Former Gov. Andrew M. Cuomo wants to ditch New York City’s plan to replace the Rikers Island jail complex and use the sites for the proposed borough-based jails for affordable housing.
New York City is required by law to close the notoriously troubled jail complex on Rikers Island by August 2027 and replace it with four borough-based facilities.
The Hunters Point section of Long Island City, Queens, would transition from warehouses and parking lots to more housing and green space under a proposed rezoning effort.
