thinking that has recently fuelled talk of Irish star Katie Taylor facing former UFC champion Ronda Rousey.

Joshua, for his part, is open to operating in that space.

Two of his past three fights have now come against boxing novices - first UFC fighter Francis Ngannou, and now Paul. His only other outing in that period ended in a heavy knockout defeat by a top-level heavyweight in Daniel Dubois.

The Dubois bout suggested Joshua is in decline, the toil of 33 professional fights after an amateur career eroding his powers.

Amid that backdrop, who can really blame him for taking the money and spotlight afforded at this stage in his career?

When promoter Eddie Hearn was asked about reports linking Joshua with a February bout against kickboxer Rico Verhoeven, he did not rule it out.

"Rico or whoever it is, we haven't finalised that yet," Hearn said. "The date is what we're going to work out in the next four, five, six days. We're not going to rush him back if he's not quite ready. But we won't be long."

How will master promoter Paul shape the story?

Paul has spent years demanding to be recognised as a "real" boxer.

He has called out the likes of 35-year-old Saul 'Canelo' Alvarez - who has held world titles at four weight categories from light middleweight to light heavyweight - while at the same time picking opponents ranging from retired MMA fighters and faded ex-champions to reality TV personalities and even a grandfather.

Somehow he talked his way into fighting an Olympic gold medallist and former heavyweight champion in Joshua, despite being a novice cruiserweight.

In fight week some observers claimed he was of a regional level standard as a fighter.

So how did this happen?

The Disney-actor-turned-YouTuber-turned-boxer has more than 55m followers across his social media platforms.

And that audience and interest level is money.

Paul is said by Forbes to be worth $50m (£37.5m).

He trains out of a £3m converted warehouse in Puerto Rico, a full-time base with recovery suites, a strength and conditioning centre and high-end equipment used by elite professionals.

Conditioning coach Larry Wade, who has worked with world champions such as Shawn Porter and Badou Jack, oversees his physical work.

Head trainer Theo Chambers, who learned his craft at Detroit's famed Kronk Gym, runs technical sessions alongside former world title challenger J'Leon Love.

Moments after his defeat, he told the world about his suspected broken jaw and spat out blood for dramatic effect.

He also spoke of his determination to be a world champion.

With his audience reach influence and his resources expect to see him back in a boxing ring again no matter how much of a farce this fight was at times.

Now is the time to make Joshua-Fury for 2026

The surreal nature of the event was underlined at the post-fight news conference when Joshua put on his best Tyson Fury voice after being asked if he'd like to fight his British rival next.

"I give the dosser eight weeks; 24 hours to sign a contract. Let's see if he is a man. Greedy belly!" he laughed, sounding more like a pirate than the Morecambe native, who has also been world heavyweight champion.

It was comical, sure, but it also summed up the strangeness of the whole night.

Joshua and Fury should have faced each other long ago. The fight is no longer what it once was, but it would still be enormous and would still sell out a stadium. The question, then, is why it should be delayed again.

When it was put to Joshua, he said he would be happy to fight Fury next. Hearn insisted it could happen.

Boxing, and Joshua, have been here before.

In 2023, he and Deontay Wilder appeared on the same bill in Riyadh with the clear intention of finally meeting. Joshua beat Otto Wallin. Wilder lost to Joseph Parker. The fight never materialised.

Delay, diversion and interim fights have a habit of killing boxing's biggest moments.

That is the risk now facing Joshua and Fury - especially in a sport increasingly distracted by spectacle.

Joshua-Paul will not be the last of its kind. And if boxing wants to change the direction of travel, it may be time to rewrite the script.

But in the face of competition from entertainment-based contests like this, and boxing's inability to put on the key fights people want to see – like Joshua v Fury in their prime – only time will tell if more repeats are served up rather than new blockbusters.

British Transport Police (BTP) officers and paramedics were called to Loughton Underground station, Essex, with reports of a casualty on the tracks.

Daisy House died in hospital and her family said: "Our beautiful daughter Daisy lost her life. She was a bright, beautiful, clever, and funny girl who had just started sixth form and had her whole future ahead of her."

They also thanked the emergency services who tried to save her following the incident at about 14:30 GMT on Monday.

The statement continued: "We thank everyone who has sent best wishes, kind messages, and floral tributes.

"We would now ask for our privacy to be respected while we come to terms with the loss of our Daisy and what life will be like without our daughter."

Anxious waits for arrivals are nothing new at Christmas as people track special deliveries.

But for one Shropshire woman, the package two years ago was more precious than something due in the post. It was the child she adopted - the sister of the boy she had made part of her family the year before.

"[We were] on tenterhooks as to whether she would be here for Christmas," remembered Sarah, 44.

She was not disappointed. In that December of 2023 she formally became a mum of two. Adopting siblings, she said, was "the best decision I ever made".

It was, then, the best of times and the busiest of times. Christmas, she recalled, "is carnage in the best possible way with small children".

And it was a journey to get there. It began when Sarah found out she would be unlikely to have a healthy pregnancy. Her story took a huge stride forward when she adopted her son in July 2022.

Sarah described how she had read the then 17-month-old's profile prior to adoption and "knew he was mine". She said she "got butterflies".

She then found out that her son's birth mother was pregnant, and decided to put herself forward as a potential parent for this new baby, should that be needed.

The girl, the half sister of Sarah's son, was born on Christmas Day 2022, and the family became a trio the following December.

They are about to celebrate their third Christmas together, but Sarah insists on trying to make "every day special".

She said: "If I see in a shop a toy or something that I think they'd like, I'll buy it, because it doesn't have to wait until one single day a year.

"Especially with adopted children, a lot of them have trauma in some way, shape or form.

"They can push you away because they feel unsafe. But if you can show them that you aren't going anywhere and you're there forever – if it means that once a month they get a treat – then so be it.

"And to be honest," she said, "as long as the children are happy and content and have got somewhere safe, especially at Christmas, that's what matters."

另据法新社周六发自基辅的消息说,这是乌克兰军方首次正式宣称对里海俄罗斯石油基础设施发动袭击。近几周来,该油田已多次遭到袭击。

据乌克兰总参谋部称,菲拉诺夫斯基油田的一座钻井平台在周五的袭击中受损。该油田由俄罗斯卢克石油公司运营,自12月初以来,已至少两次遭无人机袭击。

乌克兰总参谋部表示,一艘俄罗斯巡逻艇也在此次袭击中被击中,目前正在评估损失。

法新社说,乌克兰主要袭击俄罗斯的石油基础设施,试图切断俄罗斯用于资助战争的资金来源。

另据路透社引述乌克兰官员称,周五晚间,俄罗斯空袭了乌克兰黑海城市敖德萨附近的港口基础设施,造成至少7人死亡,15人受伤。

1959年,湖州巨贾庞莱臣后人,向南京博物院无偿捐赠137件“虚斋”旧藏古画,含明代仇英《江南春》等珍品,江苏省人民委员会1962年特颁发奖状表彰,部分藏品成为南博镇馆之宝。

这本是一个“家国大义、情怀赤子”的感人故事。然而,随着资讯发达,原以为画上句号的故事又起波澜,还大变味了~~六十多年后,庞家意外发现捐赠的《江南春》竟被私人机构收藏,自此持续向南博追问藏品现状却无果。2025年5月,《江南春》现身北京拍卖预展,估价达8800万元,庞家后人举报后拍品撤拍。6月,依据法院调解书核验时,庞家发现含《江南春》在内的5件藏品缺失。南博7月回应称,这5件经1961年、1964年两次专家鉴定为“伪作”,上世纪90年代已依规划拨调剂(注意这七个字,大有深意,后面会再详细分析)。

庞家后人不认可伪作结论,质疑鉴定未告知、处置未公示。12月16日,庞家后人申请强制执行,要求南博提供藏品流转去向。

12月17日,南京博物院终于回复了,让我们用放大镜来仔细看看这篇官样文章。

这是典型的官样文章三段论,让我来逐句分析下:

1.“高度重视、迅速开展”,一堆套话官话,虚头巴脑,还彰显出“大爷我可是个体制内”的优越性和压迫感。

拜托,拖了一年多还没解决,反而一个雷接一个雷的爆~~何来“高度”与“迅速”?

2.两次鉴定为伪作

这段,纯粹与主题无关,不清楚为何要放在这里,还两次提及?

首先,文物鉴定本身就有很强的主观性,你自家关门讨论下,说假就是假了,有程序吗?有正式文件吗?文物界,当时说假,后续随着技术发达,又推翻伪作结论,证明为真品的案例多了去了。

60年前鉴定为假≠一定为假。

伪作≠非文物≠无收藏价值。

比如,大家熟知的《瑞鹤图》(我很喜欢这幅古画,所以了解比较多),其实业内对是否为宋徽宗真迹也有争议,但大家都不太纠结于这个问题,因为:即使是非出于宋徽宗本人,画作本身画工精致,且后世各藏家题字题跋,本身就有极大的艺术价值,不影响其成为辽宁博物院的震馆之宝。

而且,更为关键的是,人家庞氏后人质疑的是藏品处置流程,这跟藏品真伪有何关联?你反复强调是假画,用心何在?难道假的你就能偷偷摸摸当废品卖掉了,就能鬼鬼祟祟换钞票中饱私囊了?

综上,我认为,南博把这段加在这里,纯粹混淆视听,彰显其心虚~~还好,人民大众不傻,没被牵着走。

3.这一段更是漏洞百出。

首先,“上世纪90年代”处置,其他地方都没强调“上世纪”,为何此处专门加了这个词?

“不是我任上,我不清楚,我没责任”+“那么久远的事情,谁还说的清呢,差不多就行了哈”~~作为读者,我是这么理解这三个字功能的。

其次,“根据《博物馆藏品管理办法》对该5幅画作进行了处置”,好,既然你们反复强调自己有法可依,那就让我们来仔细分析下。

来,上法条。

《博物馆藏品管理办法》是一部老法规:1986年6月19日,原文化部以文物字〔1986〕第730号公布,自公布之日起施行,共七章33条,是我国首部系统性博物馆藏品管理部门规章。

更重要的是,该法规为1986年发布并施行,至今无正式修订版。(太好了,我还担心会多次修订,毕竟是个四十年老法规了,这样看来还不涉及新法与旧法的适用冲突问题,更加简明清楚了)

让我们看看这条法规是怎么规定的(为方便阅读,特以红字添加评论)【CDT编者按:以加粗显示】

《博物馆藏品管理办法》没有专门针对“捐赠藏品(含伪作)”的独立条款,但有通用处置规则可适用,核心依据为第二十一条与第十九条。

第二十一条(含伪作/不合标准捐赠品的处置):

已进馆/已入藏的捐赠品(含被鉴定为伪作)【鉴定伪作程序及结论均存疑】,经鉴定不够入藏标准、无保存价值的【即使是伪作,能拍卖出8800万天价,能认为不够入藏标准/无保存价值?】,需:

①另行专库存放、谨慎处理;

②必须处理的,经本馆学术委员会/专家复核、造具清单;【南博遵守了吗?

③报主管文物行政部门批准后妥善处理;【南博遵守了吗?】

④严禁擅自出售或作礼品。【南博遵守了吗?】

第十九条(核心禁令)

藏品严禁出售或作为礼品;馆际调拨/交换需按级别审批(一级藏品报文化部文物局,其他报省级文物部门),并办注销/登账手续。【南博遵守了吗?】

第七条(入藏前鉴定)

捐赠品入馆须经鉴定,确定真伪、是否入藏并定级;鉴定记录含意见与分歧,符合标准的方可入藏并保存原始资料。【南博遵守了吗?】

白底黑字,甚是清晰,南博违规,处处雷区。

我还发现有意思的是,七月份南博回复中,尚有“已依规划拨调剂”,但这次回复,删除了这七个字,为啥?

因为:这七个字同样于法无依,经不起推敲。

首先,划拨调剂仅限于国有馆【南博将画出售给第三方机构,不适用】,其次,调剂划拨也需要履行程序,必须经过捐赠人同意【南博都没遵守】,最重要的,划拨调剂是2018年出台的《国有馆藏文物退出管理暂行办法》规定,上世纪九十年代,《江南春》被南博私自处置时,尚未出台该法规,所以,南博2025年7月份的回复,是错误的。他们也意识到适用法规错误,所以这次删除了这七个字。

我想起了经典广播剧《刑警803》里的一个故事,跟这惊人相似。

某省博物院镇馆之宝突然出现在纽约拍卖会现场,国内文物部门大惊,去查,才发现该宝物被掉包为赝品1,经过刑警803一番努力,将宝物截获于上海火车站,但被盗文物尚未出境,怎么会飞到美国?再仔细查验,发现国内追回的宝物为赝品2,继续调查,发现早在九十年代,真品就被掉包,走私到美国,幕后主使居然是该博物馆领导。。。。据说该案有原型,好像是广东某博物馆。

真可怕,细思极恐。上世纪九十年代,里外勾结,倒卖文物,大概一度是博物馆届的潜规则?毕竟藏品价值巨大,当时监管也易疏漏,随便搞搞,牟利巨大,真不排除业内人士铤而走险。最近十年,随着国家法律完善,反腐败的重视,类似现象,少了很多。

这真是博物馆届的郭美美事件,强烈建议国家文物局亲自主导,不要让江苏文旅厅牵头(他们都是一伙滴),重点就“鉴定程序合规性、处置流程透明度、捐赠人权益保障”三个方面进行调查,严查严惩,不能稀里糊涂的就过去了,如果这次稀里糊涂,真的就变成郭美美博物馆版本了,十几年前郭美美事件,对红十字公益捐赠的打击,现在还没缓过来,如果中国博物馆行业的公信力会遭到严重打击,民间收藏家谁敢再把自己辛苦了一辈子的藏品捐给国家?

期待公正调查结果。

旅界|中国景区,大型工业预制菜?

前两天,我刷到一个外网博主视频,这哥提到一个非常有意思的观点。

他说,现在的中国景区,本质上就是一道大型工业预制菜。

啥意思?

就是我们买预制菜,图的是方便,商家图的是效率。

包装袋剪开,加热三分钟,端上桌,能吃,味道也过得去,但很难说它有灵魂。

而在那个博主眼里,我们现在的旅游体验也是一样的。

不管往南走还是往北走,爬山还是看水,所有流程都像是从同一个模子里刻出来的。

入口永远是气派的检票闸机,路面铺满整齐划一的仿古石板,纪念品大多是批发市场几十块一斤的小商品。

这种高度同质化、缺乏回味、只能保证你有地儿去、有照拍,这就是旅游界的预制菜。

对于他的这个观点,我只能说,大部分比较认同。

这几年,我自己在国内走了不少地方,也跟着不少地方文旅局深度考察了一些景区,其中不乏大名鼎鼎的5A级景区。

曾经每次去之前,我都满怀期待,但到了现场,现实又会给我狠狠上一课,直到对现在国内景区基本麻木不仁。

说个比较典型的,前段时间,我去一家南方很有名的5A景区参观。

车子还没开到山脚下,就被拦在了五公里外停车场。

保安挥舞着指挥棒,面无表情地称,私家车不能进,要想进去,得去买景区交通车票。

下了出租车,烈日下排队半小时,花了几十块钱人头费,终于挤上了一辆散发着皮革和汗味混合气息的大巴车。

车子在蜿蜒的山路上晃悠了二十分钟,一下车,迎接我的是一个硕大无比的广场。

那个游客中心修得气势恢宏,不知道还以为到了某个二线城市机场航站楼。

扫码、预约、安检、检票这一整套丝滑连招,才算真正迈进了景区门槛。

这时候我已经累得不想说话了。

但真正挑战才刚刚开始。

我沿着指示牌走,原本想找个清净的地方看看景,却发现所有路线都是精心给你指定好的。

先穿过一条长长的商业街,两边全是仿古建筑,也就是那种水泥现浇、外面贴层青砖皮的速成古董。

空气里飘着烤肠那股特有的油脂味,还有不知名臭豆腐的酸爽味。

两边的店铺里,卖的东西更是神奇地统一。

你在义乌能买到的木梳,淘宝批发的丝巾,还有那种五颜六色的廉价玉石,在这里不仅应有尽有,价格还翻了三倍。

那一刻我甚至有点恍惚,这到底是江南水乡,还是西北古镇,又或者是在北京某条胡同里。

反正只要把牌匾一换,这场景放到全国任何一个地方都毫无违和感。

而游客就像流水线上的一块肉,被传送到大巴车上,加工检票,再摆在仿古街上展览,最后带着一身疲惫和几张精修照片输送回家。

甚至在朋友圈发完照片后,还要安慰自己一句,来都来了。

这种体验是个例吗?我觉得不是。

根据新华社等权威媒体近日报道,在整个“十四五”期间,全国新增A级景区约2600家,总数已经达到了1.65万家。

这意味着,中华大地上每天都有新的景区被制造出来,也有旧的景区在升级改造,工业化景区产能还在持续扩大。

它们在努力变得更标准、更气派、更像一个成熟的工业产品。

可为什么全国景区都要整齐划一?难道景区老板们不知道游客喜欢特色吗?

他们当然知道,但全国景区头上都悬着一根指挥棒,叫做A级景区评级制度。

这就像是一场全国范围的应试教育,从A级到5A级,有一条等级森严的晋升之路。

为了拿到那块金字招牌,为了获得更高门票定价权,所有景区都必须参加同一场考试。

但这场考试最大问题在于,试卷只有一套,无论你是鬼斧神工的自然名山,还是积淀千年的文化古街,到了这张评分表面前,考核标准都是一样的。

而既然是考试,就要研究得分点。

景区老板们精明得很,一眼就看穿了这套试卷漏洞。

在评分细则里,硬件设施的分值占比极高。

游客中心够不够大,停车场有多少车位,厕所是什么等级,这些都是看得见、摸得着的硬指标,只要砸钱就能拿分。

至于软性服务好不好,生态保护到不到位,不是不重要,相对很难量化。

于是所有人都卷向了同一个方向。

搞基建。

这就是为什么我们在深山老林里,总能看到那种规模吓人的游客中心,好端端的悬崖峭壁上,非要装上一部突兀的观光电梯,很多景区修这些本质上是为了凑分。

分够了,牌子拿到了,至于你在里面玩得开不开心,那是另一回事。

除了硬凑分,还得硬凑文化,有些地方明明只有山水,没有故事,怎么办?

那就编。

于是我们在各种景区里,看到了生硬植入的民俗表演和不知所谓的仿古建筑。

比如,被媒体反复点名的张家界大庸古城,砸了几十个亿,最后除了寂寞,什么都没剩下。

钱花出去了,地推平了,最后留下一地鸡毛。

这一整套为了拿牌而设计的景区工业化生产体系下,还运行着一套更冰冷的商业逻辑。

老板们为了把评审、建设的钱赚回来,必须追求翻台率。

这就又和路边预制菜餐厅一样了,本质上做的就是流量快速变现生意。

它们希望你买门票,坐摆渡车,吃烤肠,千篇一律旅拍,和我在XX很想你合影,然后快滚不送。

你流动得越快,它们接待的人头越多,反正中国有十几亿人,割一茬还有下一茬。

这就是中国工业化旅游的真相,也出现了一个非常吊诡的现象。

我们在生活中,对预制菜避之不及,去餐厅吃饭都要问一句是不是现炒的。

但到了旅游这件事上,我们却又表现得无比宽容,花费了昂贵的时间、金钱成本,却心甘情愿地跳进另一条工业流水线。

这些大好河山、老祖宗留下来的遗产,到底是谁的?

其实我国宪法写得很清楚,矿产、水流、森林、山岭等自然资源,归全民所有,但现实情况却是,这些属于我们每个人的资源,被一堵堵围墙圈了起来。

可能有人会说,景区运营要成本,修路要钱,打扫卫生要钱,收门票天经地义。

但这笔账在很多国家,是另外一种算法。

这些年,我去过不少国外景区,发现了一个很有意思现象,他们对本国人极其宽容,刀子专砍外国人。

比如在美国,我去纽约大都会博物馆,纽约州本地人可以自愿捐赠购票,我那个本地朋友,大大方方按个1美元进去了,轮到外国游客,不好意思,30美元,一分不能少。

在土耳其,那更是离谱。

伊斯坦布尔的地下水宫,本地人进去只要10块钱人民币,外国人白天要250元左右人民币,晚上要400元。

这些国家把门票当成一种调节手段,甚至是一种针对外部流量的税收。

对内,既然是全民所有资源,那就让全民低门槛享受,对外,既然你是来消费资源的,那就多掏点钱。

这不仅仅是钱的问题,也关乎我们对公共资源属性的理解。

2026年1月1日,我国的国家公园法将正式施行,这或许是一个契机,让我们重新思考旅游业的商业底层逻辑。

因为景区要赚钱,养活万千员工,游客要实惠,不想被牵着鼻子走,有一箭双雕的解法吗?

这两天我带孩子在瑞士著名的滑雪旅游度假区,也是温泉胜地洛伊克巴德旅游,这里景区免费,上山需要坐巴士,但完全可以靠一张瑞士通票解决问题。

一旦交通让人舒心了,游客其实就想多住几晚,而多住一晚,就要多吃三顿饭,多喝两杯咖啡,多买点纪念品。

这些住宿餐饮产生的GDP,远远高于那张冷冰冰的门票。

说白了,用免费的资源作为入口,优质的服务留住时间,最后在体验中完成商业闭环,是最高级的做法。

而我们的景区,还在死死盯着那个围墙里的人头费,很大程度上是没有和餐饮、住宿等业态打通,各自为战。

但我依然抱有期待,希望即将施行的国家公园法,能成为打破这堵围墙的开始。

这不仅仅是生态保护的红线,未来也能把单纯的观光和更庞大的商业生态利益紧紧串联在一起。

毕竟一趟跋山涉水的旅行下来,商家有所赚,游客有所得,才是最好的商业模式。

那些胆敢对北京中央政府提出批评的人,最终将会面临怎样的命运,黎智英就是一个鲜明的例证。这位78岁的老人一生跌宕起伏。1989年天安门民主运动遭到血腥镇压时,黎智英开始投身政治和媒体,他奋笔疾书,对抗中国共产党的压迫政策。直到最后一刻,黎智英都拒绝妥协,这也是他身陷囹圄的原因。他的儿子Sebastien表示,父亲被关押以来,健康状况正在急剧恶化。

法国启动斡旋柬埔寨与泰国达成停火协议 - RFI - 法国国际广播电台

法国外交官表示,深知由于殖民历史原因和与柬埔寨的密切联系,法国在斡旋中有一定敏感性。但法国强调保持立场中立。

面对柬埔寨和泰国之间冲突陷入僵局的风险,法国正加大力度推动两国停火。一位外交消息人士周五表示,未来几天将进行“政治层面的接触”。

法新社引述消息人士称,法国外长让-诺埃尔·巴罗将于12月23日与柬埔寨和泰国外交部长进行会谈,随后他将与越南外交部长进行会谈。该消息人士补充道:法国外长“还计划近期与马来西亚外交部长进行交流。”

这些会谈将在东南亚国家联盟(东盟)外长会议的次日举行,该会议目前由马来西亚主持。

当地官员周六表示,一列客运列车在印度东北部撞上一群大象,造成七头大象当场死亡,所幸没有乘客死伤。

法新社12月20日新德里消息,这次事故发生在阿萨姆邦。在印度大约2万2000头野生大象中,有4000多头栖息在这个邦。

阿萨姆邦的高级警官V·V·拉凯什·雷迪告诉法新社,七头大象被撞身亡,还有一头受伤。 这是一列从偏远的米佐拉姆邦开往新德里的列车,有五节车厢脱轨。

In the picture, convicted sex trafficker Ghislaine Maxwell hovers in the background smiling at the former prince. The photo appears to have been taken in the saloon room at Sandringham, the royal estate in Norfolk.

The emergence of the photo will add to scrutiny on Mr Mountbatten-Windsor, after he was stripped of his remaining titles and honours over his links to the late sex offender Jeffrey Epstein.

Andrew has always denied any wrongdoing.

Two of the photos also show Andrew's ex-wife, Sarah Ferguson, in the company of women whose faces are covered by black squares.

BBC News has approached Ms Ferguson's representatives for comment.

Simply appearing in the photos or documents is not evidence of wrongdoing.

The heavily-redacted tranche of some of the so-called Epstein files - the long-awaited documents relating to the US Department of Justice's investigations into Epstein - were released on Friday night.

The documents were highly anticipated after Congress passed a law mandating the files be released in their entirety by 19 December.

They contain photos of the interiors of Epstein's homes, his overseas travels and celebrities including US President Bill Clinton, Mr Mountbatten-Windsor and Michael Jackson. President Donald Trump was hardly mentioned in the files.

Many of those identified in other releases, including President Trump, have denied any wrongdoing in relation to Epstein.

In the undated picture of Andrew, the former prince - now 65 - looks much younger. He is smiling with his eyes closed.

The faces of the women, who are sitting in front of a grand fireplace, have been redacted with black squares. The photo appears to be at Sandringham, King Charles's private estate in Norfolk.

In another picture, he appears to be at Royal Ascot with Epstein and Maxwell.

Also among the files are undated photos of Maxwell standing outside the door of 10 Downing Street.

In the picture she is alone and no context was provided with the photo about why she is there or when the image was taken.

The issue over Andrew’s friendship with Epstein has continued to dog the royals.

The King stripped his younger brother of his prince title following weeks of intense pressure over his links to the paedophile financier.

He is also expected to shortly move out of his Windsor mansion, Royal Lodge.

It came after Andrew Mountbatten-Windsor - as he is now known - gave up his other royal titles, including the Duke of York, after more questions and allegations about his private life.

At the start of this year, emails showed that he had stayed in contact with Epstein for longer than he had previously admitted.

In a posthumous memoir published in October, Virginia Giuffre - a prominent accuser of Epstein - repeated allegations that, as a teenager, she had sex with Andrew on three separate occasions. Andrew has always strenuously denied the claims.

Andrew has also faced calls from Democrat members of the US Congress to give evidence to a committee investigating Epstein's activities. He had not replied to the request by the end of their deadline last month.

Separately, two photos of Ms Ferguson - then the Duchess of York - have emerged in the document dump.

Ms Ferguson has also faced her own Epstein controversy earlier this year, after an email from 2011 revealed she called him her "supreme friend".

Multiple charities dropped the then-Duchess of York as a patron or ambassador after the emergence of that email, in which she also seemed to apologise for her public criticism of him.

The extensive redactions have been criticised by Democrats for violating the transparency law.

But the White House says the Trump administration is the "most transparent in history", as the DoJ says it has "erred on the side of redacting to protect victims".

The Prince of Wales has brought his 12-year-old son Prince George to help at a homeless shelter, so he can teach him about homelessness and show him the efforts of organisations trying to tackle it.

Prince William took his son to a charity with a deep personal connection - the Passage, in Westminster - where William had been brought as a child by his mother Diana, Princess of Wales.

This handing on of the torch took place last week, with George helping to make lunch for people being supported by the Passage, which works with homeless people in central London.

Prince George signed a visitors' book using the same page signed by William and his grandmother Diana in December 1993.

Mick Clarke, chief executive of the Passage, said Prince George had come when they were preparing Christmas lunch for 150 people.

"So it was really about, 'Are you ready to roll up your sleeves and get stuck in?' And he very much was," said Mr Clarke.

"Very much like his dad, actually - just wanted to get stuck in and help," said the charity chief.

"A lovely kid is how I would describe him, and he just really seemed very interested in the work that we do and particularly in talking to people who have used our services," said Mr Clarke.

There was some competition between father and son in getting the food ready.

"William was on the sprouts, getting his sprouts ready so they could go into the steamer, and Prince George was helping with the Yorkshire puddings," said Mr Clarke.

He described the signing of the book with Princess Diana's name as a "lovely, beautiful moment - I think particularly with Prince William pointing out to George, 'This is my mum's signature. This was the first time that she brought me here.'

"It kind of felt full circle, really - 1993 through to 2025, with William bringing George," said Mr Clarke.

The charity head said it seemed as though Prince George's family were trying to show their children life outside the palace and how it was important that "the most vulnerable in society are supported and looked after".

And in terms of contrasts, the visit to the homelessness charity came on the same day as the annual Royal Family Christmas lunch in Buckingham Palace.

Prince William has been a supporter of the Passage since he was brought as an 11 year old by his mother, who had made regular visits, both public and private.

William is running his own campaign to tackle homelessness, Homewards, and he has described his early experience of visiting the Passage as an inspiration.

He remembered being anxious about his first visit with Princess Diana, but finding an unexpected warmth and happiness.

"My mother went about her usual part of making everyone feel relaxed, and having a laugh and joking with everyone," he said in an interview last year.

"I remember at the time, kind of thinking, well, if everyone's not got a home, they're all going to be really sad.

"But it was incredible how happy an environment it was," recalled Prince William.

The Passage, which takes its ethos from the social reformer St Vincent de Paul, has been working in Westminster since 1980, and last year helped more than 3,000 people who were facing homelessness.

The charity says poverty is one of the main causes and "many people are just one bill away from experiencing homelessness".

It also warns of risk factors such as addiction and substance abuse, mental health problems, domestic violence and traumatic events in families.

The Passage has also highlighted links between homelessness and people being exploited in human trafficking and modern slavery.

Watch: Former US President Bill Clinton featured in new Epstein photos

The US justice department has released an initial tranche of documents related to Jeffrey Epstein.

The documents, which include photos, videos and investigative documents, were highly anticipated after Congress passed a law mandating the files be released in their entirety by Friday. The Department of Justice (DOJ), however, acknowledged it would not be able to release all of the documents by the deadline.

A number of famous faces are included in the first batch of files - including former US President Bill Clinton, Andrew Mountbatten-Windsor, and musicians Mick Jagger and Michael Jackson.

Being named or pictured in the files is not an indication of wrongdoing. Many of those identified in the files or in previous releases related to Epstein have denied any wrongdoing.

Several hundred thousand pages still have not been released

Among the documents released on Friday are many that are redacted, including police statements, investigative reports and photos.

More than 100 pages in one file related to a grand jury investigation are entirely blacked out.

Officials, as outlined in the law, were allowed to redact materials to protect the identity of victims, or anything related to an active criminal investigation, but they were required by law to explain such redactions, which has not yet been done.

The thousands of pages released on Friday are only a share of what is to come, according to the justice department.

Deputy Attorney General Todd Blanche said the department was releasing "several hundred thousand pages" on Friday and that he expected "several hundred thousand more" to be released over the coming weeks.

He told Fox & Friends that the department was heavily vetting each page of material to ensure "every victim - their name, their identity, their story, to the extent that it needs to be protected - is completely protected". That is a process, he argued, that takes time.

The timing of when additional materials will be released is unclear, and lawmakers on both sides of the aisle have expressed frustration.

Democrats including Congressman Ro Khanna have threatened action against members of the justice department, including impeachment or possible prosecution over the delay.

Khanna led with Republican Congressman Thomas Massie to force a vote on the Epstein Files Transparency Act, defying US President Donald Trump who at first urged his party to vote against the measure.

"The DOJ's document dump of hundreds of thousands of pages failed to comply with the law," he said on social media, saying in a video that all options were on the table and being mulled over by him and Massie.

Several of the images released include former US President Bill Clinton.

One picture shows him swimming in a pool, and another shows him lying on his back with his hands behind his head in what appears to be a hot tub.

Clinton was photographed with Epstein several times over the 1990s and early 2000s, before the disgraced financier was first arrested. He has never been accused of wrongdoing by survivors of Epstein's abuse, and has denied knowledge of his sex offending.

A spokesperson for Clinton commented on the new photos, saying they were decades old.

"They can release as many grainy 20-plus-year-old photos as they want, but this isn't about Bill Clinton. Never has, never will be," Angel Ureña wrote on social media.

"There are two types of people here. The first group knew nothing and cut Epstein off before his crimes came to light. The second group continued relationships with him after. We're in the first. No amount of stalling by people in the second group will change that," he continued.

"Everyone, especially MAGA, expects answers, not scapegoats."

In the tranche of files released by the justice department are court documents that mention the US president.

The court documents detail that Epstein allegedly introduced a 14-year-old girl to Trump at his Mar-a-Lago resort in Florida.

During the alleged encounter in the 1990s, Epstein elbowed Trump and "playfully asked him", in reference to the girl, "This is a good one, right?", the document says.

Trump smiled and nodded in agreement, according to the lawsuit filed against Epstein's estate and Ghislaine Maxwell in 2020.

The document says that "they both chuckled" and she felt uncomfortable, but "at the time, was too young to understand why".

The victim alleges she was groomed and abused by Epstein over many years.

In the court filing she makes no accusations against Trump, and Epstein's victims have not made any allegations against him.

The BBC has contacted the White House for comment.

The alleged episode is one of very few mentions of the president in the thousands of files released on Friday. He can be seen in several photos but his inclusion is minimal at best.

The Trump War Room, the official X account for the president's political operation, instead was posting photographs of Clinton. Trump's press secretary, too, re-posted images of Clinton, saying "Oh my!"

However, there are still pages to be released.

Deputy Attorney General Todd Blanche has said that "several hundred thousand" pages of documents are still being reviewed and have yet to be made public.

The US president has previously said he was a friend of Epstein's for years, but said they fell out in about 2004, years before Epstein was first arrested. Trump has consistently denied any wrongdoing in relation to Epstein.

A photo in the released files appears to show Andrew Mountbatten-Windsor laying across five people, whose faces are redacted. Epstein's convicted co-conspirator Ghislaine Maxwell is seen in the image standing behind them.

Andrew has faced years of scrutiny over his past friendship with Epstein, who does not appear in the photo.

He has repeatedly denied all wrongdoing in relation to Epstein, and said he did not "see, witness or suspect any behaviour of the sort that subsequently led to his arrest and conviction".

The newly released documents include the widest assortment of celebrities we've seen in an Epstein file release so far.

The former financer was known for having connections across entertainment, politics and business. Some images released by the DOJ show him with stars that include Michael Jackson, Mick Jagger and Diana Ross.

It's unclear where or when any of the photos were taken or in what context. It's also unclear if Epstein was associated with all of these figures or whether he attended these events. Previously released photos from Epstein's estate have included photos that he did not take from events where he was not in attendence.

In one of the newly released photos, Epstein is photographed with Michael Jackson. The pop idol is wearing a suit and Epstein is seen in a zip-up hoodie.

Another image of Jackson shows him with former US President Bill Clinton and Diana Ross. They are posing together in a small area and multiple other faces are redacted from the image.

Another photo in the thousands of files shows Rolling Stones legend Jagger posing for a photo with Clinton and a woman whose face is redacted. They are all in cocktail attire.

Several photos include the actor Chris Tucker. One shows him posing and seated next to Clinton at a dining table. Another shows him on an airplane tarmac with Ghislaine Maxwell, the convicted associate of Epstein.

The BBC has contacted Jagger, Tucker and Ross for comment. Clinton has previously denied knowledge of Epstein's sex offending and a spokesperson on Friday said they were decades-old photos.

"This isn't about Bill Clinton. Never has, never will be," the spokesperson said.

Epstein threatened to burn down house, accuser says

One of the first people to report Epstein is included in the files. Maria Farmer, an artist who had been working for Epstein, told the FBI in a 1996 report that he had stolen personal photos she took of her 12-year-old and 16-year-old sisters.

She said in a complaint that she believed he sold the photos to potential buyers, and said he threatened to burn her house down if she told anyone about it. Her name is redacted in the files but Farmer confirmed the account was hers.

She notes in the report that Epstein had allegedly asked her to take pictures for him of young girls at swimming pools.

"Epstein is now threatening [redacted] that if she tells anyone about the photos he will burn her house down", the report states.

Farmer said she feels vindicated after nearly 30 years.

"I feel redeemed," she said.

Former Pakistan Prime Minister Imran Khan and his wife Bushra Bibi have been sentenced to further jail terms following a fraud case involving state gifts.

They were convicted of breaking Pakistan's rules on gifts after Bibi was given a luxury jewellery set by Saudi Arabia's Mohammed bin Salman during a 2021 state visit.

The pair are already serving time in prison for earlier convictions, and the new sentences - 10 years for criminal breach of trust and seven years for criminal misconduct, and a fine - will reportedly run concurrently to their earlier terms.

Khan has described the charges as politically motivated and his lawyer told BBC News his team plan to challenge the verdict.

Speaking to the BBC after the sentencing, the former prime minister's lawyer, Salman Safdar, said Khan and his wife had not been present for the hearing.

Mr Safdar said their legal team had only been informed about the sentencing late on Friday night, after normal court hours.

They planned to mount a challenge to the verdict in the high court, Mr Safdar said.

This case is the latest in a series of charges laid against the cricket star-turned-politician, who has been detained since August 2023. In January, he was sentenced to 14 years in prison over a separate corruption case.

He has faced charges in more than 100 cases, ranging from leaking state secrets to selling state gifts. The BBC has been unable to confirm the exact number brought against him.

The jewellery case, referred to as Toshakhana 2 in Pakistan, concerns a Bulgari jewellery set given to Bushra Bibi by Saudi Arabia's Crown Prince Mohammed bin Salman during a state visit in 2021, according to court documents.

Under Pakistan's rules on state gifts, these items go to Pakistan's Toshakana department (state treasury), but politicians are able to purchase the items back.

Khan is alleged to have asked a private firm to undervalue the jewellery set, before purchasing it back at a significantly reduced price.

In addition to their jail terms, the pair were handed a fine of over 16 million Pakistani rupees (£42,600).

Khan has previously been acquitted in a separate Toshakhana case.

The former leader still has other cases outstanding against him.

These include terrorism charges relating to violent protests that took place on 9 May 2023, when he was previously arrested.

Khan was Pakistan's prime minister until April 2022 when he was ousted in a vote of no confidence.

Although he has not been seen in public, his social media accounts have continued to operate with messages attributed to him on X often appearing after jail visits.

These have been highly critical of Pakistan's current government and its politically powerful army Chief Field Marshall Asim Munir, including posts calling him a tyrannical dictator.

In November, he was denied any visitors for nearly a month.

After campaigning by his family and party, his sister was allowed to visit in early December; a few hours after she saw him, his account posted a comment credited to Khan calling the Field Marshall Asim Munir a "mentally unstable person".

Khan has not been allowed any family visits since.

According to an official at the jail, Khan and his wife were present when the verdict was announced but no journalists were allowed to observe.

The judgement states the judge was lenient in sentencing because of Khan's "old age".

The family of a 16-year-old have paid tribute to their "bright, beautiful" girl after she died following an incident on the London Underground.

British Transport Police (BTP) officers and paramedics were called to Loughton Underground station, Essex, with reports of a casualty on the tracks.

Daisy House died in hospital and her family said: "Our beautiful daughter Daisy lost her life. She was a bright, beautiful, clever, and funny girl who had just started sixth form and had her whole future ahead of her."

They also thanked the emergency services who tried to save her following the incident at about 14:30 GMT on Monday.

The statement continued: "We thank everyone who has sent best wishes, kind messages, and floral tributes.

"We would now ask for our privacy to be respected while we come to terms with the loss of our Daisy and what life will be like without our daughter."

比如,在一份列有254名按摩师的7页文档中,每一个姓名都被涂黑,旁边注明“为保护潜在受害者信息,已涂黑”。尽管如此,这批档案依旧揭示了声名狼藉的银行家爱泼斯坦与政商名流之间的密切关系

克林顿成替罪羊?

民主党的骗局?

特朗普一直到今年11月才在国会议员施压下(包括共和党同僚)签署法案,强制要求在12月19日前公布档案。司法部现在表示,今后几个星期还将公布更多文档。司法部副部长布兰奇(Todd Blanche)强调,检察官有权酌情决定是否公开与正在进行的调查相关的材料;为了保护爱泼斯坦数百名受害者的身份,一些文件也已被涂黑。

美国撤回对中国异议人士关恒的驱逐

(德国之声中文网)备受关注的中国异议人士关恒在美国面临驱逐一案有了新的进展。路透社周五(12月19日)报道,关恒律师陈闯创称,美国已放弃将这名中国公民驱逐至乌干达的努力。

关恒是一名中国公民记者。2021年,他冒险前往中国西部新疆地区,拍摄了遭到国际社会广泛谴责的大规模关押维吾尔及其他民族穆斯林的集中营设施。

随后,他经香港飞往厄瓜多尔——当时该国允许中国护照持有人免签入境。接着,他从厄瓜多尔飞往巴哈马,然后乘坐一艘小船,历经艰难抵达美国佛罗里达。

抵达美国后,关恒发布了他拍摄的新疆大规模关押设施的这些视频,并在美国申请政治庇护。

关恒案引发大量关注

特朗普政府在移民问题上采取强硬措施。今年8月,关恒因“非法入境”被美国移民与海关执法局(ICE)拘留。目前,他仍被关押在纽约州的一处拘留中心。

关恒的拘留以及可能被遣送至乌干达的处境引发了大量关注。

《华尔街日报》发表社论,谴责对关恒的驱逐是在充当中共的帮凶。伊利诺伊州民主党议员、众议院中共问题特设委员会少数党领袖拉贾·克里希纳穆尔蒂(Raja Krishnamoorthi)呼吁释放关恒。

活动人士在网络社交平台发起释放关恒的呼吁,并有不少人前往他的关押地点附近表达声援。

留下难得人权侵犯记录

多年来,中国一直被指控在新疆关押累计超过100万维吾尔人和其他穆斯林少数民族人士,并对被关押者施行虐待和酷刑。中国政府坚决反对这些指控,称关押维吾尔人的设施为“职业培训中心”,旨在打击极端主义。

2021年1月,特朗普第一任政府卸任前一天,认定中国在新疆地区镇压维吾尔族穆斯林的行为,犯下了 “种族灭绝和反人类罪”。该认定得到继任的拜登政府的赞同。

中国政府长期严格限制记者进入新疆地区。关恒只身前往现场,近距离拍摄这些关押设施,留下这场大规模人权侵犯行动难得的记录。

关恒的支持者和律师表示,如果他被遣送至乌干达,几乎可以确定将面临迫害。乌干达是一个北京在政治和经济上拥有相当影响力的东非国家,并和中国推进了在打击犯罪方面的合作。

乌干达今年与特朗普政府达成协议,接收来自第三国的移民。

“再教育营”:中国自2017年起在新疆大规模设立所谓再教育营,拘押维吾尔族等少数民族。德国独立学者郑国恩(Andrian Zenz)的研究首先披露了这一现象。国际媒体从2018年初开始对此报道,逐渐揭示有关拘禁营内强制劳动、虐待、洗脑等侵犯人权的做法。
“去极端化”:中国官方称这些教育营为“职业培训中心”,其目的是杜绝极端主义、为维吾尔人提供就业技能。2019年12月9日,新疆自治区政府主席雪克来提扎克尔宣布,所有学员已经“结业”,开始新生活。但仍有很多海外维吾尔人反映家人被拘禁。
系统性侵权的指责:人权组织还指责中国在新疆实施全民监控、文化同化、剥夺宗教自由、强推节育以控制人口增长等措施。北京始终否认所有对新疆侵权行为的指控。2020年,中国领导人习近平还曾宣称中国的治疆政策“完全正确”、“成果显著”。
向国际刑事法院提告:2020年7月6日,两个流亡海外的维吾尔人团体委托律师向海牙国际刑事法院递交诉状,控告中国政府犯下"种族灭绝"和"反人类"罪行,并提交了有关证据。中国领导人习近平也名列被告。海牙国际刑事法院的任务是为种族灭绝、战争罪行和其他暴行的受害者伸张正义。但中国不承认其管辖权。
土耳其:从谴责到沉默:在相当长的时期内,土耳其总理埃尔多安一直对中国对待穆斯林少数民族的方式提出强烈批评,甚至在2009年新疆发生骚乱后谴责中国对维吾尔人进行'种族灭绝'。据报道,当时有很多维吾尔人逃亡到土耳其。然而从2016年开始情况发生变化。随着中国与土耳其的经济关系升温,埃尔多安政府不再批评中国的少数民族政策。
国际法概念:美国“外交政策”杂志网站2月19日报道,美国国务院法律顾问办公室于年初得出结论认为,中国对新疆维吾尔族的大规模监禁和强迫劳动属于反人类罪行,但没有足够证据证明中国在新疆进行了“种族灭绝”行为。报道援引人权观察组织国际司法专家Richard Dicker说,“种族灭绝是很难在法庭上证明的”,因必须确认犯罪者“有非常明确的意图“,“基于某个群体的宗教,种族或民族背景,消灭全部或部分人口”。
美国:新政府接过既成事实:2021年1月19日,在特朗普卸任前一天,美国时任国务卿蓬佩奥称中国迫害维吾尔人的作法已犯下“种族灭绝与反人类罪”。继任国务卿布林肯 (Antony Blinken) 在19日的确认听证会上向参议院外交关系委员会表示,他同意蓬佩奥称中国迫害维吾尔人之举为种族灭绝的声明。
英国首相:是法律问题:英国首相约翰逊认为,“认定种族灭绝是法律问题,但我可以说,我认为新疆正在发生的事、针对维族人发生的事极其令人憎恶。”英国下院已否决疑似针对中国的“种族灭绝修正案”。 假如该案通过,英国将以法律形式禁止同犯有种族灭绝罪行的国家签署自贸协定。
呼吁调查:英国外交大臣拉布(Dominic Raab)2月22日在联合国人权理事会发言中指出,酷刑、强制劳工以及强制节育等都在中国的新疆以“工业化规模”发生。拉布呼吁,联合国人权高级专员巴切莱(Michelle Bachelet)或其他独立专家应“立即和不受限制”地进入新疆,人权理事会应该就此事做出一项决议。中国外长王毅对此则回应称欢迎联合国人权高专访问新疆:“新疆地区的大门始终是敞开的”。
加拿大:国会通过、政府弃权:加拿大国会2月22日以266比0的票数通过一项动议,认定中国在新疆对维吾尔人进行种族灭绝。加拿大总理特鲁多和大多数内阁成员则投了弃权票。特鲁多一直不愿将中国对新疆维吾尔族人的做法定性为种族灭绝,称该词“极其沉重”,并表示在做决定前需要进一步审查。
荷兰:议会通过动议 政府先不跟进:荷兰议会2月25日通过一项不具约束力的动议,称中国在新疆对待维吾尔穆斯林的方式属于「种族灭绝」。首相吕特(Mark Rutte,图)所属的政党对该动议案投下反对票。荷兰外长布洛克(Stef Blok)表示,政府不想使用「种族灭绝」这个字眼,因为联合国和国际法庭都尚未做出相关认定。
2018年以来新疆人口出生率大幅下降:新疆社会科学院2020年9月公布《关于境外炒作新疆人口问题的研究报告》,称近年来新疆人口持续增长,其中维吾尔族人口增幅和出生率均高于全疆平均水平,所谓“种族灭绝”没有任何根据,并称2018年新疆人口增长出现下降,是全面落实计划生育政策的结果,也是新疆经济社会发展和各族群众生育观念转变的体现。中国官方统计数据显示,新疆2010至2017年的人口出生率均在15‰左右,其中2014年为16.44‰。但2018年,新疆的人口出生率降至10.69‰,2019年降至8.14‰。新疆人口自然增长率2017年为11.4‰,2019年跌至3.69‰。

撤回将关恒遣送到乌干达的决定

“我们刚刚收到一封信,通知我们国土安全部(DHS)将不会寻求把关先生遣送到乌干达,”关恒的律师陈闯创对路透社表示。

陈律师说,目前尚不清楚华盛顿是否会继续寻求将关恒遣送至中国或其他国家,但他认为,将这样一位“高度知名的异议人士”送回中国的可能性不大。

根据美国国土安全部的政策,如果移民当局获得“可信的”外交保证,确认移民在第三国不会遭到迫害或酷刑,或者在遣送前提前至少六小时通知当事人,这些移民就可以被遣送至第三国。

尽管如此,陈律师表示,撤销将关恒遣送至乌干达的决定是一个积极进展。他说,预计将在未来几周内举行保释听证会,但庇护案件可能需要数年时间才能完成。

“关于此案的更多信息将陆续公布,”一名国土安全部发言人对路透社表示,并补充说,关恒是在时间和地点不明的情况下非法进入美国的。

该发言人还表示:“他的所有主张都将由移民法官进行审理。”

中国驻华盛顿大使馆没有立即回应置评请求。

美国国务院致信移民法官支持关恒

路透社报道称,其记者还核查了一封由美国国务院发出的信函副本,该信函对关恒的庇护申请表达了支持。

这封寄给移民法官查尔斯·奥斯兰德(Charles Ouslander)的信函,描述了关恒在记录中国当局侵犯人权行为方面所扮演的角色,以及中国境内异议人士和记者所面临的迫害威胁。

美国国务院负责民主、人权与劳工事务局的副助理国务卿朱莉·特纳(Julie Turner)在这封日期为12月12日的信中写道:“近年来,中国对其认定为不忠于中共的人士进行骚扰和报复,无论他们身处中国境内还是海外。”

众议院中共问题特设委员会少数党领袖克里希纳穆尔蒂上周公开致函国土安全部长克里斯蒂·诺姆(Kristi Noem),就关恒一案表示,美国有“道义责任为新疆人权受害者发声”。

美军报复:空袭70多个“伊斯兰国”目标

(德国之声中文网)美国周五(12月19日)对叙利亚境内70多个“伊斯兰国”(IS)目标发动空袭,以报复上周在帕尔米拉(Palmyra)发生的导致两名美军士兵和一名翻译丧生的袭击。

叙利亚国家电视台报道称,空袭击中了代尔祖尔省(Deir ez-Zor)和拉卡省(Raqqa)的乡村地区,以及帕尔米拉附近的阿穆尔山(Jabal al-Amour)地区。

报道称,打击目标包括“‘伊斯兰国’的武器储存点和指挥部”。

一名五角大楼官员告诉美联社,此次行动动用了F-15“鹰”式战斗机、A-10“雷电”对地攻击机以及AH-64“阿帕奇”直升机。

美国国防部长皮特·赫格塞斯(Pete Hegseth)在社交媒体上表示:“今天早些时候,美军在叙利亚启动了‘鹰眼打击行动’,以消灭‘伊斯兰国’武装分子、基础设施和武器据点,直接回应12月13日在叙利亚帕尔米拉发生的针对美军的袭击。”

12月13日,两名来自艾奥瓦州国民警卫队的成员以及一名平民翻译在叙利亚沙漠地区的一次袭击中丧生。特朗普政府将此次袭击归咎于“伊斯兰国”组织。

美国陆军确认,两名士兵分别是来自得梅因的25岁中士埃德加·布赖恩·托雷斯-托瓦尔(Edgar Brian Torres-Tovar),以及来自马歇尔敦的29岁中士威廉·内森尼尔·霍华德(William Nathaniel Howard)。遇害的翻译是来自密歇根州梅科姆的阿亚德·曼苏尔·萨卡特(Ayad Mansoor Sakat)。

袭击发生后不久,美国总统特朗普承诺将实施“非常严厉的报复”。

特朗普坚称,报复行动的目标将是“伊斯兰国”,而不是叙利亚,并强调叙利亚总统艾哈迈德·沙拉(Ahmad al-Sharaa)对这次袭击“极为愤怒和不安”。

周五,叙利亚外交部发表声明称:“叙利亚重申其打击伊斯兰国的承诺,并将在美军空袭后加大对该组织的军事行动。”声明表示,叙利亚境内“不会有恐怖组织的安全避风港”。

叙利亚一直与美国主导的打击“伊斯兰国”联盟合作,并在上个月沙拉与特朗普在白宫会晤时达成了一项协议。

目前,大约仍有1000名美军驻扎在叙利亚。

经济观察报|三聚氰胺吹哨人简光洲:一名调查记者的转身

17年前爆发的“三鹿奶粉三聚氰胺事件”是中国食品安全史上最严重的危机之一。简光洲正是该事件的吹哨人,也是中国首批调查记者之一。

12月的上海还没有入冬,简光洲穿着西装白衬衫,商务装成了他转行后的标配。在做媒体人时,他常穿的是T恤。相比做记者时,他的身材有些发福,“各种应酬太多了,为了生活”。

17年前爆发的“三鹿奶粉三聚氰胺事件”是中国食品安全史上最严重的危机之一。简光洲正是该事件的吹哨人,也是中国首批调查记者之一。

2008年9月11日,《东方早报》A20版以半版篇幅,刊登了简光洲的调查报道《甘肃14婴儿同患肾病 疑因喝“三鹿”奶粉所致》。由此,当时的中华人民共和国卫生部查出三鹿奶粉里含有三聚氰胺,随之也改写了中国奶业的发展进程,推动了《中华人民共和国食品安全法》(下称《食品安全法》)的提前出台。

报道刊发当年,简光洲被《新周刊》评为年度新锐人物。评委会的颁奖词如是写道:真相因良知而显露,黑幕因勇气而洞开。他打破媒体“某”规则,直接说出了“三鹿”两个字,引发了中国奶制品行业的地震,间接挽救了无数婴幼儿的生命健康。在蝼蚁撼大象的背后,他和他所供职的《东方早报》的诚实和勇气,还原了传媒的公共价值和监督角色。他只是一个记者,但他代言了2008年中国传媒的良心。

然而,这篇稿子见报前那晚,简光洲却把办公桌收拾得干干净净,做好了无法继续当记者的准备,“我以为第二天就会被开除”。

简光洲如今的办公室在一所大学里,很安静。办公室没有任何装饰,书柜最显眼的位置摆放着中国新闻奖的奖杯。奖杯很亮,落了些灰尘。今年8月,中华全国新闻工作者协会《历史上的名篇》点名三鹿奶粉的报道入选。但简光洲自己早已找不到当年的纸质报纸,手里只留存了电子版。

01 一个记者的“911”

2008年8月底,简光洲像往常一样在《东方早报》中国新闻部工位的电脑上刷着新闻。一则行业简讯《同济医院一项医疗技术有效治疗结石娃娃》引起了他的疑惑。简讯写道:“同济医院小儿外科在国内率先开展的一项新技术,已让6名停尿婴儿摆脱了死亡威胁。”

“婴儿肾结石极其罕见,医院却主动宣传能做这种手术,这本身就很反常。”简光洲随即拨通了医院电话。医生告诉他,同样的病例最近收治了三例。他继续追问:“以前这种情况多吗?”医生说非常少,一年碰不到几例。

简光洲心里咯噔一下,一般情况下,医院只有在碰到特殊、罕见的病例时,才会找媒体宣传。他疑惑地问:“这三个病例有什么共同点?”医生回想了一下说:“家长好像都说喝的是三鹿奶粉,但具体病因目前不明。”

简光洲立刻要来了家长的联系方式,逐一进行电话核实。三个家庭分别来自江西、河南、湖北三个省份,互不相识,却给出了同样的答案:孩子喝的是三鹿奶粉,最近因肾结石住院。

9月8日,位于甘肃省兰州市的中国人民解放军第一医院泌尿科又接收了一名8个月大、患有双肾多发性结石和输尿管结石病症的婴儿,这是该院过去3个多月接收的第14名患有同样疾病的病例。简光洲觉得,多个城市同期出现同样的罕见病例,绝非巧合。

简光洲找到中国人民解放军第一医院泌尿科首席医生李文辉,对方透露病例还在增加。他追问:“这些孩子喝什么奶粉?”李文辉说,家长们都提到了三鹿。那一刻,简光洲的怀疑变成了初步判断。

简光洲的思绪一下子回到了2004年。那年,他和同事跟进报道阜阳“大头娃娃”事件,正是因为假奶粉导致婴儿营养不良。如今相似的事情再次上演。“婴儿能吃什么?母乳、奶粉、水。如果是水污染,不会武汉和兰州都出现问题。”他迅速在脑子里搭建逻辑链条:事件罕见、地域分散、唯一共同点是三鹿奶粉。

简光洲拨打了甘肃省卫生厅及该省食品药品卫生监督局电话,得知他们已接到相关情况的汇报,正在联合多个部门调查。甘肃省卫生厅办公室主任杨敬科回复说,因为媒体经常询问,所以决定在9月11日上午召开新闻发布会向外界说明调查的进展。

在交稿前的最后一刻,简光洲拨通了三鹿集团总部电话,传媒部的工作人员承认“已获悉甘肃有婴儿患病的情况”。但就在当天,对方又给简光洲回电话强调说“已经委托了甘肃当地权威质检部门对三鹿奶粉进行了检验,结果显示质量是合格的”。

简光洲回忆说,他是9月10日下午下班前给三鹿集团打的电话,当天送检不可能立刻出结果。因此他觉得对方的回复本身就有价值,说明三鹿集团也知道可能存在问题,因此提前送检了。

简光洲笃定三鹿奶粉出现了问题,但出于新闻严谨性的考虑,在交稿后回家的路上,他又折返回报社,特意叮嘱编辑要加上副标题“不排除为假冒伪劣奶粉”。

为何要在交稿前最后时刻才采访相关部门及三鹿集团?“我怕被‘灭稿’。”这位习惯“抢新闻”的记者,那次却主动选择慢下来。

当晚,简光洲把自己的工位收拾得一尘不染,带上了全部私人物品。这个报道会引起很大震动,他可能会被问责离职。当天晚上,简光洲辗转反侧,一夜难眠。

9月11日清晨,报道见报,原本2400多字的报道被压缩成1900多字。当天早上,这篇报道迅速成为当时各大门户网站的头条。当天下午,三鹿集团给简光洲打了几十个电话,希望删稿,否则就起诉。

虽然笃定报道没问题,但这一天简光洲过得还是相当煎熬。在这篇新闻报道后面的留言中,不少网友骂他“收黑钱,打击民族企业”。

当天晚上8点多,新华社发文称:卫生部怀疑三鹿牌奶粉受三聚氰胺污染。随后,三鹿公司宣布召回奶粉后,简光洲如释重负。

后来的故事被大家知晓。三聚氰胺,这个原本用于化工生产的化学物质,被不法奶农添加到原奶中以“提高”蛋白质检测指标。报道发出后,国家质检总局紧急对全国婴幼儿奶粉进行抽检,专项检查显示22家婴幼儿奶粉生产企业的69批次产品检出了含量不同的三聚氰胺。

三鹿集团最终资不抵债,于2009年2月破产,原董事长田文华被判无期徒刑,三名直接责任人被执行死刑。

这场风波也推动了2009年《食品安全法》的出台,改变了中国食品安全的监管逻辑——从被动应对转向主动预防。我国也建立起了史上最严格的乳品监管体系。

02 一个理想主义者的转身

中文系毕业的简光洲,原本的理想是当个作家。

但师范大学毕业后,简光洲先是在江西省九江市一所高中担任语文教师。他回忆,1992年邓小平南方谈话后,中国大地吹起了深化改革开放的春风,80年代的文学热已慢慢退潮。加上作为文学家的鲁迅曾教育他的孩子“不要再搞文学了”的影响,简光洲放弃当教师,2001年考入了南昌大学新闻系。

“90年代初,解放日报发表系列再次改革开放的评论,影响了整个中国的历史进程,我觉得新闻更有力量。”简光洲说。

事实上,在上世纪90年代中期,中国新闻业也正在发生巨变,一大批提供纯信息尤其是经济信息为主的报纸纷纷创办,南有《21世纪经济报道》(2001年创刊)、北有《经济观察报》(2001年创刊)、东有《第一财经日报》(2004年创刊)等众多新锐媒体涌现出来。

“‘让无力者有力,让悲观者前行’,曾经一纸风行的《南方周末》及每年的新年献词,激励着一代年轻人义无反顾地加入到新闻行业,他们总是想着用新闻记录并改变世界。那种理想主义让我着迷。”简光洲说他的理想是成为《南方周末》的调查记者。

读研究生期间,每周四,简光洲都会准时出现在校门口的书报摊前。当时的《南方周末》一份卖两元,对学生来说不便宜,但他省下饭钱也要买。学校图书馆的《南方周末》也总是被人撕页,有人会把调查报道剪下来收藏。

“新闻是时代的瞭望者。”美国著名记者普利策的这句名言也被新闻学院的老师们在课堂上反复讲述。简光洲说,它深深地影响了一代又一代新闻学子,塑造了他们的新闻理想。他的理想是做“中国的法拉奇”,“能质疑权力,能用新闻改变社会不公,推动社会的进步”。

2003年,简光洲刚毕业就进入了文汇新民联合报业集团,随后被安排到准备创刊的《东方早报》。这家报纸立志要做“中国《纽约时报》”。那一年,天南地北来的年轻人聚集在上海延安中路839号新民晚报的老大楼,挤在嘎吱作响、时有老鼠四窜的简陋办公室里,为他们的雄心壮志日夜颠倒。

刚入报社,新记者有很多条线可选,选择某个条线意味着稳定的新闻来源和收入。但简光洲却选择做调查记者——这个吃力却不讨好的活。

2004年,简光洲与同事董小恒调查了阜阳劣质奶粉事件——小作坊用淀粉冒充奶粉,导致婴儿营养不良变成“大头娃娃”。报道迫使相关部门出手整治。也正是这个报道经历,使得简光洲在4年后,迅速从婴儿做肾结石手术的线索联想到奶粉可能有问题。

三聚氰胺之后,简光洲成为《东方早报》首席记者,他继续做调查报道,但不能发出的报道越来越多。2009年,他耗时3个月深入采写“三千孤儿”——上世纪60年代上海送往内蒙古的孤儿寻亲故事。他采访了上百个家庭,这篇万字长稿却在最后一刻被毙稿。“有些敏感。”简光洲至今不愿详谈。

稿件多次“被毙”让他意识到一个调查记者的天花板:你可以触及行业黑幕,但有些东西碰不得。

2012年8月28日,在女儿一周岁生日之际,干了近10年调查记者的简光洲,从《东方早报》离职。他对外的说辞是想给女儿提供一个有尊严的生活。2003年刚做记者时,简光洲的薪水是每月六七千元,相比当时社会的平均薪资不算少。但10年过去,这份收入并没有上涨多少,贷款过后,更是所剩无几。

简光洲在微博上写道:“东早10年,是我人生中最宝贵的青春,所有的悲欢,所有的梦想,所有的忍受都是因为那份纯真的理想。好吧,理想已死,我先撤了,兄弟们珍重!”

2014年7月22日,东方早报创办澎湃新闻。2017年1月1日,简光洲曾供职的《东方早报》出版了最后一期,停刊转型为澎湃新闻。

当年和简光洲同期做调查的记者如今都已不再年轻,有的成了企业公关总监,有的转行做自媒体,还在一线做调查记者的寥寥无几。他羡慕国外的记者,越老越受尊重,中国的记者仿佛是一个青春饭,“身体受不了,收入上不去,领导不放心”。

简光洲的人生轨迹成为中国调查记者群像的一个剪影:在媒体的黄金时代,他们用如椽之笔推动社会进步,也在困顿之际转投他处。在网络上,有关心他的网友问:简光洲死了吗?简光洲在微博上这样回应:理想如同灰烬,看似熄灭,但随时也会重新燃起。

柬埔寨外交部周六表示,中国亚洲事务特使邓锡军本周访问了金边,敦促柬埔寨和泰国缓和激烈的边境冲突。

马可·卢比奥在华盛顿举行的新闻发布会上表示:“我们正在努力”结束敌对行动。他说:“我们对下周一或周二能实现这一目标持谨慎乐观态度”。

美国国务卿马可·卢比奥周四与泰国总理通了电话,并表示本周末将举行进一步磋商。

卢比奥表示:“双方都签署了书面承诺”,但“由于双方互相指责,这些承诺目前尚未得到履行”。“因此,现在的问题是让双方回到谈判桌前”。

越中铁路第一部分工程如期动工

建成后将连接越南北部与中国西南地区的老街-河内-海防铁路,星期五(12月19日)如期开工。

据新华社报道,铁路的第一部分工程开工仪式在越南北部老街省举行,并在铁路沿线四个省市设立四个分会场。

中国驻越南大使何炜在致辞中表示,老街-河内-海防铁路项目的实施将进一步打破地理阻隔,极大提升跨境运输能力,降低物流成本,畅通经济循环,让两国供应链无缝连接,为两国经济发展提供强劲支撑,希望双方科学有序稳妥推进项目建设。

越南建设部副部长阮名辉表示,铁路建成后将形成一条现代化经济走廊,为项目沿线区域注入新的增长动力。

老街-河内-海防铁路项目主干线全长超过390公里,建成后将连接越南北部省份与中国西南地区。目前第一部分工程主要涉及沿线各车站及站前广场的基础设施建设。

据此前报道,中国将通过贷款为项目提供部分资金。这是越南“两廊一圈”(Two Corridors, One Belt)倡议中计划修建的通往中国的两条铁路线之一,铁路线与北京的“一带一路”全球基础设施计划相连接。
